PART ONE<br />

GENERAL RULES<br />

Chapter I – Officials<br />

ARTICLE 1: Staff leadership competition and National Commissions<br />

Every competition of WUKO is headed by a working group composed of three persons appointed by the Secretary General WUKO.<br />

The management staff is, with all the powers relating thereto, the WUKOed it responds to his every action.<br />

1. The S.D. turns out to be as follows:<br />

- The Clerk of WUKO (in case of absence, a Deputy Director appointed Daoli bodies.). The D.G.wuko. chair the event and will be<br />

responsible for all the organizational and bureaucratic race.<br />

- A Member of the National Referees Commission, the same will be responsible for the work of all the referees squad for the event.<br />

for the event.<br />

- The above components of the managerial staff of the race will be coordinated by a member of WUKO as a supervisor, designated<br />

from time to time.<br />

The members of the staff members of the leadership race will act in concert, but will be personally responsible for the work of their<br />

employees.<br />

2. Before the contest, each square of the Leadership Team will appoint a Chief Referee and Head of Jury Presidents of the square.<br />

The same coordinate technically and bureaucratically UdG chosen by the SD for that particular mat.<br />

3. The WUKO can, if necessary, take other systems on the recommendation of the bodies.<br />

4. The marshals of WUKO are divided into two sectors:<br />

- Industry Arbitrators consisting of three to seven members<br />

- Industry Presidents' panel consisting of three to five members<br />

ARTICLE 2: Duties of the Officials<br />

1. The managerial staff, referees, judges chair (2 for the Nihon Shobu Sanbon and in the corners opposite the central referee for<br />

Shobu Ippon and 4) and the Presidents of the jury are required to observe the following rules:<br />

a) must be objective, fair and impartial;<br />

b) must observe a dignified behavior, as part of their role and towards the athletes;<br />

c) must always maintain a pipe line to the importance of the role of the Official Notice of WUKO;<br />

d) their attitude and their movements during the race, must be vigorous, agile, elegant, fast and accurate.<br />

e) The U.d.G. WUKO are responsible for the order of the square of the race and all the space is not reserved for spectators of the<br />

2. Referees, Judges, and Chairmen of the jury must focus their attention exclusively on race. Each share of bidders must be carefully<br />

observed and evaluated. During the event, the Race Officials will not make statements about their work and can only converse with<br />

others UdG and with the contenders.<br />

ARTICLE 3: Powers and duties of managers and referees PDG of square<br />

1. The Head Referee of the square (Cape Tatami) has the technical responsibility of the square in his care. In the event of his absence,<br />

his powers are delegated to Referee specifically delegated by him.<br />

2. The Head Referee of the square and the foreman of the jury charge on the same square, within the limits of their powers, they<br />

decide the movements of the referees assigned to their mat. In case of disagreement the two leaders will consult the executive staff.<br />

3. The Head Referee of the square (Cape Tatami) should be consulted if a UdG have difficulty making a decision. In case you need to<br />

as possible.<br />

4. In team competitions leaders Tatami, felt the management staff, will decide if the referee panel must be changed at every turn or if<br />

with the rules issued by the WUKO


ARTICLE 4: Powers and duties of the Director<br />

a)The referee has the following powers and duties:<br />

c) explaining decisions to the relevant bodies;<br />

d) announce warnings and possible penalties;<br />

e) impose penalties, before during and after the fight;<br />

f) Consider the reports it receives from the Judges;<br />

g) determine the outcome of a fight on a majority;<br />

h) extending the duration of the combat;<br />

i) consult the persons responsible Referees (Tatami leaders) and the Presidents of the Jury of the square if they have difficulties to<br />

issue a verdict.<br />

ARTICLE 5: Powers and Duties of Judges<br />

1) Judges have the following powers and duties:<br />

a) assist and cooperate with the Referee;<br />

b) give their views in different situations;<br />

c) to inform their judgment by means of gestures and / or flags and whistle;<br />

d) to exercise their right to vote to determine the outcome of a fight.<br />

2 Judges shall carefully observe the actions of combatants, in particular the angle of their expertise, giving their opinion in the<br />

manner provided in the following cases:<br />

a) when they see a wounded or ill;<br />

b) when an action that they consider to be valid for a score;<br />

c) When a contestant has committed or is about to commit a prohibited act;<br />

d) when one or both sides exit the area of combat; in all cases where it is necessary to draw attention Arbitrator<br />

Each UdG must assess continuously the evolution of combat, gradually forming an opinion on the value of the techniques expressed<br />

by the contenders<br />

3. When the Referee asks the Judges Hantei must immediately express their opinion in the manner prescribed. In case of difference<br />

of opinion between Referee and Judges, the decision will be taken by majority vote. In Shobu Sanbon, if Hantei decision will be<br />

made between Referee and 2 Judges. In Shobu Ippon chair between Referee and Judges of the 4 seat, always a majority.<br />

ARTICLE 6: Duties of Chairman of the jury and timekeepers<br />

1. The Jury President is officially responsible for the outcome of combat. Shall carry out any draws, collaborates with other UdG<br />

scoring points in races like those of Kata Kumite, transcribes the names of athletes who have passed the turn, plays practically all the<br />

paperwork necessary for the proper continuation of their meetings. The Jury President is framed in all respects as the Official Notice<br />

Board and, as such, has the same rights and duties of all the licensed UdG WUKO, including that to refer enrolled who retain<br />

behavior aligned with the spirit of Budo and the standards of education that are the basis of the discipline of Karate. The Jury<br />

