Open Meeting/Call to Order
Meeting was called to order at 2:15 p.m. by Chairperson Anne Molgaard.
Introductions/Roll call:
Introductions were done immediately after the meeting was called to order.
Chairperson established a quorum present at 2:16 p.m.

Consent Items – Action/Approve
Minutes
The September 23, 2010 minutes were approved without change.
Agenda:
The Ocotober 28, 2010 agenda was approved without change.
Status Reports:
CAC - Children’s Action Committee – Nothing to report. No meeting was held in
October, 2010.
A motion was made by Karen Wandrei to approve the consent items. The motion
was seconded by Sheryn Hildrbrand. Approved unanimously.
Discussion Items:
Children’s Trust Fund (CTF) – Bekkie Emery
$3,000 training funds available for public from Children’s Trust Fund.
Three Year Strategic Plan 2010-2013
PCCY/CAPC is required to submit a Three Year Strategic Plan for July 1 2010-
June 30, 2013, as stated in the Welfare & Institutions Code Section 18986.15.
Several topics were considered including: Sexual abuse Investigations improving
the system, Pursuing funding for TIL Youth, Peer Help groups, Working with
BOS to make children a high ranking priority for legislators. Trade School in
Ukiah, Child Obesity, Interactive Clubs and Sports, Mentoring
The committee can change their focus for years two and three if necessary.
Damon Dickinson gave an update on education funding changes and the effect
on mental health services in California as a result of the State budget.

Anne Molgaard reviewed Stacey Cryer’s 15 points from her Board of Supervisors
Presentation regarding county service levels in the coming year.
A motion was made by Laura Welter to identify this year’s focus area as “Children
and Youth Mental, Behavioral and Sexual Abuse Wellness”, for the next seven
months. Topics for the next two years will be determined at a later time. The
motion was seconded by Sheryn Hildrbrand. Approved unanimously.
Anne Molgaard stated that the next steps in the process should be acted upon
and that a committee should be created to follow up.

2011 Calendar was given to everyone present. They were asked to mark their
calendars with the future meeting dates.
OFFICER NOMINATIONS:
The following members will serve as the nominations committee. The
committee will have candidate nominations ready by next meeting on
December 9.

Family Resource Center (FRC)
Carole Aleshire shared the current accomplishments of the Family Resource
Centers. She also gave a status of the Family Resource Centers networks.
Introductions were made of FRC presenters in Mendocino County who were in
attendance. Presenters discussed the services they provide to the county,
including Parenting classes, After School Programs, Care Seats, Referral and
Information, School Readiness, Youth Activities and more.
County Self Assessment: Carole Aleshire,
A county assessment survey will be emailed to group members for completion.
The survey is part of the PQCR process.
Therapeutic Behavioral Services (TBS) Heather Woldemar & Peter Burtis
Heather and Peter gave a presentation on TBS. TBS has been a specialty
Mental Health service for youth who are full-scope Medi-Cal and are considered
at risk of high level out of home placement or have been hospitalized for
psychiatric services.
The meeting was adjourned by Chairperson Anne Molgaard at 4:25 p.m.
Next Meeting: December 9, 2010, 2:00 to 4:00 p.m.
The meeting will be at County Administration Building in Conference Room B.
