concerns the org<strong>an</strong>ization not just of relations with the environment but<br />
also, <strong>an</strong>d above all, in internal operation, as uncertainty (<strong>an</strong>d how it <strong>is</strong><br />
m<strong>an</strong>aged) constitutes the main element in <strong>an</strong>alys<strong>is</strong> <strong>an</strong>d dec<strong>is</strong>ion within<br />
design project structures. Th<strong>is</strong> involves <strong>multi</strong>ple exch<strong>an</strong>ges between the<br />
various players in the firm for a common underst<strong>an</strong>ding of the problems<br />
encountered, <strong>an</strong>d that we shall attempt to underst<strong>an</strong>d. But c<strong>an</strong> th<strong>is</strong> shared<br />
culture of r<strong>is</strong>k be contemplated when it comes to a tour<strong>is</strong>t oriented<br />
product whose image <strong>is</strong> tied up with the idea of holidays, sunshine, rest<br />
<strong>an</strong>d generally being cosseted?<br />
On the difficulty of h<strong>an</strong>dling r<strong>is</strong>ks<br />
Identification <strong>an</strong>d evaluation of r<strong>is</strong>k in the firm comes under the<br />
competence of assessors or experts, while dec<strong>is</strong>ion-making remains the<br />
m<strong>an</strong>ager’s prerogative. But are the assessors always “reliable” <strong>an</strong>d do<br />
they know how to communicate the <strong>is</strong>sues <strong>an</strong>d results of their expert<strong>is</strong>e to<br />
the dec<strong>is</strong>ion-maker? How does the latter grasp the data from r<strong>is</strong>k <strong>an</strong>alyses<br />
as a dec<strong>is</strong>ion-making aid, knowing that due to the necessarily limited<br />
fin<strong>an</strong>cial resources available, only r<strong>is</strong>ks considered to be really<br />
unacceptable c<strong>an</strong> be effectively addressed?<br />
Even assuming that all r<strong>is</strong>ks have been identified by the assessors,<br />
their evaluation in terms of seriousness <strong>an</strong>d probability <strong>is</strong> often a delicate<br />
matter. Indeed, the events corresponding to the most critical r<strong>is</strong>ks are<br />
generally infrequent <strong>an</strong>d rarely lead to stat<strong>is</strong>tically representative data.<br />
Furthermore, such data, when they ex<strong>is</strong>t, are to be h<strong>an</strong>dled with care <strong>an</strong>d<br />
d<strong>is</strong>cernment (Villemeur, 1988) as they are likely to lead to <strong>an</strong><br />
“informational binge” (Dubo<strong>is</strong>, 1999; Dodds <strong>an</strong>d Butler, 2010). But does<br />
th<strong>is</strong> me<strong>an</strong> we should push aside <strong>an</strong>y pench<strong>an</strong>t for qu<strong>an</strong>tification? Figures<br />
often have a pernicious effect, above all when they are based on stat<strong>is</strong>tics<br />
that need to be considered with some precaution, <strong>an</strong>d c<strong>an</strong> often either<br />
reassure or give r<strong>is</strong>e to excessive worry. But the ’absence of<br />
qu<strong>an</strong>tification c<strong>an</strong> be more d<strong>an</strong>gerous still by leading to <strong>an</strong> unbal<strong>an</strong>ced<br />
d<strong>is</strong>tribution of effort. Thus, qu<strong>an</strong>titative evaluation of r<strong>is</strong>ks <strong>is</strong> the<br />
approach most often used to compare choices or establ<strong>is</strong>h a r<strong>an</strong>king of<br />
dec<strong>is</strong>ions.<br />