President will have to intervene by stopping the fight in all cases in which the regulations were not respected. The P.d.G. represents<br />

the WUKO for everything concerning the implementation of and compliance with the powers of the federal rules that follow. The<br />

Chairman of the Jury will have to contact the Coach for any information, including official protests. The Timekeeper is officially<br />

responsible for the duration of the meeting. In the absence of the timekeeper Jury President is also expected to perform this task<br />

together with that of Speaker.<br />

ARTICLE 7: Terminology and gestures<br />

1. Terms and gestures used by the Officials are specified in Appendix I.<br />

ARTICLE 8: Report<br />

1. The signals used for Judges are specified in Appendix II.<br />

2. The data signals with the whistle by the referees are the following:<br />

a) signal the long-normal + short-strong = Hantei;<br />

b) short-strong signal = order to lower the flags or tables of scores.<br />

Article 9: Decisions<br />

1. When the referee receives a report from a Judge of angle in the course of the fight must follow the rules specified in Appendix III.<br />

2. When the referee receives a report of two Judges of the angle will still have to seek views, except in cases where the opinion of the<br />

Referee's judgment is supported by at least 1 Justice of the chair in the kumite sambon / nhion and 2 judges chair in ippon kumite,<br />

(any decision should always be taken by majority vote.)<br />

3. Issues not covered by this Regulation, after being discussed among UdG and responsible referees of the square, will be submitted<br />

to the executive staff and to any members of these bodies, for a joint solution. All UdG will be notified and a public announcement<br />

will be made.


Chapter II - General Rules<br />

ARTICLE 1: Area of Competition<br />

1. Measurements of the competition:<br />

a) Kumite: measures of the competition, as a rule, will be 8 feet per side for CA, and SE JU, 6 feet per side for RA, it is preferable<br />

that the event takes place on materassine from Karate.<br />

b) Kata: The measurements of the area should be sufficient to allow the participants to make their performance without any obstacles<br />

whatsoever.<br />

ARTICLE 2: identification and protection<br />

1. The contestants will wear a Karate Gi is completely white and clean (no stripes or designs) and their cintura.E 'admitted his badge<br />

pinned on the company's membership Down, top left, and advertising (sponsors) on the back according to the measures provided for<br />

in Regulation Wuko (30 cm x 15.)<br />

2. In Kumite (and in the Kata system with flags) a contestant will wear a white ribbon identification and the other one red.<br />

Alternatively, the WUKO may decide to adopt the red and white belts or gloves.<br />

3. Contestants must have short fingernails and do not wear metal objects that may cause damage to the opponent. If a contestant fails<br />

to comply with these provisions the judge must impose a warning or a penalty commensurate with the gravity of the offense. If the<br />

Referee should be aware of the fact before the fight begins, a reasonable space of time will be given to the contestant to come into<br />

compliance with this standard.<br />

4. Contestants may not wear bandages or guards, except those prescribed by the official doctor of the race..<br />

5. Protection and Accessories:<br />

a) the mouth guard is required (class boys excluded) unless the certificate from your doctor for intolerability which must be presented<br />

prior to each meeting;<br />

b) the shell is mandatory in Kumite male;<br />

c) gloves (2 cm thick max. without coverage and without the thumb in sambon nell'ippon padding) are required;<br />

d) are allowed in the shin and Sanbon Shobu Ippon Shobu prohibited in;<br />

e) The chest guard is mandatory in Kumite female;<br />

f) the glasses are forbidden in Kumite;<br />

g) contact lenses are permitted under the responsibility of the contestant;<br />

h) special protection (helmets and body armor) are required for competitive kumite category of pre-exercise boys.<br />

6. All protective equipment must be approved by the WUKO according to Appendix V.<br />

ARTICLE 3: Official Uniform<br />

1. Referees, Judges and Presidents of the jury must wear the official uniform prescribed by WUKO. The same must be brought to all<br />

leagues, classes, workshops, demonstrations and tests of WUKO. The official currency is the following:<br />

a) single-breasted blue blazer with three silver buttons, badge WUKO cloth on the top left pocket and distinctive WUKO crown;<br />

b) long-sleeved white shirt and tie WUKO in winter, with short sleeves without a tie embroidered badge WUKO in summer;<br />

c) light gray trousers;<br />

d) dark blue or black socks;<br />

e) black shoes;<br />

f) Arbitrage black shoes during races.<br />

No other object can be worn by UdG during the arbitration<br />

2. contestants:<br />

a) The contestants shall wear a white Gi, clean, with no stripes or designs;<br />

b) has admitted his badge pinned on the company's membership Down, top left, and advertising the sponsor on the back according to<br />

the measures provided for in Regulation Wuko: cm. 30 x 15.<br />

c) may be the badge of the national champion (only for samples in office) pinned on the bottom of the outer jacket of Gi;<br />

d) females may use a white shirt, sleeveless jacket in the Gi.<br />

e) Down jacket should be long enough to cover the hips but not long enough to reach the knee;<br />

f) the sleeves of Gi must be long enough to cover at least half the forearm and can not be rolled;<br />

g) the gi pants must be long enough to cover at least two-thirds of the tibia;<br />

h) the edges of the belt should be at least 15 cm long. from the node;<br />

i) the protective helmet is compulsory in the boys Kumite category.<br />

l) under the helmet is allowed only eyewear approved as anti trauma type diver<br />

2. Coaches (Coach): Coach may wear Gi or federal uniform complete. Must present a valid identification label with its name.<br />

3. Race Director, Referee and the Jury Presidents will prohibit access to the place reserved for the event concerned, to all those who<br />

fail to comply with those rules.<br />

ARTICLE 4: Staff<br />

1. Race Director: is appointed by the WUKO. Its authority includes the whole area of race. The D.d.G. is assisted by staff WUKO<br />

