In respect of House Rent Allowance, recovery & payment as the
case may be, is affected as per the date of allotment / vacation of the
Officer’s / Staff quarters.
In case the quarter is vacated on or before 15 th of a month, half the
Month’s Rent is recovered as HRA. Likewise, if the quarters is vacated
after 15 th of a month, full month’s rent recovery is made.
The amount of HRA, (if paid) for the period of Accident leave is
recovered when full compensation is paid as per Act.
In terms of S.R.8.2.5, HRA is recovered if absenteeism is for 7
days or more and leave not due for 7 days and above
(Instruction no. 35- STK/1033/897/96 dated 9/9/1996 &
Instruction no. 43- STK/1033/938/96 dated 25/9/1996).
Annual Increment:
In case an employee has joined or has been promoted in the first half of a
given month (till the 15 th of the month) he is given Annual Increment on
the first of the same month in the following year, whereas in case the
employee has joined in the later half of the month (after the 15 th of the
month) he is given Annual Increment on the first of the next month in the
following year. These dates of Annual Increment are then constant
throughout. Increments in the time scale of appointments are affected
every year on the 1 st of each respective month directly by the EDP
Department. Annual Increment Slips received from the EDP Department
are confirmed with the grading folio of individual employees &
