second homes play a key role in more affluent residents’ dec<strong>is</strong>ion to build<br />

or purchase second homes in rural areas for weekends, holidays, <strong>an</strong>d<br />

summer vacations. While th<strong>is</strong> seems a rational <strong>an</strong>d reasonable choice for<br />

the second home owners <strong>an</strong>d users, second home development <strong>an</strong>d<br />

associated uses have various impacts on local <strong>an</strong>d rural communities that<br />

need to be understood <strong>an</strong>d addressed (O’Reilley, 1995, Williams et al,<br />

1997; Hall et al., 2003). Although a few studies have tried to examine the<br />

local impacts of second homes to native residents, there are needs for<br />

further <strong>an</strong>alys<strong>is</strong> of such impacts especially in developing countries<br />

(Williams <strong>an</strong>d Hall, 2000; Muller et al, 2004). These impacts <strong>an</strong>d other<br />

related <strong>is</strong>sues have not been fully explored <strong>an</strong>d addressed, especially<br />

within the developing countries context like Ir<strong>an</strong> where there has been a<br />

huge exp<strong>an</strong>sion in the second home ownership in the past two decades<br />

with limited development controls in place. Most studies suggest that a<br />

great deal of empirical investigation <strong>is</strong> required to elucidate the nature <strong>an</strong>d<br />

impact of second homes on host communities, not only in the predictable<br />

second home hot-spots such as lakes <strong>an</strong>d sea coasts but also in the rural<br />

areas, where growing number of second homes are being developed<br />

(V<strong>is</strong>ser, 2003).<br />

Although a large number of towns <strong>an</strong>d villages along the Caspi<strong>an</strong> Sea<br />

coastlines, <strong>an</strong>d increasingly in its interiors, have grown signific<strong>an</strong>tly as a<br />

result of second home development, very little research have been done<br />

concerning th<strong>is</strong> phenomenon in Ir<strong>an</strong>. Recognition of the impact that<br />

second homes create for host communities has recently started to draw<br />

attention at the highest levels in pl<strong>an</strong>ning <strong>an</strong>d policy making in Ir<strong>an</strong>.<br />

There <strong>is</strong> a growing interest from pl<strong>an</strong>ners <strong>an</strong>d policy makers to control<br />

<strong>an</strong>d m<strong>an</strong>age th<strong>is</strong> growth by imposing various development controls. Th<strong>is</strong><br />

study aims to measure local residents’ preferences for alternative second<br />

home development policies <strong>an</strong>d contribute to the ex<strong>is</strong>ting research in th<strong>is</strong><br />

field. The rest of th<strong>is</strong> paper <strong>is</strong> org<strong>an</strong>ized as follows. Section two provides<br />

some backgrounds to the second home concepts <strong>an</strong>d their local impacts.<br />

Section three introduces the study area. Section four explains the choice<br />

experiment design <strong>an</strong>d the survey instrument. Findings are presented in<br />

section five <strong>an</strong>d, finally section six concludes the paper with some policy<br />

recommendations.