2. Medical Officer: is responsible for the safety of the contestants. Provides emergency aid in case of accident. UDG is questioned by


the extent of any accidents, but should not interfere in the rules of judgment. Is assisted by medical personnel of the race.<br />

3. Medical Services of the Course: includes nurses and ambulance service with first responders available to the Medical Course.<br />

4. Service Order: includes a sufficient number of staff in charge of enforcing the rules of access to the competition venue.<br />

ARTICLE 5: Equipment for Race<br />

The necessary equipment should be arranged and the Organizing Committee are as follows:<br />

a. red and white flags: 5 for each square of the race;<br />

b. numerical tables: 5 for each square of the race;<br />

c. forms including notice boards, registration sheets, pens, calculators (1 x Tatami) baskets of paper and other necessary logistics;<br />

d. red and white ribbons to mark the contenders Kumite: At least 10 per tatami;<br />

and. mat for Karate or tape to mark off the squares of the race;<br />

f. sound signals and stop watches, 1 square of race;<br />

g. white boards and red scores for Kumite, 1 per square race.<br />

ARTICLE 6: Protests<br />

1. The contestants can not personally protest against the decisions of UdG.<br />

2. Only when a decision of the UDG has blatantly violated the rules, the coach of the athlete who is considered an injured party may<br />

protest, immediately after the event, addressing the President of the Jury Manager of the square to request that the decision is<br />

reviewed.<br />

3. When the P.d.G. receives a protest by a Coach, will convene the Tatami Chief and together will determine whether the protest is<br />

based, also gathering Referee and Judges for a brief consultation. If you believe the decision taken by the poule arbitration is clearly<br />

wrong, ask the UdG conducting the interview to review their position. If the tooth arbitration is inconsistent with the heads of the<br />

square, the same, after stopping the fight, will address the management staff for a majority decision.<br />

4. If the decision of the arbitration poule is in agreement with the leaders of the square, but the decision still does not meet the coach,<br />

the same state may request a brief suspension of fighting and paying forward jointly written protest fee € 100 which will be refunded<br />

if receiving the protest. The same will be reviewed by the staff member and the executive body in charge of WUKO present. The<br />

answer will be given as quickly as possible and will be final.<br />

5. The athlete must not leave the mat until the Coach has announced no official protest in writing. While the protest is examined, the<br />

meeting in question is suspended, but the race can continue, on the mat in question, with other meetings.<br />

6. In order to reduce the possibility of bureaucratic errors, the winner of the end of each fight will go to the jury table and see for<br />

themselves that his name was transcribed correctly in the correct box.<br />

ARTICLE 7: Injuries and accidents<br />

1. If a contestant is injured, the Referee shall immediately stop the fighting, rescue the injured and, if it were not in a position to make<br />

personal account of the incident, call the race for medical treatment. The doctor may also be called for a brief medication, without<br />

specific requirements on judgment regarding his duties. Medical intervention should be as short as possible so as not to cause<br />

unnecessary delays later in the race.<br />

2. When a fighter, because of a slight injury that affects the physical condition of the athlete hit, refuses to continue fighting or<br />

request permission to leave, the athlete in question is declared the loser by abandonment (Kiken).<br />

3. In case of injury, accident or injury occurred to one or to both athletes, or in case of accidental injuries contemporary, the athlete<br />

who leaves will be declared the loser. If both athletes were unable to continue the fight, the same will be decided for Hantei.<br />

4. In the event a contestant on the physician's judgment of the race, can not continue the match with an injured or taken ill, the<br />

solutions will be as follows:<br />

a) if the injury or illness was caused by the opponent, will be declared the winner;<br />

b) if the injury or illness were not caused by the opponent will be declared the loser.<br />

5. An injured contestant who has been declared the winner by disqualification of the opponent, he can not fight without a medical<br />

certificate of fitness issued by the Medical Course.<br />

6. Only the Race Doctor may decide about injuries, illness or mental condition of the athletes in the race.


PART TWO<br />

RULES FOR COMPETITION<br />

Chapter I - Rules for Kumite competitions<br />

ARTICLE 1: Types of race<br />

1. Individual Events:<br />

a) They are divided into male and female classes and weight divisions in kumite is normally used with the formula knockout<br />

recovery. The system will still be decided from time to time by WUKO and may be changed by the Race Director for logistical<br />

reasons determined by the number of those present;<br />

b) Finals: will be played without recovery. Both in Kata Kumite as in, we will proceed through the stages until it reaches the number<br />

of 4 athletes competing finalists.: The 4 finalists will play semifinals and finals of international competitions,<br />

c) If the athletes were equal in number 3 will be used the formula in which each athlete must meet the other 2 agonists. To determine<br />

the winner will proceed as follows: 2 points will be awarded to individual winners, 1 point for a draw, 0 points for a loss: the sum of<br />

points will determine the ranking, in the event of a tie between two or more contestants will be taken into account direct<br />

confrontation, if still tied will be totaled and the Ippon Wazaari proceeding under the different standards used in the Shobu Ippon and<br />

Shobu Sanbon; if the breakeven situation perdurasse a meeting will take place playoff final decision with no extension required for<br />

finalists, and if the same were more than two you will draw with knockout final decision with no extensions required for each<br />

meeting;<br />

e) The individual competitions are divided into two different specializations: "Shobu Sanbon" and "Shobu Ippon". E 'may participate<br />

in both competitions;<br />

f) Shobu Sanbon: fighting to 3 points. It 'a fight in which you require the athlete gets 3 Ippon (or 6 Wazaari) before the time limit;<br />

g) Shobu Ippon: fighting for 1 point. It 'a fight in which you require the athlete who gets 1 Ippon (Wazaari or 2) before the time limit<br />

