4. STATUS OF LIFELINES<br />
1. Condition <strong>of</strong> Roads and Bridges (TAB D)<br />
• As <strong>of</strong> 7:00 PM, 10 August 2012, a total <strong>of</strong> fifty eight (58) roads and three (3) bridges<br />
are not passable to all types <strong>of</strong> vehicles in Regions I, II, III, IV-A, VI, CAR and NCR<br />
due to flooding. Most <strong>of</strong> the reported non-passable ways are from NCR.<br />

• Water releases from the critical dams is expected to affect the following areas: San<br />
Manuel, San Nicolas, Tayug, Sta Maria, Asingan, Villasis, Alcala, Bautista, Rosales<br />
and Bayambang in Pangasinan; and the low lying areas along Angat river from<br />
Norzagaray and Hgonoy; are expected to be affected while Ipo, Ambuklao, Binga and<br />
San Roque dams are releasing water.<br />
• All residents living in the areas near the Ipo, Ambuklao, Binga and San Roque are<br />
advised to be alert for possible increase in the water level downstream.<br />
3. Status <strong>of</strong> Water and Power Supply<br />
• As <strong>of</strong> 10:00 AM, 10 August 2012, there are no more power outages reported in NCR.<br />
• To date, power outage on <strong>Sit</strong>io Cuarenta, Namaluan Sur, Brgy Diaz, Bautista,<br />
Pangasinan is still ongoing while in Region III, no update has been received for the<br />
water/power outage in the region.<br />
F. DAMAGED HOUSES (TAB E)<br />
• A total <strong>of</strong> 3,138 houses were damaged in Regions I, III, IV-A, IV-B and VI, <strong>of</strong> which<br />
379 totally and 2,759 partially damaged.<br />
G. FLOODED AREAS (TAB F)<br />
• A total <strong>of</strong> one hundred fifteen (115) Cities/Municipalities from NCR, Regions I, III,<br />
and IV-A have severe flooding.<br />
• To date, most <strong>of</strong> the flooding noted are in Region III.<br />
III. EMERGENCY MANAGEMENT<br />
A. CONDUCT OF EMERGENCY CABINET MEETING<br />
The <strong>NDRRMC</strong> conducted an Emergency Meeting with His Excellency President<br />
Benigno Aquino III at 10:00 AM, 7 August 2012 at the <strong>NDRRMC</strong> Conference Room,<br />
attended by DSWD, DILG, DOST (PAGASA), MMDA, DPWH, DOH, and Dep Ed,<br />
AFP, PNP, BFP, PCG, other agencies and print / broadcast media. The meeting<br />
focused on the action plan on damage assessment, asset mobilization, Search and<br />
Rescue (SAR), relief allocation and distribution to augment the LGUs and affected<br />
communities
The DOST (PAGASA), DSWD, DPWH, MMDA and DOH presented their reports<br />
based on their respective mandates<br />
The President raised some specific issues that need to be addressed by the<br />
concerned agencies. Likewise provided general guidance to the response and<br />
relief agencies to require the LGUs concerned to go around their respective areas<br />
through the Brgy Captains and provide necessary assistance whenever necessary<br />
President’s instructions to the agencies were the following: DSWD to find a place<br />
where they can put tents as additional evacuation centers; DOH to initiate the<br />
provision <strong>of</strong> water for those who depend on deep wells and how to address<br />
flooding in hospitals; DILG to identify all inundated /flooded Barangays in Marikina<br />
City affected by SW Monsoon, require all LGUs to go around their areas through the<br />
barangay captains; and check floodings in Tarlac and Northern Luzon ( La Union.<br />
Pangasinan and Ilocos; DOST to fast track the preparation <strong>of</strong> hazard map <strong>of</strong> Luzon.<br />
DPWH to study the long term solution for Laguna Lake.<br />
On 8 August, 2012, His Excellency President Benigno Aquino III, DND Secretary and<br />
<strong>NDRRMC</strong> Chairperson Voltaire Gazmin, MMDA Chairperson Francis Tolentino and<br />
Muntinlupa City Mayor Aldrin San Pedro personally inspected the Tunasan<br />
Elementary School in Brgy Tunasan, Muntinlupa City to assess the situation <strong>of</strong> the<br />
evacuees.<br />
The President then proceeded to the NDRRMOC for a short briefing with the<br />
<strong>NDRRMC</strong> TWG and discussed the current weather situation and forecast, roads<br />
accessibility and response measures being implemented.<br />
B. AERIAL SURVEY<br />
• At 8:15 AM 9 August 2012, an aerial survey was conducted by a joint team composed<br />
<strong>of</strong> <strong>NDRRMC</strong> OPCEN Dir. Edgardo J. Ollet and Deputy Administrator Vic Malano, Mr.<br />
Mario Raymundo, and Mr. Bernie de Leon all from PAGASA. They intended to reach<br />
Wawa Dam by following the upstream path <strong>of</strong> the Marikina River. However, they were<br />
forced to turn around when they reached La Mesa Dam due to zero visibility. They<br />
