payment of the amount specified therein, the following aspects are carefully scrutinized by
the Spot Auditor and his staff who ensure that-
1) rates and tender quantities are correct and have not been exceeded;
2) previous quantity and amount are correctly recorded in the
certificate voucher;
3) new quantities from measurement sheets to certificate voucher are
correctly extended;
4) excess quantities are within the permissible limits or are covered by
adequate sanctions;
5) all the terms and conditions stated in the acceptance letter have
been strictly adhered to and that the contract is in accordance
thereto. It is to be ensured that SD & PD is paid within stipulated
time, if not, it is to be ensured that interest @ 18% is recovered from
the Contractor;
6) the security deposit has been paid and the receipt number and the
amount paid has been indicated;
7) the measurements and calculations have been verified and checked
in the measurements sheets and that the material at Site Account
Books – recoveries and payments have been correctly reflected in
the certificate voucher;
8) released materials have been properly accounted for and recoveries
therefore included;
9) overtime payment in respect of the works in progress made to our
staff by the Undertaking has been included for recovery;
10) the contractor has purchased the general conditions of contract as is required of him;
11) the final amount of contract is well within the amount of the contract reported to the
Committee and has not been exceeded beyond the permissible limit;
12) Since cement and steel are procured by the contractor himself, Spot Audit checks
the Test Report. These recoveries of cement and steel are not made from bills.
13) the contract has been completed within the time limit prescribed and that where
such period has been exceeded whether recoveries have been included for penalty or
whether sanction of the competent authority has been obtained condoning such
lapse;
14) the progress certificate is proper and complete in all respects;
15) rebates due, if any, are deducted from amount due to the contractor;
16) the certificate voucher has been certified by the ASST.GENERAL MANAGER
(CIVIL) in case of civil works as well as electrification work;
17) when water is supplied by the Undertaking, recovery of 1.5% by way of
18) extra Water charges is included as per prevailing rules; and
19) discount offered for payment within a specified period is earned and deducted from
the amount payable.
20) Electricity if supplied by the Undertaking and ESI recovery as advised by ESI
Section is included for recovery.
21) The Payment of price variation for steel is verified on the basis of relevant R.B.I.
