For years second home tour<strong>is</strong>m has been <strong>an</strong> <strong>is</strong>sue of d<strong>is</strong>cussion between tour<strong>is</strong>t<br />

experts, real estate agents <strong>an</strong>d politici<strong>an</strong>s in both Mediterr<strong>an</strong>e<strong>an</strong> countries <strong>an</strong>d<br />

Alpine destinations, however it has not ra<strong>is</strong>ed much concern in academic circles.<br />

The aim of th<strong>is</strong> paper <strong>is</strong> to <strong>an</strong>alyze the second home phenomenon in order to<br />

acquire a better underst<strong>an</strong>ding of the overall situation <strong>an</strong>d give <strong>an</strong> insight into the<br />

aspects <strong>an</strong>d needs for policy pl<strong>an</strong>ning. For th<strong>is</strong> purpose South Tyrol has been<br />

taken as a case study, <strong>an</strong>d a comprehensive overview of the situation has been<br />

determined through both qu<strong>an</strong>titative <strong>an</strong>d qualitative investigation on opinions<br />

<strong>an</strong>d attitudes of second home owners, local residents, politici<strong>an</strong>s, real estate<br />

agents. The outcome of th<strong>is</strong> paper <strong>is</strong> a hol<strong>is</strong>tic picture of the phenomenon, which<br />

examines the positive <strong>an</strong>d negative impacts <strong>an</strong>d shows the need for public<br />

regulation through l<strong>an</strong>d use pl<strong>an</strong>ning.<br />

INTRODUCTION<br />

Second home tour<strong>is</strong>m covers all relationships, behaviours, <strong>an</strong>d<br />

actions that result from travelling to, <strong>an</strong>d staying at, the second home. It <strong>is</strong><br />

a flow of singular perm<strong>an</strong>ence <strong>an</strong>d strength as compared with other forms<br />

of tour<strong>is</strong>m: once a second home owner has acquired a second home, he<br />

may v<strong>is</strong>it it regularly <strong>an</strong>d year after year, spending h<strong>is</strong> holiday <strong>an</strong>d money<br />

within the second home region, without a single word of encouragement<br />

or promotion from <strong>an</strong>y tour<strong>is</strong>t board. These second home owners also<br />
