In India Civil Defence Department was established on 24.10.1941. In 1968 Civil Defence Act was passed
by the Parliament after incorporating various measures realized through the experience of 27 years of working. The
present organization is based on Civil Defence Act 1968, which was made applicable to whole India w.e.f.
10.07.1968. Under this act, Civil Defence Rules 1968 and Civil Defence Regulations 1968 were framed.
The Civil Defence is voluntary Force in which any able-bodied person above the age of 18 years is eligible
for membership.
Brihan-Mumbai has total area of 603 sq. K.Mtrs and population of more than 10 millions. Considering this,
Brihan Mumbai is divided into 4 areas, 33 divisions and 660 Warden Posts. The Brihan-Mumbai has also 33 Subcontrols,
which controls 33 depots. In addition, six depots are established on the out-skirts of the City where services
from outside the city are assembled.
The main purpose of Civil Defence :
a) The reduction of loss of life and property.
b) Ensuring the continuance of the working of all essential services such as Transport, Electricity,
Water, Gas, Telephone etc.
c) Keeping up the morale of the people.
The services of Civil Defence Corps be utilized in case of man made as well as natural
calamities / disasters.
The objective of enemy Air-raids is to cripple the Industrial production of essential goods,
war-material etc and to starve the fighting forces from getting essential supplies. As the BEST
Undertaking is playing an important role in providing transport and electric supply to the citizens of
Mumbai, therefore, with the approval of Director of Civil Defence, Government of Maharashtra, a
Civil Defence unit has been formed in the Undertaking and designated as Vital Installation Civil
Defence - Unit No. 51.
The following Civil Defence activities are being conducted in the BEST
Undertaking
I) The plan of Civil Defence Unit of BEST Undertaking has been prepared and already
submitted to the Director of Civil Defence, Government of Maharashtra.
II) In the year 1977, the first batch of Officers/staff of Civil Defence Basic Training Course was conducted
in the Undertaking. Since then, the following training courses are being conducted regularly at our
Security Training Centre at Bandra Depot, where training is imparted to the Staff/Officers of the
Undertaking by the Civil Defence Corps, having Civil Defence Staff College at Dhobi Talao, Mumbai
for the benefit of Volunteers/ Units/ Offices viz.
