Already we have been working hard<br />
<strong>to</strong> set our budget proposals for<br />
<strong>2012</strong>/13 - which you can read more<br />
about on pages 2 and 3.<br />
In addition <strong>to</strong> this, preparations are already<br />
well underway for this year’s local elections<br />
which will be held on 3 May. If you haven’t<br />
done so already and want the chance <strong>to</strong><br />
have your say, there are a number of ways <strong>to</strong><br />
sign up <strong>to</strong> the elec<strong>to</strong>ral register (see below).<br />
We have also been working hard <strong>to</strong> help our<br />
residents fi nd employment opportunities<br />

<strong>Knowsley</strong>’s borough elections are taking place on Thursday 3 May <strong>2012</strong>.<br />
This is your chance <strong>to</strong> elect the people who will represent you locally<br />
and work on behalf of your community, so make sure you are registered<br />
<strong>to</strong> vote. To make your voice heard, you need <strong>to</strong> be on the elec<strong>to</strong>ral register.<br />
If you are not on the register, you can’t vote.<br />
To register, or <strong>to</strong> apply <strong>to</strong> vote by post, ring the elections helpline<br />
on 443 2222 or email elections@knowsley.gov.uk <strong>to</strong> request an<br />
application form.<br />
We must receive all completed registration forms and postal vote applications<br />
by Wednesday 18 April, <strong>to</strong> be eff ective for the 3 May elections.<br />
The list of candidates nominated for the local elections will be announced on<br />
Wednesday 4 April, and published on the council’s website.<br />
You will also need <strong>to</strong> be on the elec<strong>to</strong>ral register <strong>to</strong> be able <strong>to</strong> vote for Merseyside’s<br />
fi rst elected police commissioner. This election will take place on 15 November <strong>2012</strong>.<br />

Budget <strong>2012</strong>/13<br />
Once again, <strong>Knowsley</strong> <strong>Council</strong> is facing signifi cant funding cuts from the<br />
government, which has left an £8.2 million gap in the <strong>2012</strong>/13 budget.<br />
A detailed savings package has had <strong>to</strong> be identifi ed <strong>to</strong> bridge this gap.<br />
This follows the savings of<br />
£23.6 million which the council had <strong>to</strong><br />
fi nd last year, and it is anticipated that<br />
government funding will continue <strong>to</strong><br />
be cut until at least 2017.<br />
In order <strong>to</strong> meet those targets, the council<br />
has proposed a budget for <strong>2012</strong>/13 which<br />
will further reduce spending but also<br />
protect those key services which are most<br />
important <strong>to</strong> you.<br />
The council has taken early decisions<br />
through a planned approach which avoids<br />
the need <strong>to</strong> make drastic cuts <strong>to</strong> frontline<br />
services.<br />

As we did last year, the council is intending<br />
<strong>to</strong> freeze council tax for residents in<br />
order <strong>to</strong> help ease the fi nancial squeeze<br />
being felt across <strong>Knowsley</strong> in the current<br />
economic climate.<br />

Setting the budget with the massive funding cuts we face, is an<br />
incredibly diffi cult task.<br />
Our priority is always <strong>to</strong> protect those key, frontline services that are so<br />
important <strong>to</strong> those of you who live and work in <strong>Knowsley</strong>.<br />
We have had <strong>to</strong> make some <strong>to</strong>ugh decisions and we will continue <strong>to</strong><br />
face signifi cant challenges in the coming years. However, we will<br />
continue <strong>to</strong> put your needs fi rst and do everything we can <strong>to</strong> support<br />
the people of <strong>Knowsley</strong>.<br />
Having our voice heard<br />
on welfare benefi t plans<br />
The council’s budget for <strong>2012</strong>/13 was due<br />
<strong>to</strong> be agreed at a meeting of the council<br />
on 7 March.<br />
Cllr Norman Keats, <strong>Knowsley</strong> <strong>Council</strong>’s<br />
Cabinet Member for Finance and IT,<br />
said,<br />
<strong>Knowsley</strong> <strong>Council</strong> has joined forces with its neighbouring<br />
authorities in the Liverpool City Region <strong>to</strong> call on the government<br />
<strong>to</strong> reconsider its proposals <strong>to</strong> change welfare benefi ts.<br />
If the government’s current<br />
proposals were adopted, many<br />
people across the UK and right here<br />
in <strong>Knowsley</strong>, would fi nd themselves<br />
hundreds, or even thousands, of<br />
pounds worse off each year.<br />
The City Region authorities, supported<br />
by <strong>Knowsley</strong> MP George Howarth,<br />
have put forward a series of principles<br />
and issues which are crucial for the<br />
government <strong>to</strong> consider, in order <strong>to</strong><br />
make their welfare reforms fairer than<br />
they are currently.<br />