again attempted to conduct the survey at around 11:00 AM <strong>of</strong> the same day and this<br />
time was able to penetrate through La Mesa Dam all the way to Montalban when they<br />
were again unable to enter the Wawa Dam area due to poor visibility and strong<br />
winds.<br />
• Later on the same day, a third aerial damage assessment was conducted this time by<br />
OCD Operations Division Dir. Armando Duque together with the above-mentioned<br />
PAGASA representatives. Per their assessment, the municipalities <strong>of</strong> Balagtas,<br />
Malolos, Guiguinto, Paombong, Calumpit, and Obando in Bulacan are still flooded.<br />
they briefed Bulacan Governor Wilhelmino Alvarado re the assessment<br />
C. RELIEF AND RECOVERY OPERATIONS<br />

supplies in all DSWD-FOs along the typhoon path, amounting to P41.64<br />

• DROMIC is closely coordinating with DSWD-FOs concerned for any significant<br />
updates related to SW monsoon.
• Affected families need food, water, clothing, mats, blankets, and diapers for infants<br />
DOH HEMS:<br />
• DOH-HEMS conducted rapid assessment and reported that Amang Rodriguez<br />
Memorial Medical Center, Dr. Jose Fabella Hospital, Dr. Jose R. Rodriguez Memorial<br />
Hospital, Dr. Jose Reyes Memorial Medical Center, East Avenue Medical Center,<br />
Research Institute for Tropical Medicines, San Lazaro Hospital, and Tondo Medical<br />
Center were flooded but are operational. The emergency room <strong>of</strong> the San Lorenzo<br />
Ruiz Women’s Hospital is flooded (knee-deep). Their patients were transferred to the<br />
second floor and their generators are not operational due to the flood.<br />
• Closely monitors the status <strong>of</strong> health services, <strong>of</strong>fices and personnel at all levels;<br />
strengthen advisory and health promotion campaign on the preventive measures <strong>of</strong><br />
Leptospirosis case and other food and water borne related diseases; and released<br />
assorted drugs and medicines and rubber boots to CHDs.<br />
• CHDs I, III, IV-A,, IV-B, CAR and NCR provided assorted drugs and medicines to the<br />
LGUs concerned.<br />
• Raised Code Blue Alert and activated operation center and medical response team on<br />
24 hours duty.<br />
DepED<br />
• <strong>Rep</strong>orted that 51 schools so far are being utilized as evacuation centers; mobilized<br />
teachers to conduct classes in QC; and prepare contingency plan (1-2 hr additional for<br />
regular classes) to complete 180 days mandatory or make up classes.<br />
DPWH<br />
• Rechanneling /diverting <strong>of</strong> water ways <strong>of</strong> the two bridges and filling <strong>of</strong> embankment<br />
over cut –<strong>of</strong>f approach is ongoing, utilizing one (1) unit bulldozer and one (10 unit<br />
backhoe, three (30 dump trucks <strong>of</strong> the local government units and one (1) unit pay<br />
loader from private firm.<br />
DILG<br />
• Provided assistance by search and rescue (SAR) and evacuation in the<br />
municipalities <strong>of</strong> Batangas namely: Calaca, Calatagan, Lemery, Lian, Taal, Tuy,<br />
Bauan, San Luis, Agoncillo, Alitagtag, Cuenca, Laurel, Malvar, San Nicolas, Sta<br />
Teresita, Talisay, Tanauan City<br />
• Provincial Engineering Office mobilized heavy equipment (loader, backhoe and<br />
dumptrucks) to augment in the clearing operations in the affected barangays <strong>of</strong><br />
Lemery.<br />
• Issued a memorandum addressed to all DILG Provincial/City Directors for the<br />
reactivation <strong>of</strong> the Local Price Coordinating Councils to ensure that all LCE’s adopt<br />
measures to address hoarding and exorbitant price increases <strong>of</strong> essential/prime<br />
commodities.<br />
D. COST OF ASSISTANCE (TAB G)<br />
• A total amount <strong>of</strong> ₱ 45,351,268.84 worth <strong>of</strong> relief assistance was provided to the<br />
affected families. The Local Government Units (LGUs) provided ₱ 25,478,422.84,<br />
Non-Government Organizations (NGOs) provisioned ₱ 1,352,100.00, Deparment<br />
<strong>of</strong> Health granted ₱ 6,281,513.12, while the Department <strong>of</strong> Social Welfare and<br />
Development (DSWD) allocated ₱ 12,239,232.88.<br />
• Region III received the biggest allocation based on the extent <strong>of</strong> damages in the<br />
aforementioned region.<br />
E. SEARCH AND RESCUE (SAR) OPERATIONS (TAB H)<br />
• SAR operations were effected through the concerted efforts <strong>of</strong> the SAR units <strong>of</strong><br />
AFP, PCG and PNP and around 24,906 personnel, 424 vehicles and 388 sea crafts<br />
were mobilized to various areas in Metro Manila.