2. Team competitions:<br />

a) The team competitions are played under the same rules of individual events;<br />

b) The number of athletes that make up each team will be male and female of 3 plus 1 reserve and can not be less than 2;<br />

c) Mixed teams are composed of 2 males and 1 female + 1 male and 1 female which any reservations and can not be less than 2 (1<br />

must Mascio and 1 female);<br />

d) Before the beginning of each combat team responsible official of each team must go to the table and give the jury the module<br />

containing the names of members of the training and the order in which they compete. This order can not be changed for that turn,<br />

but can be changed from time to time in subsequent fights including and excluding the reserve freely. In mixed teams, the President<br />

of the Jury to draw lots for each round the number in which the two sides must henceforth females.<br />

e) The victory of one of the teams will be determined by the following criteria:<br />

Shobu Ippon Shobu Sanbon:<br />

1. Number of matches won 1. Number of matches won<br />

2. Number of all Ippon / Wazaari 2. Ippon Number of Winners<br />

3. Individual playoff 3. Number of Winners Wazaari<br />

4. individual playoff<br />

If the leaders of the two playoff teams deliver in a sealed envelope at the table of the jury the name of the athlete chosen as<br />

representative. The two fighters will compete under the rules that govern combat individual (see "extensions") will determine the<br />

winner and the victory of his team, in mixed teams is made by the President of the Jury drawing to determine if the meeting must be<br />

d) To win due to disqualification or withdrawal of the opponent will be awarded to the athlete won 3 or 1 Ippon Ippon according to<br />

ARTICLE 2: Commencement, suspension and end of combat<br />

1. At the beginning of the fight, the referee will be positioned centrally in front of the jury table having on his right and his left aka<br />

shiro, chair of the judges will be on either side of the mat next to the table of the jury and the coach on the opposite side. The athletes<br />

will have the right (Aka) and left (Shiro) dell'UDG central in the following order: coach, No. 3, No. 2, No. 1.<br />

2. The referee will step forward and will order Shomen ni Rei (greetings to the guests of honor) then Otagai ni Rei (referees greetingcombatants).<br />

Finally, after a brief greeting from the referees, the command Motonoichi, all will attain their positions. The battle<br />

begins with the command "Shobu Sanbon (Ippon) Hajime". At the end of the ceremony will take place in reverse order.<br />

3. To stop the bout, the Referee will announce "Yame", all back to their jobs and, to rejoin the race, the Referee will announce<br />

"Hajime Tsuzukete".<br />

4. The PDG or timekeeper will announce "30 seconds to end" with 1 shot of the sound signal; confirm the referee announcing<br />

"Atoshibaraku". The end of the race will be signaled with 2 strokes of sound. The referee stops the match by saying "Yame" and end<br />

with the word "Soremade".<br />

5. Terms and gestures are listed in Appendices I and II.<br />

6. The referee will stop the fight when he sees a good technique, when a technique is reported to be 2 or more judges in cases of<br />

accidents, releases, injuries, forbidden actions, and over-excitation of the contenders in all cases where it is needed.<br />

7. In giving judgment, the referee should first identify the contestant (Aka / Shiro) then the level (Jodan / Chudan / Gedan) after<br />

which the technique (tsuki / Uchi / Geri) and finally the value of (Wazaari / Ippon).<br />

8. All operations must be carried out in order and traditional etiquette. This ritual serves to create a positive impact on the<br />

ARTICLE 3: Duration of the meeting, weight categories, age of the contenders<br />

1. The duration of a meeting (actual time) will be:<br />

a) Shobu Ippon and Sanbon: 2 minutes preliminaries, semifinals and final 3 minutes male and female, Cadets, Juniors and Seniors.<br />

The WUKO can change the time, depending on the number of subscribers, by giving notice before the race.<br />

2. Weight classes Seniors:<br />

a) Shobu Ippon m / f: -75 kg, +75<br />

b) Shobu Sanbon Senior Men: -60 kg, -65, -70, -75, -80, +80<br />

c) Shobu Sanbon Senior Women: -55 kg, -60, +60<br />

d) Shobu Sanbon Junior Men: -60 kg, -65, -70, -75, -80, +80<br />

e) Shobu Sanbon Junior Women: -55 kg, -60, +60<br />

f) Shobu Sanbon Cadet Men: -55 kg, -60, -65, -70, -75, +75<br />

g) Shobu Sanbon cadets female -50 kg, -55, +55<br />

The weight categories Children, Cadets, Juniors and Seniors Coloured Belts are determined and reported each year in accordance<br />

with equity and / or regulations Wuko.<br />

4. Athletes will compete in the following age categories:<br />

a) Boys: 6 years from the year in which perform, in a year where they carry 14 years inclusive. First group: 6 - 7 - 8 years. Second<br />

group: 9 - 10 - 11 years. Third bracket: 12 - 13 - 14 years.<br />

Athletes who achieve particular results at national or international prestige can submit application to the Federal Council for an<br />

annual extension of the age limit, upon passing the medical certificate provided by the rules of competition law;<br />

d) Veterans: in which they turn 36 years (only Kata).<br />

ARTICLE 4: Extensions<br />

1. Shobu Sanbon:<br />

a) In the case of a tie in a single combat, we will proceed by making an extension of 1 minute (Encho Sen);<br />

b) In continuation of the first contestant to get a good technique will<br />

declared the winner;<br />

c) If neither of the two contenders has obtained a valid technique, the battle will be decided for Hantei.<br />

