undisputed sums payable to the Licensee may have option of
depositing Security by way of cash, irrecoverable Letter of Credit or
unconditional Bank Guarantee issued by Scheduled/Commercial
Bank. The documents like L/C or Bank Guarantee is to be kept in
Cash Department for safe keeping. However, timely renewal of these
documents will be done by respective Consumers Department.
As a matter of administrative convenience, Consumers Department
maintains Registers.
1) for recording deposits obtained against prompt payment of
electricity bills which carry interest and
2) for recording deposits in respect of temporary illumination and
deposits against reinstatement of excavated trenches, which do
not carry any interest.
Audit Clerks verify from office copies of deposit receipts that the
following particulars as entered in the Deposit Registers are correct.
1) Receipt Number.
2) Date of Deposit.
3) Name of the Consumer and
4) The amount deposited.
These particulars are checked carefully as the Deposit Registers are the
primary records from which deposit refund bills are initiated and
through which also they are released for payment.
8.7.13 Checking of Consumers Deposit and other Refund Bills:
The following types of deposit refund bills are certified for payment by this Section.
8.7.13.1 Consumers Deposit Refund Bills:
The bill for refund of deposit obtained against regular payment for electric supply is
initiated by the Consumers Department when the account is closed or a change of
name is effected. The original deposit receipt is discharged by the party by signing on
the reverse and ‘Discharge Regular’ certificate is attested by a responsible officer of
the Consumers Department after verifying the signature with the specimen signature
