SECTION V: PLAYERS – TRANSFERS OF REGISTRATIONS<br />

V.20. If the Player considers that the terms offered by his Club and set out in Form 30<br />

are less favourable than those in his current contract, he may give notice to that<br />

effect to his Club and the Secretary in Form 31 and apply for a free transfer.<br />

V.21. Such application shall be determined by the Board and if it succeeds:<br />

V.21.1. the Player’s Club will not be entitled to a Compensation Fee upon a Club<br />

effecting his New Registration; and<br />

V.21.2. the Player will receive severance pay in accordance with his contract.<br />

The Club’s Options Old Rule<br />

V.22. If a Club makes an offer to a Player on Form 30 and the Player declines it, upon the<br />

expiry of the Player’s contract the Club may either:<br />

V.22.1. enter into a Conditional Contract with the Player in such financial terms as<br />

may be agreed; or<br />

V.22.2. enter into a Week by Week Contract with the Player; or<br />

V.22.3. if neither a Conditional Contract nor a Week by Week Contract has been<br />

entered into or a Week by Week Contract has been determined by the<br />

Club, continue to pay the Player the amount of the basic wage under his<br />

expired contract;<br />

and in any such case the Club shall be entitled to a Compensation Fee upon<br />

a Transferee Club effecting the Player’s New Registration provided he then<br />

remains under the age of 24 years and the other conditions set out in Rule V.17<br />

have been satisfied.<br />

M.22<br />

V.23. The financial terms of a Week by Week Contract shall be those contained in the<br />

Player’s expired contract, excluding any Signing-on Fee, except that the Player<br />

shall be entitled to receive such incentives (if any) as are payable by the Club to its<br />

Contract Players with effect from the date of his new contract.<br />

V.24. An Out of Contract Player who continues to receive from his Club the amount<br />

of his basic wage under the provisions of Rule V.22.3 shall not be entitled to play<br />

for that Club. If such Out of Contract Player unreasonably refuses an offer of<br />

employment by another Club (or club), his Club may make application to the<br />

Premier League Appeals Committee for an order that payments to the Out of<br />

Contract Player may cease without affecting his Club’s entitlement to a<br />

Compensation Fee.<br />

V.25. A Club which having continued to pay the Player the amount of his basic wage<br />

under Rule V.22.3 intends to cease making such payments shall give to the Player<br />

2 weeks’ notice to that effect and upon a Transferee Club effecting the Player’s<br />

New Registration the Club shall not be entitled to a Compensation Fee.<br />