In the current fi nancial climate, our<br />
eff orts <strong>to</strong> balance our challenging<br />
budget for this year have focused<br />
on you – the resident – and in<br />
protecting frontline services and<br />
support that we know you rely on.<br />
Alongside this however, we have also<br />
been working <strong>to</strong> identify key projects and<br />
initiatives that could really improve the<br />
opportunities, support and lives of people<br />
across <strong>Knowsley</strong>.<br />
Therefore, as part of our budget setting<br />
process this year, we have also been<br />

additional funding <strong>to</strong> focus on some of<br />

break in<strong>to</strong> the local<br />

Making land available<br />
and investing in the<br />

New theatre has the<br />
’WOW’ fac<strong>to</strong>r<br />
The performance space in the new <strong>Knowsley</strong> Leisure & Culture Park<br />
has been pulling in crowds from across <strong>Knowsley</strong> and beyond.<br />
The multi-million pound centre on<br />
Longview Drive, Huy<strong>to</strong>n, has facilities<br />
for an 850-seat theatre with the latest<br />
sound and lighting eff ects.<br />
The leisure & culture park opened in<br />
September and has played host <strong>to</strong> the<br />
Royal Shakespeare Company and the<br />
Royal Liverpool Philharmonic Orchestra,<br />
as well as world champion Elvis tribute<br />
act Lee ‘Memphis’ King, amongst others.<br />
Local dance and theatre groups have<br />
also starred. Halewood Youth Theatre’s<br />
production of The Lion, the Witch and<br />
the Wardrobe was a winner with families<br />
in the lead up <strong>to</strong> Christmas.<br />
The popular <strong>Knowsley</strong> Dance Showcase<br />
attracted big crowds with performances<br />
from local groups Heat, Wiked, Street<br />
Feet, Kirkby Belles, Kirkby Brook Street<br />
and Mafi a.<br />
There is a licensed bar inside the centre<br />
on the night of performances, and plenty<br />
of parking right next <strong>to</strong> the building.<br />

Park renamed in honour<br />
of fallen heroes<br />
A Kirkby park is <strong>to</strong> be offi cially renamed later this month in honour<br />
of a hero soldier from the <strong>to</strong>wn who was killed in Afghanistan.<br />
When Irish Guard Lance Sergeant<br />
Mark Burgan was tragically killed last<br />
March, the Kirkby community came<br />
out in force <strong>to</strong> pay their respects and<br />
show their support.<br />
Following the overwhelming response,<br />
the council has been working with<br />
Mark’s family <strong>to</strong> come up with a lasting<br />
tribute <strong>to</strong> him and <strong>to</strong> other brave men<br />
and women who have lost their lives<br />
serving their country.<br />
As a result, Wignall Park, Southdene, will<br />
become known as Memorial Park after<br />
a special ceremony being organised by<br />
the park’s newly formed Friends group,<br />
on Friday 23 March. The park will<br />
become a focal point for remembering<br />

More and more people are turning<br />

£1.2 million public<br />
centre set <strong>to</strong> open<br />
An exciting new £1.2 million development opens<br />
its doors <strong>to</strong> the public in Prescot next month.<br />
In April, the <strong>to</strong>wn’s One S<strong>to</strong>p Shop,<br />
museum and library will be brought<br />
<strong>to</strong>gether in<strong>to</strong> one modern, refurbished<br />
building in the shopping centre in the<br />
heart of Prescot.<br />

The Safer <strong>Knowsley</strong> Partnership<br />
was recently named Home Offi ce<br />
Tilley Award winners. The award<br />
recognised their work with<br />
community engagement and<br />
community activism that has taken<br />
place in S<strong>to</strong>ckbridge Village over the<br />
last two years.<br />

Major refurbishment work has been carried<br />
out over the last few months <strong>to</strong> improve<br />
the current One S<strong>to</strong>p Shop building,<br />
making it suitable <strong>to</strong> accommodate the<br />
library and museum services.<br />
The programme is part of the wider<br />
regeneration of Prescot <strong>to</strong>wn centre. It is<br />
hoped that the opening will substantially<br />
increase the number of visi<strong>to</strong>rs <strong>to</strong> the<br />
shopping centre, <strong>to</strong> help revitalise the<br />
<strong>to</strong>wn centre and surrounding areas.<br />
Importantly, it will also be more<br />
convenient for residents <strong>to</strong> access those<br />
services <strong>to</strong>gether under one roof, in the<br />
heart of Prescot.<br />
Compared with 2010, in 2011 there<br />
were:<br />
• 132 fewer burglaries<br />
• 104 fewer thefts from vehicles<br />
• 51 fewer vehicles s<strong>to</strong>len<br />
• 153 fewer incidents of criminal<br />
damage<br />
• 295 fewer incidents of violence<br />

