CONSTITUTION OF THE PROFESSIONAL FOOTBALL<br />

NEGOTIATING AND CONSULTATIVE COMMITTEE<br />

(ENGLAND AND WALES)<br />

Title<br />

1. The committee shall be called the Professional Football Negotiating and Consultative<br />

Committee (P.F.N.C.C.).<br />

Membership<br />

2. The committee shall consist of<br />

(a) four representatives from the Professional Footballers’ Association;<br />

(b) two representatives from The Football League Limited;<br />

(c) two representatives from The FA Premier League Limited;<br />

(d) one representative from The Football Association Limited;<br />

(e) the Chief Executive/Officers of each of the four bodies listed above.<br />

Scope<br />

3. The committee shall have within its scope Professional Association Football Players employed<br />

by clubs in membership of The Football League Limited and The FA Premier League Limited.<br />

Function<br />

4. The function of the committee shall be:<br />

(a) to consider questions concerning players’ remuneration and other terms and<br />

conditions of employment, including contractual obligations, minimum pay,<br />

bonuses governed by League rules, pensions, fringe benefits, holidays, standard<br />

working conditions and insurance, as well as procedural matters involving the<br />

negotiating machinery, and the contract appeals machinery. This should not be<br />

regarded as an exhaustive list. No major changes in the regulations of the Leagues<br />

affecting a player’s terms and conditions of employment shall take place without<br />

full discussion and agreement in the P.F.N.C.C.;<br />

and<br />

(b) to facilitate consultation between the parties on any matter relating to professional<br />

Association Football upon which any of the parties considers that the view of the<br />

P.F.N.C.C. would be desirable to help further the best interests of the game.<br />

Chairman<br />

5. (a) The committee shall appoint an independent chairman.<br />

(b) In the event of the unavoidable absence of the independent chairman, a meeting<br />

may be chaired by a member of the Committee by agreement of all the four bodies<br />

listed in Clause 2.<br />