A man, named Ricardo Rueles, was reportedly<br />
drowned while fishing when he was swept by<br />

Royale in Brgy. San Juan in Rizal. The three (3)<br />
victims - Nicole Costa, Noel Garde Espin and<br />
Christian Garde Espin - were playing when they<br />
accidentally fell in the creek.<br />
A 3-year old, named Christina Curlano, was<br />
drowned and found dead by her parents. The<br />
victim accidentally fell and drowned in the<br />
floodwaters.<br />

Two (2) residents <strong>of</strong> San Jose, Naujan, Oriental<br />
Mindoro went fishing onboard a motorized<br />
banca but failed to return home. A wreck<br />
motorized banca was later found at the coastal<br />
area <strong>of</strong> Brgy. Melgar B <strong>of</strong> the same municipality<br />
The body <strong>of</strong> Deo Socajil was recovered along<br />
the coastal area <strong>of</strong> brgy. Gui-ob. On or about<br />
12:00 PM 5 August 2012, the victim was<br />
reported missing after their banca capsized due<br />
to the big waves while fishing.<br />
As <strong>of</strong> 10 August 2012, the two<br />
victims - Allan jayag Montanio<br />
and Val Valenzuela - are still<br />
considered missing.<br />

A. NATIONAL<br />

ACTIONS TAKEN<br />
As <strong>of</strong> 10 August 2012, 7:00 PM<br />
<strong>NDRRMC</strong> Operations Center was upgraded from BLUE ALERT to RED ALERT<br />
STATUS as <strong>of</strong> 4:45 AM, 07 August 2012 and is continuously monitoring and<br />
disseminating 24 hour Public Weather Forecast, Severe Weather Bulletin, Gale<br />
Warning, and General Flood Advisories to all RDRRMCs/OCDRCs through SMS,<br />
facsimile and websites for further dissemination to their respective Local Disaster Risk<br />
Reduction and Management Councils (LDRRMCs) from the provincial to the municipal<br />
levels.<br />
Conducted Emergency meeting with the President Benigno Simeon Cojuangco Aquino<br />
III and was presided by Sec. Voltaire Gazmin, Chairperson <strong>of</strong> <strong>NDRRMC</strong>. It was attended<br />
by the Secretaries from different agencies namely: PAGASA, DOST, DOTC, MMDA,<br />
DSWD, DILG, DOH, DPWH, DepEd, AFP, PNP and PCG. The meeting focused on the<br />
action plan on damage assessment, asset mobilization, Search and Rescue (SAR),<br />
relief allocation and distribution to augment the LGUs and affected communities.<br />
Based on the recommendation <strong>of</strong> PAGASA and <strong>NDRRMC</strong>, the Office <strong>of</strong> the President<br />
issued MEMORANDUM CIRCULAR NO. 33 suspending work in government <strong>of</strong>fices and<br />
classes in college level in National Capital Region and the provinces <strong>of</strong> Zambales,<br />
Bataan, Pampanga, Pangasinan, Tarlac, Bulacan, Laguna, Cavite and Rizal today, 07<br />
August 2012, with the exception <strong>of</strong> those agencies whose functions involved the delivery<br />
<strong>of</strong> basic and health services, preparedness and response to disasters and calamities,<br />
and/or the performance <strong>of</strong> other vital public services.<br />
DOH:<br />
CHD III conducted assessment on evacuation centers in Calumpit and Malolos City,<br />
Bulacan providing ₱ 50,000.00 worth <strong>of</strong> drugs and medicines to Provincial Health<br />
Team Office.<br />
CHD I, III, IV-A and NCR prepositioned stand-by Doxycycline at PHTO and available<br />
for prphylaxis.<br />
DOH III prepositioned drugs and medicines for the province <strong>of</strong> Bulacan, Pampanga<br />
and Zambales thru the Provincial Health Team Office <strong>of</strong> the different provinces.<br />
Advised all PHTOs/PHOs to activate SPEED in all flooded areas.<br />
DOH IV-A provided ₱ 350,000 worth <strong>of</strong> different medicines and ₱ 100,000 worth <strong>of</strong><br />
