In addition, the firm <strong>is</strong> also led to communicate on r<strong>is</strong>k beyond the<br />

confine of its own structure. Recent leg<strong>is</strong>lation 9 imposes on org<strong>an</strong>izations<br />

obligations relating to safety, including especially that of informing the<br />

authorities <strong>an</strong>d the public (Viney, 2000; Libaert, 2006). Firms are then<br />

confronted by various dilemmas: How to communicate? How far to go in<br />

explaining things? C<strong>an</strong> information backed up by weighty documentation<br />

on uncertainties be d<strong>is</strong>seminated without fear of having a perversely<br />

negative effect?<br />

The tr<strong>an</strong>sparency of <strong>an</strong> org<strong>an</strong>ization c<strong>an</strong> be defined as the quality<br />

that makes its operation decipherable <strong>an</strong>d comprehensible for individuals<br />

outside it. Th<strong>is</strong> assumes a variety of facets including traceability that<br />

allows ch<strong>an</strong>ges in a product to be monitored or its constituent parts to be<br />

followed from their origin. Th<strong>is</strong> traceability of products <strong>is</strong> <strong>an</strong> essential<br />

element, where a problem ar<strong>is</strong>es, in identifying suspect products or<br />

batches or in evaluating their effects. The recent cr<strong>is</strong><strong>is</strong> relating to the<br />

outbreak of foot <strong>an</strong>d mouth d<strong>is</strong>ease showed, for example, the d<strong>is</strong>astrous<br />

effects of a lack of traceability in the propagation of d<strong>is</strong>eases, especially<br />

in Great Britain.<br />

Tr<strong>an</strong>sparency also involves other aspects <strong>an</strong>swering to new social<br />

dem<strong>an</strong>ds, in particular respect for a certain ethical code. Th<strong>is</strong> concerns for<br />

example working conditions in org<strong>an</strong>izations, respect for hum<strong>an</strong> rights<br />

(Burma) or the preservation of the environment. It c<strong>an</strong> lead to a<br />

signific<strong>an</strong>t degradation in the firm’s image, or even to its products being<br />

boycotted where failings are clearly seen. Thus, firms were forced to quit<br />

South Africa at the time of apartheid <strong>an</strong>d others were long-lastingly<br />

affected by accidental pollution, as with Union Carbide after the Bhopal<br />

d<strong>is</strong>aster.<br />

Firms are also clearly divested of the right to refuse th<strong>is</strong> obligation to<br />

provide information in so far as they have availed themselves of the<br />

opportunity to speak out, firstly through advertizing for their products,<br />

then within the scope of institutional publicity laying claim to certain<br />

values (Libaert, 2006). Some org<strong>an</strong>izations however adopt a minimal<br />

notion of tr<strong>an</strong>sparency (cf. the low number of activity reports taking up<br />

prec<strong>is</strong>ely the <strong>is</strong>sue of sustainable tour<strong>is</strong>m) that involves respecting the<br />

straightforward prov<strong>is</strong>ion of information to the “public“. Th<strong>is</strong> reduced<br />