The UdG must base their decision on all that happened in the first fight and nell'Encho Sen, including warnings, penalties, and / or<br />

scores as the same is considered an extension and not a new fight.<br />

2. Shobu Ippon:<br />

a) In the case of a tie in a single combat, there will be making another combat (Sai Shiai);<br />

b) In case of further tie at the end of the Sai Shiai, the UdG will Hantei required to take a decision, based only on what happened<br />

in Sai Shiai;<br />

c) Warnings, penalties and / or scoring the first fight will not be reported in the Sai Shiai is considered the same as a new combat<br />

The central referee has the power to vote, he decrees and expresses its verdict simultaneously with the other judges of chair. If<br />

ARTICLE 5: Victories and defeats<br />

1. Victories and defeats of the contestants are determined on the basis of 3 Ippon (Shobu Sanbon) or 1 Ippon (Shobu Ippon), a victory<br />

or defeat for Hantei Hansoku or Kiken.<br />

ARTICLE 6: Attacks valid<br />

1. The attacks are limited to the following areas: head, chest (including clavicles), abdomen (including the pubic bone), neck, back,<br />

(not including shoulders).<br />

2. A good technique to simultaneously reach sound signal the end of combat should not be counted. After the tone, although the first<br />

"Yame" Arbitrator is nothing.<br />

3. No attack is valid if the two contestants are outside the area of race. Outputs in the following rules apply:<br />

a) If Aka running an unvalidated technique, and once out, the output will be measured;<br />

b) If Aka run a good technique, and once out, will be given the technical and the output will not be counted;<br />

c) If Shiro exits after that Aka scored a point for a winning technique, the output will not be counted;<br />

d) If Shiro exits and brings a winning technique Aka remaining within the scope of the race, will be awarded points for the Aka and<br />

counted out to Shiro.<br />

4. Valid techniques, of equal value, expressed simultaneously by the two contenders, will not result in scores (Aiuchi).<br />

ARTICLE 7: Techniques for determining a valid Ippon or a Wazaari<br />

1. The Ippon will be granted when a technique, precise and powerful, that it can be considered decisive, is carried on an area valid<br />

with the following conditions:<br />

a) Good form: that is an attack that meets the requirements normally considered valid in the traditional competition of karate;<br />

b) Good attitude: that of providing the athlete about your sport;<br />

c) Speed and power: that is, the optimal degree of speed - power of the technique itself;<br />

d) Zanshin: ie the concentration before, during and after execution;<br />

e) Time: namely the performance of the technique at the time of maximum effect;<br />

f) Fixed distance: or the realization of a technique at such a distance to be able to follow the maximum possible effect.


Technical capacities of opponents that retreat have little effect, while pulling back flow techniques are void. In any case, the<br />

technique must have the theoretical possibility of "penetrate" into the lens while maintaining an optimal level of control. The above<br />

figures should be interpreted in a strictly literal as they are the basis of correct judgments. The UdG will pay particular attention to<br />

body language expressed by the athletes before, during and after execution of each technique. In particular, the reference point is the<br />

mental attitude of the athlete at any time of competition: entry on the Tatami after the competition. Mentally, Referee and Judges<br />

should consider first whether there are conditions for Ippon and, secondarily, for Wazaari.<br />

2. The Ippon may also be granted for valid technical-missing part of the requirements specified in paragraph 1, but expressed in the<br />

following conditions:<br />

a) technical meeting, which brought with perfect weather when the opponent attacks;<br />

b) technical capacity when the opponent was unbalanced;<br />

c) a combination of two or more valid techniques;<br />

d) valid combination of fist attack combined with a bout of leg;<br />

e) when the opponent has lost his fighting spirit and turning his back to;<br />

f) Technical courses apply to parts of the opponent completely helpless;<br />

g) screening concluded with a good technique of hand or leg. In the projections, the referee must give the performer the time (2-3<br />

seconds) to finish the technique.<br />

4. The Wazaari will be granted a valid technique for missing part of the requirements listed in paragraph 1, which is not covered in<br />

the survey reported in section 2. The mentally UdG must first examine the conditions for the award of an Ippon, then those<br />

concerning Wazaari. When a contender gets 2 Wazaari in the course of a combat, the same should be considered equal to a Ippon.<br />

ARTICLE 8: Criteria used to define an Ippon or a Wazaari in Shobu Ippon<br />

The idea of Ippon Kumite, in the view of the Shiai Kumite, refers to the fundamental principle of "technique resolutive", is binding<br />

consider some assumptions that need to distinguish this type of competition: the techniques must be brought to the target with<br />

decision, compactness, physical and emotional stability, with a quick recall of the limb and in the totality of intent, focusing on the<br />

precise point of impact: always keeping in mind the parameters of Time / Space and Control of the technique. Therefore, each<br />

technique to be assigned, shall always correspond to the principle of determination of the blow, a timing that always corresponds to<br />

the principle of "Ippon": a. techniques, jodan and / or chudan may be assigned only if they reached their target with light contact,<br />

following a correct trajectory and accurate dynamic technique, always supported by Zanshin and maximum control, b. The<br />

techniques retread too quickly, before they reach their target, are considered Hiki (recall too fast), and then INVALID;<br />

c. Chudan techniques that do not reach the target are NULL;<br />

d. The techniques brought receding and / or jumping, even if they arrive at the target are Tachi (technical in an unbecoming position)<br />

and then INVALID;<br />

e. The direct kicks: maegeri and ushirogeri chudan, should be taken with timing and determination (as stated above), must be assign<br />

an Ippon;<br />

f. The circular kicks: mawashigeri and uramawashigeri, if they are brought to the level of chudan will assign the Wazaari, while if<br />

they're going to target jodan, and persist the requirements listed above, you will have to assign Ippon;<br />

g. Urakenuchi, this technique can only be assigned to jodan level and will have to be called up quickly;<br />

h. Ashibarai and nage waza, are valid only if the action tactical / strategic approach starts from a technique of punching or kicking<br />

and ends with a termination technique to punch and / or kick that contains the above mentioned requirements ;<br />

i. Are prohibited techniques taken to the body and / or legs direct and for the sole purpose of knockdown.<br />