dexycycline capsules and prophylaxis to evacuation centers by field <strong>of</strong>fice to<br />
anticipate the influx <strong>of</strong> diseases especially Leptospirosis.<br />
PRC Rizal Chapter conducted relief operations in San Mateo and Rodriguez, Rizal<br />
AFP:<br />
• 161 Battalion deployed 1 squad from Headquarters Company to Tanay, Rizal<br />
• 12 Disaster Response Unit (DRU) Charlie Company conducted relief operations<br />
and facilitated evacuation <strong>of</strong> civilians trapped in deeply flooded areas in San<br />
Mateo, Rizal<br />
• SOLCOM Commander advised all operating units to coordinate to the LDRRMCs<br />
in their respective AORs and be prepared to assist in their operations as need<br />
arises.<br />
• AFP RESCOM NHQ assisted in the evacuation on Gen. Trias and Bacoor, Cavite.<br />
• RESCOM deployed fifty (50) raincoats and twenty six (26) boots.
• 703 rd Brigade with one (1) platoon, two (2) KM450 and NHR truck was stationed at<br />
OCDR III for possible deployment and easy coordination <strong>of</strong> possible augmentation<br />
to flood affected areas.<br />
• 7ID consist <strong>of</strong> 71 st DRC, 7DRU, 7FMC with 36 personnel, 2 rubber boats, 1 M35<br />
truck, 1 KM 250 truck and 1 ambulance were prepositioned at Sindalan, Pampanga<br />
• 56ID deployed 9 personnel and 1 truck to Obando, Bulacan<br />
• 18SF Company deployed 7 personnel, 1 truck and 1 boat to Marilao, Bulacan<br />
• 24IB deployed 9 personnel and mobile patrol at Palauig and Botolan; 9 personnel<br />
in Iba, 9 in Masinloc, 27 in Candelaria, all in Zambales; 5 personnel in Hermosa, 9<br />
in Dinalupihan, 4 in Orion, 9 in Balanga, all in Bataan.<br />
• As <strong>of</strong> 9:10AM, 08 August 2012, one M35 <strong>of</strong> C COY delivered relief goods at Brgy.<br />
Hall <strong>of</strong> Malanday while one (1) squad proceeded to Cainta to augment rescue<br />
operation utilizing one(1) flatnose truck with (1) rubber boat onboard.<br />
• Airlifted 1,400 food packs to two (2) isolated barangays in Lubao, Pampanga<br />
• 56IB and 7ID successfully delivered 1,000 packs <strong>of</strong> relief goods at Malolos City,<br />
Bulacan<br />
PNP:<br />
• Activated the NHQ Disaster Preparedness Response Task Group effective 8:00<br />
PM, 06 August 2012.<br />
• Deployed a total <strong>of</strong> 250 SAF Personnel (125 in CAMANAVA Area and 125 in<br />
Marikina) for SAR Operations since 8:00 AM, 07 August 2012.<br />
• Deployed four (4) 6x6 Trucks for “Libreng Sakay” Operations and other assistance<br />
to stranded motorists/passengers.<br />
• Sent 70 PNP Personnel to DSWD National Resource Operations Center, Pasay<br />
City to assist in the repacking <strong>of</strong> relief items.<br />
• Deployed 1,114 PNP Personnel from NCRPO to different location in Metro Manila.<br />
• PNP III deployed 53 personnel, 2 M35 trucks, 1 HILUX, 1 rubber boat with OBM, 1<br />
rubber boat with paddle, 2 fiber banca, 4 OBM, 20 Life vest and 2 life ring in<br />
Dinalupihan, Bataan.<br />
• PNP/PRO IV-A dispatched one (1) team in San Pedro, Laguna to stand-by and<br />
assist in the evacuation <strong>of</strong> affected residents <strong>of</strong> the municipality.<br />
• Deployed 45 PNP Personnel to DSWD warehouse at ATO Pasay.<br />
• Deployed eight (8) PNP mobile cars to monitor the roads and bridges within Metro<br />
Manila.<br />
• Deployed one (1) tow truck with 11 PNP HPG Personnel to help stranded<br />
motorists.<br />
• Dispatched one (1) 6x6 truck and two (2) PNP Personnel to help transfer two (2)<br />
patients from Delos Santos Hospital to Philippine Heart Center.<br />
• PNP MG dispatched eight (8) inflatable rubber boats and 1 flat boat to MMDA for<br />