Crime continues <strong>to</strong> fall year<br />
on year in <strong>Knowsley</strong><br />
Recent fi gures show that crime in <strong>Knowsley</strong> fell again last year,<br />
by almost 8%. That’s over 750 fewer crimes than in 2010.<br />

Talking bin hits<br />
our high<br />
street!<br />
Shoppers in <strong>Knowsley</strong> may have<br />
been in for a shock recently as a<br />
special ‘talking bin’ hit the streets<br />
in Huy<strong>to</strong>n <strong>to</strong>wn centre.<br />
Although from the outside it looked<br />
like any ordinary bin, the new arrival<br />
played music and pre-recorded<br />
messages of thanks <strong>to</strong> shoppers who<br />
deposited their rubbish in it.<br />
This fun and quirky addition <strong>to</strong><br />
Huy<strong>to</strong>n <strong>to</strong>wn centre entertained<br />

Kirkby <strong>to</strong>wn centre is set <strong>to</strong> benefi t from more than £200 million<br />

pledged £13 million <strong>to</strong> improve public<br />
services in Kirkby. Recently the council<br />

Celebrating success!<br />

Plans are underway <strong>to</strong><br />
create one of the UK’s<br />
fi rst Youth Innovation<br />
Zones (YIZ) right here in<br />
<strong>Knowsley</strong>.<br />
We are one of only four areas in the<br />
country <strong>to</strong> have been selected <strong>to</strong><br />
host one of these Youth Innovation<br />
Zones - that will look at new ways<br />
of delivering services for young<br />
people.<br />
The council’s vision for the YIZ puts<br />
young people and those working<br />
closely with them at the centre of the<br />
decision making process.<br />
The plans will be piloted in the<br />
borough, and will move youth<br />
services in<strong>to</strong> our centres for learning -<br />
making them a key part of secondary<br />
education.<br />
Personal packages of support will<br />
be made available for young people<br />
and the council will look <strong>to</strong> work<br />
with community groups, as well<br />
as voluntary and private sec<strong>to</strong>r<br />
organisations, <strong>to</strong> support the delivery<br />
of services. OurPlace, which is now<br />
recognised as a national example of<br />
youth involvement, is likely <strong>to</strong> play an<br />
important role in this project.<br />

The OurPlace youth<br />
facility is already<br />
proving a big hit with its<br />

It is the fi rst youth facility in the<br />
UK <strong>to</strong> have involved young people<br />
in every level of decision making<br />
throughout its development. As a<br />
result, young people in <strong>Knowsley</strong><br />
have a fabulous opportunity <strong>to</strong><br />
access something really unique.<br />
Open six days a week, the youth facility<br />
is for young people age 11 <strong>to</strong> 19 (up <strong>to</strong><br />
age 25 for those with additional needs). ).<br />
There are a range of facilites and<br />
activities on off er and it is a great place e<br />
for young people <strong>to</strong> make new friends, s, ,<br />
discover new talents and develop new w<br />
hobbies.<br />

A dedicated youth space has<br />
been created as part of the new<br />
Neighbourhood Centre in<br />

people from the area and will include a<br />
chill-out space, pool table, IT facilities and<br />

‘step up’ for children’s rights<br />
Two young people from <strong>Knowsley</strong> visited 10 Downing Street <strong>to</strong><br />
raise awareness of children’s rights on behalf of all young people.<br />
Claire, 17, from Prescot, and<br />
Chris<strong>to</strong>pher, also 17, from Kirkby,<br />
delivered messages written on<br />
footprints from children across the<br />
country - telling the Prime Minister<br />
why children’s rights are important<br />
<strong>to</strong> them.<br />
The trip marked the 20th anniversary of<br />
the UK ratifying the UN Convention of<br />
the Rights of the Child. Arranged by the<br />
Children’s Rights Alliance for England<br />
(CRAE) and UNICEF, the visit launched a<br />
year of action on children’s rights.<br />

A recent assessment of the teams<br />
who support children in care has<br />
praised the work being carried out in<br />
<strong>Knowsley</strong>.<br />
The assessment, carried out by LILAC<br />
(Leading Improvements for Looked After<br />
Children), concluded that children and<br />
young people in the borough are central<br />
<strong>to</strong> the decisions made about their care<br />
and are able <strong>to</strong> infl uence the work of the<br />
teams who support them.<br />
Carried out by assessors - who themselves<br />
are young people who have personally<br />
experienced many years of care - the<br />
review included discussions with foster<br />
carers and social care staff , as well as<br />
children and young people themselves.<br />
In addition <strong>to</strong> praising the work being<br />
carried out in <strong>Knowsley</strong>, the assessors<br />
also provided useful feedback and<br />
recommendations <strong>to</strong> make the service<br />
even better in the future.<br />

