15 4 The Institution shall be responsible for the local trjmsportatlon of team members and for their hotel expenses during the period Also the Institution s all provide team members w h light refreshments and teaduring the working sessions Timeand effort may be saved Iflunch Is arranged In agood hotel or cafeteria nearest to the Instkutlon or wkhln the Illstltution This will give team members more time to do a thorough job 15 5 The Institution shall render any assistance that teamimembers may require to facilitate theirwork during the period 15 6 The exit Interview should be attended by the Rector of the Institution the head of department where the programmeto be accredited Is offered and key teaching staff who have responsibilities for various aspects of the programme After the Visit 15 7 A copy ofthe report shall be made available tothe Rlletor The Instllutlon shall comment on statement of facts contained In the team s report highlighting areas of agreement and disagreement wllh the report 15 8 The Institution shall ensure that the accredllation status Is warranted by continua Improvement on the accredited programme 15 9 An Instllution whose programme Is denied accredlta110n may appeal against the decision ofthe Board on the matter W he chooses Such appeal should r ach the Executive Secretary National Board for Technical Education P M B 2239 Kaduna within thirty days from the date of the letter conveying the Board s decision to the Institution Appeal procedur Is explain In Appendix E 16 0 APPEAL PROCEDURE 16 1 An Institution may appeal against an adverse decision of the National Board for Technical Education denying II an Initial accredllatlon or re accredltatlon statusfor Its programme s 16 2 The appeal process shall be as follows a The Rector Head of the Institution shall provide the Board wlth n thirty 30 days of notification of the Board s decision on the matter awritten statement which must address failure to comply wllh the evaluative criteria laid down In the Board s Guidelines for Re Accrediting Diploma Programmes In Polytechnics and Similar Tertiary Instllutlons b The Board shall arrange a hearing panel consisting of three qualWled persons to consider the appeal The composition ofthe panel shall nclude I one representative of the professional bodies or association related to the programme W any II one representative of the polytechnics ill a member of the National Board for Technical Education Iv arepresentative of the Board s Secretariat c At Its first meeting the hearing panel shall v elect Its Chairman from among members of the panel vi determine the schedule and general procedures for the appeal vII determine the date and locat on of the hearing but this should not be later than thirty 30 days after the notlflcatlon1f request for heating and shall so Inform all parties concerned d At the first meeting the Board shall provide panel members with a copy ofthe site visit report the Instltut on s self study questionnaire the letter to the Institution rejecting the Board s action and the request for a hearing which states the grounqs for appeal The panel shall however have full access to all documents and records filed with the Board by the appellant institution during the accreditation process 11
e The hearing panel may request testimony from representatives of the appellant Inst ution members of the programme visitation leam the NBTE and or other witnesses whose statements may be useful to the panel The testimony may be presented In written or oral statement f The recommendations of the panel shall be based upon evidence presented to it and subject to the condition that was existing at the time of the Programme Accreditation visit on which the decision being appealed against was made g The appeal panel s reports and recommendations concerning action on the accreditation status of the appellant institution shall be submitted to the Board which may i set aside its earlier decision and reconsider the programme for accreditation OR ii reaffirm its earlier decision not to accredit the programme h The honourarla travelling and hotel expenses of members of the appeal panel will be borne by the appellant institution The total amount involved shall be depos ed with the Board before the hearing begins 17 0 FUNDING OF THE RE ACCREDITATION VISIT 17 1 The funding of the re accreditation visit is a joint responsibility of the National Board for Technical Education NBiE and the host institution Tl1e host inst ution shall be responsible for providing hotel accommodation and localtranspollation between the nearest airport to the institution and between the Institution and the hotel where team members are lodged The National Board for Technical Education shall however be responsible for team members travelling expenses kilometer claim air taxifares and honoraria The travelling expenses and honoraria payable to team members shall be determined by thE Board from time to time 18 0 LIST OF ACCREDITED RE ACCREDITED PROGRAMMES 18 1 Programmes granted accreditation shall be published in the next issue of the Board s Directory of Accredited Diploma Programmes Offered by Polytechnics Colleges of Agriculture and Similar Tertiary Institutions in Nigeria The directory is published annually J 12