ARTICLE 9: Decision to Hantei<br />

1. In the absence of 3 Ippon (Shobu Sanbon), or 1 Ippon (Shobu Ippon), or a defeat due to disqualification or abandonment, a<br />

decision that will determine the winner will be made based on the following criteria:<br />

a) it has been assigned Wazaari and / or Ippon (Shobu Sanbon), or Wazaari (Shobu Ippon);<br />

b) if penalties were imposed;<br />

c) the number of outputs from the fighting;<br />

d) its ability to combat the two contenders;<br />

e) the superior tactics, techniques and styles expressed in the course of the fight;<br />

f) the power and fighting spirit;<br />

g) the number of successful attacks;<br />

h) education and sportsmanship expressed ("fair play").<br />

The athlete will emerge from the comparison of the data listed above will be declared the winner.<br />

2. Shobu Sanbon: an athlete at the end of the fighting has scored a Wazaari more than his opponent will be declared the winner<br />

without having recourse all'Hantei. In the event that the athlete has scored a Wazaari more than his opponent but he also received a<br />

penalty (Chui), must be paid the Hantei. The decision may be: the victory of the athlete who has made or Wazaari Hikiwake. In the<br />

3. Shobu Ippon: It is always required Hantei. The U.d.G. will evaluate all the standards listed in Section 8 in their entirety before<br />

making their decision.<br />

The central referee remains in place and with a whistle asks judges of chair the final judge (referee's judgment), in this phase, the<br />

central referee will not participate in any way to the final judgment, he should express only the willingness of judges of chair<br />

ARTICLE 10: Prohibited actions<br />

1. The following actions and techniques are prohibited:<br />

a) attacks without control;<br />

b) excessively powerful techniques with respect to the point of impact;<br />

c) attacks the joints of legs and arms; d) attacks elbow (ENPI), knee (Hiza), head (Atama) and open-hand (Nukite) towards the face;


e) groin attacks;<br />

f) grab the opponent without immediately follow a good technique; g) push or fight with the enemy;<br />

h) projections dangerous by their nature affect an opponent a controlled fall;<br />

i) movements to gain time;<br />

j) rather than sporting behaviors such as verbal abuse, provocations;<br />

k) lack of regard for his own or others' safety (Mubobi);<br />

l) simulations of any kind;<br />

m) any act likely to bring discredit to the discipline of karate, even if it is made by Coach, by the accompanying officer or any other<br />

person due to the contender.<br />

2. The Coach, before, during and after the fight should remain with the assigned seat without disturbing the running of the event. If<br />

this occurs, the referee shall warn or penalize according to the seriousness of the infringement. The penalty will be shown on the<br />

scoreboard and saw the athlete will be added where necessary to other penalties for misconduct relating to Article 8 previously<br />

imposed. This rule also applies to excesses from licensed companies belonging to the athlete in question.<br />

ARTICLE 11: Penalties, injuries and accidents<br />

1. The referee shall warn or impose a penalty when a contestant:<br />

a) is about to commit or commits a prohibited act;<br />

b) when he refused to fight;<br />

c) when committing actions that could jeopardize his safety.<br />

2. If a contestant, after receiving a penalty, to repeat an action prohibited or committing other acts prohibited, the referee shall<br />

disqualify the athlete. The scale of penalties is progressive.<br />

3. The Referee shall impose a direct disqualification in the following cases:<br />

a) When a contestant does not obey the orders of UdG;<br />

b) When a contestant appears overwrought, so it can be considered dangerous for their own or others' safety;<br />

c) if the shares are considered committed in flagrant conflict with the spirit of fair competition;<br />

4. Warnings and penalties:<br />

a) Atenai: warning is given for a slight offense, which only slightly affects the chances of victory from the opponent. It can not be<br />

repeated and should not be taken into account when Hantei;<br />

b) Chui: penalty for an offense more serious, however that does not compromise the possibility to continue the race to the opponent;<br />

c) Hansoku: disqualification that is imposed for the sum of penalty for a breach or conditions that severely undermine the chances of<br />

victory or the opponent the opportunity to continue the race.<br />

If a technique causes damage, however minor, in any case shall be assigned a valid technique.<br />

5. Exiting from game (Jogai)<br />

Shobu Sanbon:<br />

a) The first and second output, the Referee will announce "Jogai" verbally warning the athlete;<br />

b) In the third exit, the referee will decide a penalty: Jogai Chui;<br />

c) In the fourth exit, the referee will disqualify the contestant: Jogai Hansoku.<br />

Shobu Ippon:<br />

a) The referee will announce the first release Jogai, verbally admonishing the athlete;<br />

b) At the second exit, the referee will decide a penalty: Jogai Chui;<br />

c) In the third exit, the referee will disqualify a contestant Jogai Hansoku.<br />

In the final 30 seconds the athlete leaves the mat will be immediately penalized with Chui Jogai. If it comes back it will be<br />

disqualified. If, at the time of the first issue has already been imposed previously a Jogai chui will be disqualified.<br />

6. All penalties are combined with each other: Hansoku (prohibited acts) Jogai (outputs competition area) Mubobi (own / others'<br />

safety) are separated from each other. The schedule of penalties for the same offense, is subject to increase of the same: after a Chui<br />

may be imposed only a Hansoku.


