Instruction No. 5. SrSTK/1033/253/02 dated16.5.2002: As regards
preparation of Accident Compensation bill, on receipt of advice from the
Accident & Claims Department, (a) when payment is advised as per Act :
the recovery towards HRA if paid in full on account of presumption basis
should be recovered proportionately for the incapacitated period. In
respect of Washing Allowance if the incapacitated period is one month or
more, the same should be recovered as per the BCR 138 dated
31.05.1982.
(b) When payment is advised as per rules: HRA or Washing Allowance
if paid in full on presumption basis, recovery is to be effected
proportionately as (a) above and if not paid payment is to be included in
the accident bill.
Other instructions in this regard were circulated vide
STK/INST/90/467/85 dated 9/8/85 & Instruction no. 38-
STK/1033/640/90 dated 1/8/90.
5. Special Leave: - On receipt of recommendation from the

Medical Officer of the Undertaking & sanction of the Head of the
Department Special Leave is granted to an employee for Family
Planning in terms of S.R. 4.3.6 as under:
a) 6 days with full pay to male member of staff undergoing
vasectomy operation.
