10.20 Civil defence (now known as civil protectionI in Natal/KwaZulu<br />

In terms <strong>of</strong> the Civil Defence Act No. 67 <strong>of</strong> 1977, the then Provincial Councils were<br />

granted the power to make Ordinances with regard to civil protection in a state <strong>of</strong><br />

emergency or a disaster, for example, severe flooding or a major industrial accident*,<br />

In Natal, various regulations under the Act, plus the (Natal) Civil Defence Ordinance No. 5<br />

<strong>of</strong> 1978, enable municipalities (local authorities) to preparedisaster planning routines and<br />

procedures, Specific provision is made for voluntary civil protection organizations in areas<br />

falling outside municipal boundaries. For the purposes <strong>of</strong> civil protection, these voluntary<br />

organizations are deemed to be local authorities for their own areas. It should be noted<br />

that Joint Services Boards in Natal are now responsible for the facilitation <strong>of</strong> civil<br />

A seldom envisaged aspect <strong>of</strong> flood management is the need for both short and longer term<br />

psychological treatment <strong>of</strong> flood victims (those who have lost property, orfriends and relatives). Few<br />

organizations in this country are able to undertake the pr<strong>of</strong>essional counselling <strong>of</strong> flood victims, and<br />

the available South African literature is sparse (see the bibliographic database). The Department <strong>of</strong><br />

Medically Appfied Psychology, Medical School, <strong>University</strong> <strong>of</strong> Natal, Private Bag 7, Congella, 4013,<br />

has considerable expertise in this regard. and was involved in the September 1987 floods in<br />

NataJlKwaZulu.
