1. Asst. General Manager (Materials) [AGM(M)] is a Convener.
2. Chief of Engineering branch/consuming department or
officer from these departments, who has been delegated
power to attend the meeting is a Member.
3. Asst. General Manager (Audit) [AGM(A)] and Chief Accounts
Officer and Financial Advisor [CAO & FA] are also the
Members of the Tender Committee.
4. Head of the concerned Materials Management Sections (e.g.
AMM or DMM) is a Secretary.
The technical recommendation in case of tenders having
purchase value more than Rs.10 lacs are routed through chief officers
of Audit, Accounts, Materials Management Depts. for making their
observations. These files are discussed in detail on various aspects
such as technical, commercial, procedural, accounting, etc. in the
Tender Committee Meeting and the decision is recorded. Tender
Committee’s decision is the final decision, which could be altered by
only ADDL.GM./G.M. Tender Committee modifies/alters the
recommendations put up by the recommending authority, based on
discussions in TCM.
10. ‘ABC’ CLASSIFICATION
This concept is widely used to control the inventory (i.e.
ledger folio), which are grouped into three categories based on the
total annual consumption.
10.1 ‘A’ Class items: These are High Value few items,
whose value accounts for 75% to 80% of the total value of
the inventory. These generally form around 8% to 10% of
the total items.
10.2 ‘B’ Class items: These are Medium Value more no. of
items, whose value accounts for around 10% to 15% of the
total inventory cost. These items cover around 15% to 20%
of the items.