rescue operations.<br />
• PNP Academy (PNPA) placed its cadet in stand-by alert status for deployment in<br />
the affected areas to assist ongoing efforts on the SAR <strong>of</strong> the LDRRMCs and<br />
RDRRMCs.<br />
• PNP-PRO1 assisted various MDRRMCs in rescue and relief operations as well as<br />
the pre-emptive evacuations in flooded areas.<br />
• As <strong>of</strong> 7:00 AM, 10 August 2012,<br />
• Dispatched 80 personnel at DSWD warehouse Pasay City for repacking <strong>of</strong><br />
relief goods.<br />
• PNP Sta Maria, Bulacan conducted relief operations and distributed relief<br />
goods to Brgy Caycio and Brgy Lalakhan, Sta Maria, Bulacan.
• PNP Paniqui, Tarlac provided security during the visit <strong>of</strong> His Excellency<br />
President Benigno Simeon Aquino III. Checked the condition and situation<br />
<strong>of</strong> the evacuees and provided relief goods.<br />
• PNP Bulacan continuously conducting SAR and relief operations to affected<br />
municipalities such as Obando, Malolos, Calumpit, Hagonoy and<br />
Meycauayan.<br />
• PNP SAF 40 personnel proceeded to CAMANAVA tp conduct relief<br />
operations with 3 rubber boats, 1 OBM and 2 6x6 vehicles.<br />
MMDA:<br />
• Deployed rubber boats in Bgry Sto Domingo, Talayan, Roxas District, and Parkway<br />
Village, Muñoz, Quezon City.<br />
DENR-MGB and EMB<br />
• Conducted geohazard assessment to ensure the safety <strong>of</strong> the community.<br />
• Continuously monitoring the situation in mine tailings spill at Philex.<br />
PRC:<br />
PRC San Juan City deployed two teams with 4x4 trucks to conduct rescue<br />
operations in Brgy Salapan, San Juan City. Foods were distributed in Brgy Rivera,<br />
Maytuna and Balong Bato.<br />
PRC Rizal conducted relief operations and provided food packs to the evacuated<br />
population in San Mateo, Tanay and Rodriguez, Rizal.<br />
PRC Pangasinan provided hot meals to families temporarily sheltered at the<br />
Dagupan City Astrodome<br />
Rescued 17 persons in Purok 4, San Pedro, Cutud, San Fernando City and 36<br />
persons in Moras, Dela Paz, Sto Tomas, Pampanga.<br />
PRC Mandaluyong City provided a first aid station, hot meals and relief goods.<br />
PRC Makati distributed food products to 1,201 individuals affected by flooding in<br />
Brgy Rizal.<br />
Quiapo Church Disaster Ministry provided assistance to four (4) evacuation centers in<br />
Quiapo, Manila.<br />
BFP<br />
• BFP IV-A deployed Search and Rescue Unit to flooded areas assisting LDRRMCs<br />
in their evacuation and SAR operations.<br />
• BFP III conducted SAR operations in Bataan, Bulacan, Pampanga, Tarlac, and<br />
Zambales; conducted water rationing and flashing in Dinalupihan, Pilar, and<br />
Hermosa in Bataan, government <strong>of</strong>fices, schools, and major roads in Zambales;<br />
and conducted OPLAN LIKAS in Calumpit, Bulacan and OPLAN TAWID BAHA in<br />
Malolos City, Bulacan<br />
• BFP NCR sent 4 fire trucks to pump out and drain floodwater along the Recto<br />
underpass.<br />
DPWH<br />
• Continuously monitoring the flooded; clearing <strong>of</strong> debris; repair/restoration <strong>of</strong> roads<br />
affected; deployment <strong>of</strong> heavy equipment and maintenance crew to areas<br />
affected by landslide, fallen trees and road sections with scoured pavements.<br />
Provisioned barricades and warning signs on road sections with road cut, eroded<br />
slope, and affected bridges.<br />
• DPWH III dispatched dump trucks to PDRRMC Pampanga to augment the ongoing<br />
evacuation operation.<br />
• DPWH IV-A deployed its personnel to the flood prone areas in the region to assist<br />
the motorist traversing along the national roads in the region.
