THE STUDY AREA<br />
Rudbar Ghasr<strong>an</strong> County with <strong>an</strong> area of about 373 square kilometers<br />
<strong>is</strong> situated in the northern periphery of Tehr<strong>an</strong> <strong>an</strong>d in the foot of Alborz<br />
Mountains. It cons<strong>is</strong>ts of 22 villages <strong>an</strong>d one town. In total these villages<br />
have 3304 households with a population of 11732. There <strong>is</strong> a r<strong>an</strong>ge of 30<br />
to 90 kilometers of d<strong>is</strong>t<strong>an</strong>ce between these villages <strong>an</strong>d Tehr<strong>an</strong>. Jajrud<br />
River passes through the region <strong>an</strong>d Lati<strong>an</strong> Dam supplys more th<strong>an</strong><br />
800,000 cubic meter water everyday for Tehr<strong>an</strong> (35% of the total water<br />
consumption in Tehr<strong>an</strong>). Due to its mountainous <strong>an</strong>d attractive l<strong>an</strong>dscape,<br />
cle<strong>an</strong> air, moderate summer <strong>an</strong>d snow covered peaks; it attracts tour<strong>is</strong>ts,<br />
especially in the summer months. Second home ownership <strong>is</strong> becoming<br />
the domin<strong>an</strong>t forms of tour<strong>is</strong>m in the area (Rezv<strong>an</strong>i, 2003). Out of 14787<br />
homes, 71% (10540) belongs to the second home owners. Total number<br />
of second home dwellings has increased from 1050 in 1983 to 3162 in<br />
1993 <strong>an</strong>d to 10540 in 2004. Massive physical exp<strong>an</strong>sion of Tehr<strong>an</strong> <strong>an</strong>d<br />
increase in the environmental pollution has played signific<strong>an</strong>t roles in<br />
second home growth in th<strong>is</strong> rural setup. On average, second home owners<br />
stay around 65 days in their homes each year. Around 10% of the second<br />
homes are within the ex<strong>is</strong>ting villages, 76.7% adjacent to the ex<strong>is</strong>ting<br />
villages <strong>an</strong>d 13.3% are in the surrounding areas of the villages. Owners of<br />
the second homes are normally the high income families of Tehr<strong>an</strong>,<br />
majority of them come from the high income d<strong>is</strong>tricts of the city.<br />
CHOICE EXPERIMENT DESIGN<br />
The choice experiment method (CEM) <strong>is</strong> a <strong>multi</strong>-attribute preference<br />
elicitation technique first used under the conjoint <strong>an</strong>alys<strong>is</strong> name by market<br />
researchers to evaluate potential new products <strong>an</strong>d new markets for<br />
ex<strong>is</strong>ting products (Louviere, 1998,). The CEM <strong>is</strong> considered as a<br />
preferred method when socio-cultural <strong>an</strong>d environmental attributes are<br />
involved (Baarsma, 2003). The CEM <strong>is</strong> <strong>an</strong> easy, flexible, reliable <strong>an</strong>d<br />
useful method <strong>an</strong>d as such has attracted more researchers <strong>an</strong>d dec<strong>is</strong>ion<br />
makers (Powe et al., 2005) <strong>an</strong>d it <strong>is</strong> often regarded as the most feasible<br />
method in valuation of <strong>multi</strong>-attribute services <strong>an</strong>d dec<strong>is</strong>ions (Johnson<br />
<strong>an</strong>d Desvousges, 1997). The CEM enables researchers to estimate the<br />
value <strong>an</strong>d impact of several attributes on dec<strong>is</strong>ions in one study. Th<strong>is</strong> <strong>is</strong><br />
useful because m<strong>an</strong>y policies are more concerned with ch<strong>an</strong>ging attribute<br />
levels (H<strong>an</strong>ley et al., 1998). The CEM allows respondents to<br />