Regulation Nihon Kumite Boys:<br />

The Nihon Kumite competition for boys category is called "pre-competitive Sanbon Kumite". The initiative is intended to give the<br />

boys category the necessary knowledge to deal safely with no injuries and the first races in Sanbon Kumite cadets while gaining first<br />

hand knowledge of the necessary space and time relations. The kumite pre-competitive sports should be promoted as an essential test<br />

of pure fun for youngsters as part of a battle that teaches control, sense of distance, race tactics, respect for opponents and sport<br />

education.<br />

2. And 'forbidden any contact at jodan (face, throat, head and neck), including protective helmet.<br />

3. The contact to the body (chudan level) may be permitted provided that the boy pre-agonist armies absolutely the control criterion.<br />

4. Are forbidden throwing techniques (Ashi Waza).<br />

5. They are compulsory following protections:<br />

a) red and white gloves<br />

b) protective helmet with the visor in transparent plastic WUKO approved to protect the face,<br />

d) shell for males,<br />

e) The chest guard is optional for females in categories 6-8 and 9-11 years (with parents' written permission to be issued to clubs in<br />

the competition and present) and mandatory in the category 12-14 years. Guards are allowed to have chest guard and bodice together.<br />

6. The fight lasts 2 minutes to 2 or 4 Ippon Wazaari<br />

7. The categories are: 6/7/8 years, 9/10/11 years, 12/13/14 years, broken belt or belts.<br />

8. And 'Federation may modify duration and scores of combat and to establish any divisions or weight for height in the categories.<br />

9. Please refer to the Rules of Kumite Shobu Sanbon everything not expressly described in this article (penalty, outputs, etc..).<br />

10. In case of contact - even control - the helmet, the blow will not in any way deemed invalid. At first contact the referee will simply<br />

cancel the stroke (if the judge applies) and verbally warn the athlete to greater control. At the second contact and any contact will<br />

adhere to the following schedule provided (Atenai, Chui, Hansoku)


Chapter II<br />

Rules for Kata competitions<br />

ARTICLE 1: Types of Competition<br />

The types of races, in Kata, are as follows:<br />

a) Individual Kata;<br />

b) Team Kata.<br />

The Individual Kata and Team Kata will be judged by the following system: a) to score, including folders basis points. The winner is<br />

the athlete who will make the highest score;<br />

b) The Race Director, after consultation with bodies WUKO may adopt other systems (eg, to flags, in case of high number of<br />

athletes). The number of athletes that make up a team of 3 + 1 reserve.<br />

ARTICLE 2: Referees and Judges<br />

The race will be conducted by 1 Referee and Judges of angle 4. All meetings will be conducted by following the instructions of the<br />

Director, under the supervision of the Clerk of the Course.<br />

ARTICLE 3: Start and end of races<br />

1. Start of the race:<br />

a) The race began with opening remarks made by all participants on the edge of the square of their race assigned according to the<br />

rules laid down in this Regulation;<br />

b) Before each round the contestants will go to the jury table and notify the name of the Kata willing to perform;<br />

c) When it is called the square of the race, the competitor (or team) will present itself in front of the referee on the boundary of the<br />

square of the race, we bow down briefly, then will set the starting point and repeat the greeting, announce loudly the name of the<br />

Kata chosen: the referee will repeat the name of the Kata Judge Board will report on board the tender, after which the competitor is<br />

free to begin its execution.<br />

2. End of the race:<br />

a) Upon completion of the Kata, the contestant will bow in place briefly and wait for the response of the Judges. The Referee will<br />

order Hantei to get the scores from the Judges of angle with a long whistle followed by a short. The Judges will raise the scores of<br />

tables simultaneously, otherwise the referee will have to repeat the entire operation;<br />

b) Each judge must take care not to show your score to the other judges not to influence the vote;<br />

c) The Announcer will read aloud, in a clockwise direction starting by the referee, all scores will be reported in the official board of<br />

the President of the Jury;<br />

d) The foreman of the jury instructed to score points, delete the score<br />

The lowest and the highest score, then give the remaining sum of the scores that the announcer will announce the total mark. Only<br />

then the referee will order the judges to lower the tables of scores with short whistle. The contestant, after reading the score and felt<br />

the overall result will ebb on the edge of the square of the race and only after the greeting has finished his performance;<br />

e) The President of the Jury, at every turn if the jury change, must indicate on the notice board the names of the referees by the<br />

referee starting center in a clockwise direction. Also the scores, consequently, will be recorded in a clockwise direction.<br />

As a rule no consultation between the judges allowed the evaluation of Kata performed, but the referee shall inform the judges if<br />

there were any obvious error in which case a short debate is allowed to check for errors. The Director shall not, however, influencing<br />

the judges suggesting any solution: every UdG must decide, based solely on the rules of the Regulation. If a judge deems the request<br />

or want to communicate something to the referee will call the attention of the same with a quick whistle. The referee will hear the<br />

request or statement and consider whether or not to call the other judges. The notice is required if two or more judges formulate the<br />

same question.<br />

ARTICLE 4: Types of race, heats and finals<br />

1. Individual and team competitions:<br />

a) First Round (average score 5.0 to 7.0 6): in the first round (qualifying) contestants will be called in the order defined by the draw.<br />