All of these situations are examples of<br />
private fostering. But, did you know that if<br />

Vintage vehicles<br />
arrive in Kirkby<br />
A new charity which collects and res<strong>to</strong>res old<br />
vehicles has set up their premises in Kirkby.<br />
The North West Vehicle Res<strong>to</strong>ration<br />
Trust has the only collection of vintage<br />
vehicles in the Liverpool area. It consists<br />
mainly of buses dating as far back as the<br />
1940s through <strong>to</strong> modern day.<br />
The trust has a number of skilled members<br />
who help <strong>to</strong> res<strong>to</strong>re the vehicles <strong>to</strong> their<br />
former glory, including mechanics, painters<br />
and engineers. They teach and pass on<br />
these valuable skills <strong>to</strong> younger members<br />
of the trust, helping them expand and<br />
maintain the collection for years <strong>to</strong> come.<br />
Membership is only £15 per year, and<br />
enables vintage enthusiasts <strong>to</strong> assist with<br />
the res<strong>to</strong>ration of the vehicles, as well as<br />
having the opportunity <strong>to</strong> take some<br />
of the vehicles <strong>to</strong> local transport shows<br />

‘No Second Night Out’ for<br />
rough sleepers<br />
A new campaign has been<br />
launched <strong>to</strong> make sure nobody<br />
has <strong>to</strong> sleep rough on our<br />
streets.<br />
‘No Second Night Out’ aims <strong>to</strong> make<br />
sure that, by the end of <strong>2012</strong>, there<br />
is no-one living on the streets of<br />
Merseyside and nobody will sleep<br />
rough for more than one night.<br />
The council is working with a wide range<br />
of partners – including housing agencies,<br />
homelessness teams and the police - <strong>to</strong><br />
help anyone who is sleeping rough <strong>to</strong>day<br />
<strong>to</strong> fi nd appropriate accommodation for<br />
<strong>to</strong>morrow.<br />

‘Speak up’ against hate<br />
crime in <strong>Knowsley</strong><br />
The <strong>Knowsley</strong> Partnership has<br />
developed a range of ways <strong>to</strong> deal<br />
with incidents of hate crime and <strong>to</strong><br />
support people who suff er this form<br />
of abuse.<br />
We now have a number of locations<br />
which off er a ‘Speak Up Service’, where<br />
you can report incidents of hate crime and<br />
receive invaluable advice and support. This<br />
includes the council’s One S<strong>to</strong>p Shops and<br />
housing associations.<br />
This service is just one of a number of<br />
initiatives across the borough <strong>to</strong> help<br />
prevent and tackle hate crime through<br />
raising awareness, supporting victims and<br />

Ten-year-old Rhys Forshaw, a pupil<br />

The catalyst group is a group of local<br />

The Spinney Woods Residents Committee and Kirkby Neighbourhood<br />
Management team have been running a survey <strong>to</strong> fi nd out the types<br />
of activities local residents would like <strong>to</strong> see provided in the area.<br />
It follows a fundraising campaign by<br />
the Friends of Acornfi eld Plantation<br />
<strong>to</strong> improve the woodland.<br />
The survey fi ndings will form the basis<br />

Traffi c-free travelling<br />
Getting around Kirkby on foot or by bike<br />

A new traffi c-free greenway through Millbrook<br />

pedestrian access in<strong>to</strong> Milbrook Primary<br />

in diffi culty. Foodbank drop-ins are held<br />

Halewood<br />
Centre hosts musical magic<br />
‘Magnifi cent’, ‘wonderful’ and<br />
‘terrifi c’ were just some of the<br />
words used <strong>to</strong> describe the Royal<br />
Liverpool Philharmonic Orchestra<br />
(RLPO) concert held at Halewood<br />
Centre for Learning recently.<br />
The concert was just one of the events<br />
held at the centre for learning during<br />
a week of impressive entertainment,<br />
including a pan<strong>to</strong>mime supported by<br />
Halewood Town <strong>Council</strong>.<br />
As well as a performance from a joint<br />
Halewood schools choir, one of the<br />
many highlights of the RLPO concert<br />
Project 2526<br />
Around 15 local people gained<br />
places on Project 2526 which was<br />
pioneered by Torring<strong>to</strong>n Drive<br />
Community Association (TDCA) and<br />
Halewood Children’s Centre. The<br />
project trains volunteers <strong>to</strong> help<br />
deliver services <strong>to</strong> the community<br />
of Halewood.<br />