B. REGIONAL<br />
RDRRMC I<br />
• OCDRC I coordinated with CGDNL for possible deployment <strong>of</strong> personnel with rubber<br />
boats to conduct evacuation <strong>of</strong> affected families in Brgy Guelew, Pangasinan<br />
• MDRRMC Bugallon advised residents living along river banks to take precautionary<br />
measures and to be ready for possible evacuation. Temporary shelters were built to<br />
serve as emergency evacuation area as flood waters coming from Agno River<br />
continue to rise. They also received relief items from the following sources:<br />
o 920 family packs from Pangasinan Provincial Government<br />
o 592 family packs from Tina Dungca <strong>of</strong> the GMA Foundation<br />
o 300 family packs from Vice President Jejomar Binay<br />
o 200 family packs from Bugallon LGU<br />
• PDRRMC Pangasinan alerted its member agencies for possible response operations<br />
and deployed two (2) dump trucks for San Fabian and Aguilar; and Gov. Amado<br />
Espino announced the suspension <strong>of</strong> classes for all levels on August 10, 2012<br />
• MDRRMC Bautista deployed thirty six (36) personnel and five (5) PNP vehicles to<br />
assist in evacuation and distribution <strong>of</strong> relief goods. Conducted pre-emptive evacuation<br />
<strong>of</strong> affected families in Brgy Poponto.<br />
RDRRMC III<br />
• RDRRMC III conducted briefing to the Cuayan, Isabela Rescue Team to discuss the<br />
situation in Pampanga and coordinated with LTO re availability <strong>of</strong> 2 dump trucks to<br />
augment the assets mobilized in Pampanga.<br />
• RDRRMC III Chairperson Dir Armando Duque together with the Executive<br />
Director <strong>of</strong> <strong>NDRRMC</strong>, USEC Benito Ramos conducted ocular inspection at Angat<br />
Dam.<br />
• PDRRMC Bulacan prepositioned rescue capabilities <strong>of</strong> 56 th IB, PA – Scout Ranger<br />
Camp Tecson, MDRRMC, BFP, PNP, San Jose Del Monte, Sta Maria, marilao,<br />
Meycauayan and Bocaue.<br />
• Provincial Government deployed 4 RFT truck and 56 IB truck to Obando, Bulacan<br />
likewise at Bocaue, Marilao, 18SF and Sta Maria.<br />
• PDRRMC Tarlac delivered truckloads <strong>of</strong> sand and sacks in Camiling, Malayep,<br />
Salapungan and Bantog, Victoria in Tarlac for sand bagging operation. Provincial<br />
Public Safety (PPSC), Tarlac Provincial Office (TPPO) was deployed to the<br />
municipalities <strong>of</strong> Capas, Paniqui, Camiling and La Paz. Dispatched Tarlac WASAR<br />
team for SAR operations at Brgy Tibag, Tarlac City; PDRRMC was convened and<br />
attended by all council members and other line/support agencies at 9:00AM at Capitol<br />
Building; PSWDO/PDRRMC and CADRE Company <strong>of</strong> 70IB conducted repacking and<br />
distribution <strong>of</strong> relief goods to the affected families; PSWDO/PDRRMC<br />
delivered/airlifted relief goods to isolated families in Brgy. Bueno, Capas thru the air<br />
assets <strong>of</strong> the TOG3; and delivered sand and sacks to Brgy. Pob. Sur in San Clemente,<br />
Concepcion, Villa Paz & Malayep in Gerona, Camiling, Salapungan in Tarlac City,<br />
Bantog in Victoria, Aquino Bridge Mabini Tarlac City, La Paz & Moncad<br />
• PDRRMC Pampanga issued 500 empty sacks to Parian, Mexico and 2,000 empty<br />
sacks to San Isidro, Anac, San Isidro Matua, Malauli, Sta Lucia, Paguiba and Masantol<br />
for sand bagging operations; conducted force evacuation in the municipalities <strong>of</strong> Sto.<br />
Tomas, Minalin, Macabebe, Masantol, Apalit, Sta. Rita, Lubao, Guagua, Sasmuan with<br />
the support <strong>of</strong> MDRRMOs; Released empty sacks to city/municipalities; distributeds<br />
food and drinks to affected municipalities <strong>of</strong> Sto. Tomas, Pampanga; established an<br />
evacuation center at PEO compound with 30 families/120 individuals; and conducted<br />
various rescue and evacuation operation within Pampanga area.