The test is to determine the 16 best athletes who will qualify for the semifinals. Participants must make their choice, or a Kata Shitei<br />

Sentei included in the official list WUKO (Yo sen Kata). If the contestants are under 16 the shift may be canceled and the race will<br />

take place in 2 rounds. If there are two tooth to determine the first 16 will be taken the first 8 of both tooth and willing to cross the<br />

starting poule A and B along with the tooth (eg the first semifinal will be called in the bottom club in the tooth , the second called<br />

will be the last tooth of B, the third will be called the penultimate of the poule A and so on).<br />

b) Second Round (average score from 6.0 to 8.0 7): the second round (semifinal) will begin the 16 contenders, starting with the<br />

athlete who has achieved the lowest score and will end with what he has achieved the highest score. Participants will make their<br />

choice, including a Tokui Kata in the official list WUKO (Yo sen Kata or Kata Kessho Sen) different from that performed in the<br />

previous round. Will qualify for the finals athletes who have achieved the best 8 scores. To determine the ranking of the preliminary<br />

and semifinal, when playoff scoring lowest among those remaining (thus excluding the scores previously deleted) will be added to<br />

the total. If the situation was still tied, the highest score among the remaining ones will be added to the total. If equality persists, the<br />

two contenders will perform a Kata different from that made in the playoff round in question but within the same group of Kata<br />

provided for the turn: the decision of the judges will be mandatory and will be resolved by basing the judgment only Hantei last Kata<br />

performed


a) Third Round (score from 7 .0 to 9.0, average 8): the third round (Final) The eight finalists will compete contenders through<br />

a ballot held by the program (or manually by the president of the jury in the absence of suitable software for the bidding )<br />

in random order.<br />

Participants will make a choice, a different Tokui Kata included in the official list WUKO (Yo sen Kata or Kata Kessho<br />

Sen). The Kata of the final will be different from that performed in the first and second round. At each turn the Kata will be<br />

different, announced in advance and recorded in the official board. The final scores will be added to those of the previous<br />

round (semifinals) and will determine the winner. In the event of a tie between two or more athletes will be used for a<br />

playoff kata to be different from that performed in the final. In case of further tie, the lowest score first and then the highest<br />

among those who remained in the playoff kata will be added to the total. If equality persists it will make a decision for<br />

Hantei flags. In the case of a tie between two competitors and we will draw for the knockout in Hantei flags.<br />

b)<br />

e) Note: The kata must be different from that playoff run in the same round but may be the same as that performed in the<br />

previous round or will possibly run into the next round. Will still have the same group of Kata provided for that turn.<br />

ARTICLE 5: Policy Decision, Hantei<br />

In a competition of Kata each test can not be simply good or bad, but must be assessed on the basis of two different criteria of<br />

judgment: the judgment following points should be taken into consideration:<br />

Making the base:<br />

-correct sequence of techniques;<br />

-power control;<br />

-control of contraction and relaxation;<br />

speed-control and rhythm;<br />

-the correct direction of movement;<br />

-expressed understanding of the techniques;<br />

-understanding of the Bunkai;<br />

traditional-ceremonial;<br />

-embusen;<br />

-movement of the head and eyes;<br />

-positions;<br />

-coordination of movements;<br />

-equilibrium;<br />

-harmony of movement;<br />

-hesitation or arrests;<br />

-kiai;<br />

-breathing;<br />

-intensity of the gaze;<br />

-spirit.<br />

Advanced Execution:<br />

Judges will take into account the specific issues inherent difficulty of the kata and martial spirit of the performer. The judgment must<br />

be based on:<br />

- Mastery of the techniques performed by the competitor;<br />

- The degree of difficulty of execution;<br />

- The martial attitude of the competitor.<br />

These points will be assessed with great care: the judges will<br />

avoid getting involved emotionally with simple gymnastic athletic performance if the same are lacking regarding the shape and the<br />

martial attitude of mind expressed by the competitor.<br />

ARTICLE 6: Penalties and disqualifications<br />

1. Penalty. Penalty points are the following types:<br />

a) For a little hesitation, immediately corrected 0.1 points will be deducted from the final score;<br />

b) For a momentary but discernible pause 0.2 points will be deducted from the final score;<br />

c) For a momentary loss of balance, right now, from 0.1 to 0.2 points will be deducted from the final score;<br />

d) For a movement is not executed, if the same is not essential with respect to the schema of the Kata, 0.3 points will be deducted<br />

from the final score;<br />

e) For erroneous point of arrival (half step, equal to the width of the sides of the competitor) 0.1 points will be deducted from the<br />

final only to the style Shotokan;<br />

f) Loss of synchronism (Team Kata), from 0.1 to 0.2 points will be deducted from the final score;<br />

2. Disqualification. The contestant will be disqualified:<br />

a) If you perform a kata wrong, other than anticipated;<br />

b) If the Kata is substantially changed with respect to the fees provided for;<br />

c) If the competitor stops during execution (max. 5 seconds);<br />

d) If the contestant loses balance completely or falls;<br />

e) If the competitor performs a Kata different from his style


f) If competitors in Team Kata count or use sounds designed to maintain the correct cadence (except the announcement of<br />

commencement and completion of various kata and kiai);<br />

g) Where the conduct of the competitor is not in keeping with the rules of Karate.<br />

The disqualification will be manifested by the referee, bringing your right arm over his head and turning while uttering the same<br />

short blasts on the whistle. At the request of the score will be exposed to 0.0 except for the Children category in which races will be<br />

exposed to the minimum score for that round.<br />
