properly <strong>an</strong>d so these areas receive few foreign tour<strong>is</strong>ts.<br />
• LACK OF CO-ORDINATION BETWEEN FOREST<br />
DEPARTMENT AND TOURISM DEPARTMENT: Except<br />
some hill based resorts most of the ecotour<strong>is</strong>m destinations of<br />
North Bengal are forest based. Jaldapara, Gorumara, Buxa<br />
National park are its examples. To v<strong>is</strong>it these areas tour<strong>is</strong>ts have<br />
to be dependent on the forest department. Bookings for<br />
accommodation in these ecotour<strong>is</strong>m destinations (except<br />
Gorumara National Park) are a difficult task, which impede the<br />
free flow of both inl<strong>an</strong>d <strong>an</strong>d foreign tour<strong>is</strong>ts.<br />
• LIMITED ‘TOURIST CIRCUIT’ PACKAGE: The regional<br />
‘Tour<strong>is</strong>t Circuit’ concept has not been implemented<br />
everywhere. Th<strong>is</strong> package has been successful in Jalpaiguri <strong>an</strong>d<br />
Koch Bihar d<strong>is</strong>tricts <strong>an</strong>d in some parts of Darjiling d<strong>is</strong>trict. The<br />
package does not cover the import<strong>an</strong>t places like Lolaygaon,<br />
Suntaleykhola, Tarakhola , S<strong>an</strong>dakphu <strong>an</strong>d Buxa Tiger Reserve<br />
areas.<br />
• LACK OF PROPER ORGANIZATIONAL SET UP: Lack of<br />
systematic org<strong>an</strong>ization <strong>is</strong> <strong>an</strong>other constraint of ecotour<strong>is</strong>m in the<br />
study area. There <strong>is</strong> no separate tour<strong>is</strong>m org<strong>an</strong>ization in North<br />
Bengal. “New directions (paradigms) that are emerging in the<br />
tour<strong>is</strong>m field suggest that the efficiency <strong>an</strong>d effectiveness of<br />
tour<strong>is</strong>m pl<strong>an</strong>ning compr<strong>is</strong>es not only adv<strong>an</strong>ces in tour<strong>is</strong>m<br />
pl<strong>an</strong>ning theory <strong>an</strong>d practices but also improvement in the<br />
org<strong>an</strong>izational framework within which dec<strong>is</strong>ions are designed<br />
<strong>an</strong>d put into practice”( Costa 2001:425). Hence there should<br />
have a separate Tour<strong>is</strong>m Org<strong>an</strong><strong>is</strong>ation for North Bengal<br />
which will const<strong>an</strong>tly monitor the tour<strong>is</strong>m activity of the area.<br />
• ENVIRONMENTAL IMPACT: The rapid growth rate of<br />
ecotour<strong>is</strong>m activity at Lataguri <strong>is</strong> inviting some negative impacts<br />
on the environment. “Wall(1994) notes that ecotour<strong>is</strong>m attracts<br />
attention to natural treasures, thereby increasing the pressures<br />
upon them”(Newsome et al 2006:19). Thus, increasing<br />
construction of resorts <strong>is</strong> causing loss to a number of pl<strong>an</strong>ts.<br />
According to Lataguri Gram P<strong>an</strong>chayet, a local governing body<br />
about 10 acres of forest l<strong>an</strong>ds have been wiped out for the<br />
construction of the resorts <strong>an</strong>d other infrastructural facilities in<br />
the area since 2000. In fact ‘heavy hum<strong>an</strong> use of open space<br />
adversely affects the biomass’ (Singh,1989:269). Again the<br />