• PDRRMC Nueva Ecija prepositioned 500 packs <strong>of</strong> relief goods, 2 dump trucks and<br />
210 cavans <strong>of</strong> rice.<br />
• PDRRMC Zambales provided 1,000 packs <strong>of</strong> relief goods to the affected families.<br />
• CDRRMC Angeles released sacks to the following Brgys: 500 pcs to Sapang Bato,<br />
500 pcs Pampang, 200 pcs sto Rosario, 700 pcs to Cutcut, 200 pcs to Sta Trinidad,<br />
400 pcs to Cuayan, and 1,200 pcs to San Nicolas all in Angeles City.<br />
• CDRRMC Olongapo conducted rescue and evacuation operations in the 16<br />
Brgys <strong>of</strong> Olongapo City. Olongapo Rapid Damaged and Needs Analysis (RDANA)<br />
Team made assessment ion various areas within the city.<br />
• CDRRMC Palayan Rescue Team conducted rescue operations in Sto. Tomas, San<br />
Matias and Minalin Pampanga.<br />
• MDRRC San Antonio, San Felipe, Sta Cruz, Botolan and Iba Zambales provided<br />
assistance to the affected families.<br />
RDRRMC IV-A<br />
• RDRRMC IV-A Chairperson alerted PNP PRO IV-A to assist DSWD IV-A in the relief<br />
operations in the provinces <strong>of</strong> Rizal, Laguna and Cavite<br />
• PDRRMC Laguna was instructed to conduct pre-emptive evacuation in the<br />
municipalities along Laguna de Bay.<br />
• CDRRMC Sta Rosa conducted pre-emptive evacuation to 137 families and provided<br />
family food packs.<br />
• PDRRMC Quezon dispatched an eight-man (8) response team with Water Search and<br />
Rescue (WASAR) to Rodriguez and San Mateo, Rizal.<br />
• Tanauan CDRRMC provided food packs to evacuees under their AOR.<br />
• DRRMC Bacoor City conducted force evaluation in the flooded areas.<br />
• PDRRMC Rizal dispatched additional 4 boats to Rodriguez and San Mateo, Rizal and<br />
dispatched Dump truck to Marcos Highway in Antipolo City.<br />
RDRRMC IV-B<br />
• MDRRMO Abra de Ilog Occidental Mindoro placed their Operation Center on alert<br />
status and advised pre-emptive evacuation especially to those living near the river.<br />
MSWDO prepositioned relief goods.<br />
• LGU Roxas placed their Operation Center on alert status and continuously monitoring<br />
the status <strong>of</strong> San Rafael dike.<br />
• Calapan City, Mindoro Public Safety Department conducted ocular inspection and<br />
monitored the affected areas. Deployed personnel and prepositioned rescue<br />
equipment for possible SAR operations.<br />
RDRRMC V<br />
• Conducted RDRRMC Response Committee Meeting attended by representative from<br />
different agencies. Discussed preparations for the deployment <strong>of</strong> 1 water purifier,<br />
WATSAN and SAR teams to NCR for community assistance.<br />
• RDRRMC Bicol sent a contingent <strong>of</strong> Team OCD5-Albay composed <strong>of</strong> WASAR teams<br />
from the naval Forces southern Luzon (NAVFORSOL), Tactical Operations Group 5<br />
(TOG)-PAF and the BFP5 together with the Water Sanitation (WATSAN) team<br />
equipped with Water Filtration System. The team which is headed by the Deputy<br />
Commander <strong>of</strong> NAVFORSOL as the Task Force Head, proceeded to the Flood Control<br />
Information Center (FCIC), MMDRRMC for the coordinating instructions.<br />
• Team Albay established a Command Post at the MMDA Station at Edsa corner Timog<br />
Avenue, Quezon City.
RDRRMC VI<br />
• PDRRMC Aklan, PDRRMC Antique and PDRRMC Iloilo was placed on alert status<br />
to monitor the situation in their AOR particularly the landslide prone area.<br />
RDRRMC NCR<br />
• OCD-NCR facilitated request <strong>of</strong> City <strong>of</strong> manila for fire trucks; request <strong>of</strong> Marikina for<br />
heavy equipment, additional trucks and manpower; request <strong>of</strong> Muntinlupa for 3,000<br />
family packs; and the requirements <strong>of</strong> the cities <strong>of</strong> Malabon and Valenzuela for<br />
WATSAN or Water Filtration System.<br />
• CDRRMCC Muntinlupa built temporary footbridges at the affected areas near Laguna<br />
Lake<br />
• MMDRRMC conducted a meeting presided by Chairman Francis Tolentino and was<br />
attended by representatives from member agencies. Advance Command Posts (ACP)<br />
were initiated in strategic locations to provide assistance to the identified areas. The<br />
locations <strong>of</strong> the ACP are as follows: Marikina, Malabon, South (Alabang), Manila,<br />
Orense and in Quezon City.<br />
• OCD-NCR monitored landslide in Brgy Commonwealth, Quezon City.<br />
• QC DPOS deployed Rescue Team with rubber boat to the following areas: Brgy<br />
Damayan Lagi, Brgy Sto Domingo, Brgy Damayan District I, Roxas District and Brgy<br />
Apolonio Samson.<br />
• Parañaque Rescue dispatched two (2) dump trucks for the stranded passengers in<br />
Evacom and and SM in San Dionisio, Parañaque. Deployed one (1) rubber boat, one<br />
(1) dump truck and rescue personnel in Brgy San Isidro to evacuate families from the<br />
creek side to the Brgy Hall.<br />
• LGU Pasay City deployed two (2) rubber boats with rescue personnel to assist rescue<br />
operations.<br />
• LGU Malabon City formed an augmentation team consisting <strong>of</strong> MDRRMO, PNP<br />
Malabon, Special Action Force, Fire Malabon, City Hall Employees, Navy, Coast<br />
Guard, MMDA, Health, CSWDD and volunteer personnel.<br />
• LGU San Juan City dispatched the rescue vehicles for flood monitoring and assisting<br />
evacuation <strong>of</strong> constituents in AOR.<br />
• LGU Makati City distributed food packs and relief goods from East West Bank to<br />
individuals affected by flooding in Brgy Palanan and Brgy Pembo.<br />
• Coordinated the request <strong>of</strong> DSWD-NCR <strong>of</strong> four (4) units <strong>of</strong> 6x6 vehicles to conduct<br />
relief assistance with President Benigno Aquino III in the National Capital Region<br />
affected by <strong>Southwest</strong> Monsoon.<br />
RDRRMC CAR<br />
• RDRRMC OpCen maintains its RED ALERT status and is continuously manned by<br />
OCD CAR staff / personnel<br />
• Continuously disseminating warning advisories to the public, to all LDRRMCs and<br />
CRDRRMC member agencies and media practitioners utilizing the SMART info board<br />
(2623 or COCD), email, social media network, facsimile and SMS and continuously<br />
monitoring AOR.<br />
• Continuously advising LDRRMCs to take appropriate action and follow the alert level<br />
and discuss local preparedness for possible emergency response.<br />
• PDRRMC Benguet ordered pre-emptive evacuation to high risk areas. Mining<br />
Operation <strong>of</strong> small scale miners is still suspended.<br />
• Baguio City CDRRMC is on alert status and their response teams still on standby and<br />
is monitoring water level at City Camp Lagoon
• PNP CAR assisting in the monitoring <strong>of</strong> road conditions and status <strong>of</strong> communities at<br />
high risk areas. Response teams with tools, equipment on standby for deployment<br />
• PIA CAR continuously assisting OCD in the dissemination <strong>of</strong> warning advisories to the<br />
general public to stay at home or in safer areas during this weather.<br />
• DENR-MGB & EMB monitoring the mine tailings spill situation at Philex Mines and<br />
other geo-hazard areas in AOR<br />
• DPWH and private contractors, continouosly clearing the roads in AOR.<br />
DSWD-QUART is still activated, continuously monitoring AOR. Family packs and<br />
Non food Items are ready to be distributed for possible affected families <strong>of</strong> SW<br />
monsoon rains.<br />
PDRRMC Benguet suspended the operations <strong>of</strong> all small scale miners and<br />
ordered a pre-emptive evacuation in high risk areas; assisting the DPWH in road<br />
clearing operations<br />
• Mining Operation <strong>of</strong> small scale miners is SUSPENDED until further notice.<br />
• Ordered pre emptive evacuation to high risk areas.<br />
• Assisting DPWH in road clearing operation (with heavy equipment and manual work)<br />
