De Raad (2000:28) fur<strong>the</strong>r defines competency as <strong>the</strong> scarce resource necessary to cope<br />

adequately with <strong>the</strong> dem<strong>an</strong>ds <strong>of</strong> <strong>the</strong> ever ch<strong>an</strong>ging environment<br />

Competence is <strong>an</strong>y personal trait, characteristic or skill which c<strong>an</strong> be shown to be directly linked to<br />

effective or outst<strong>an</strong>ding <strong>job</strong> perform<strong>an</strong>ce.<br />

The CEl must have sufficient skills <strong>an</strong>d knowledge that c<strong>an</strong> be linked to effective or outst<strong>an</strong>ding<br />

<strong>job</strong> perform<strong>an</strong>ce. He must be competent as a communicator, negotiator, facilitator, etc., to perform<br />

his duties efficiently.<br />

2.3.7 Co-operative<br />

The CEl must have <strong>the</strong> ability to work with o<strong>the</strong>rs <strong>an</strong>d combine efforts <strong>an</strong>d talents in a harmonious<br />

way. The CEl has to co-operate with his colleagues, <strong>the</strong> students <strong>an</strong>d employers to ensure that<br />

<strong>the</strong> co-operative education programme will be implemented successfully.<br />

2.3.8 Creative<br />

Rue <strong>an</strong>d Byars (1993:39) state that being creative does not necessarily me<strong>an</strong> coming up with<br />

revolutionary ideas. It does me<strong>an</strong> taking a fresh <strong>an</strong>d uninhibited approach when making decisions<br />

<strong>an</strong>d not being restricted by what has been done in <strong>the</strong> past<br />

Newm<strong>an</strong> <strong>an</strong>d Hodgetts (1998:128) are in agreement with <strong>the</strong> above. They state that creative<br />

thinking is <strong>the</strong> ability to see things in new, imaginative ways.<br />

Davis <strong>an</strong>d Davis (1998:201) fur<strong>the</strong>r add that creativity is <strong>an</strong>y act, idea or product that ch<strong>an</strong>ges <strong>an</strong><br />

existing domain or that tr<strong>an</strong>sforms <strong>an</strong> existing domain into a new one while Carrel, et al. (1997:622)<br />

define creativity as <strong>the</strong> development<strong>of</strong> novel solutions to perceived problems.<br />

According to Rostr<strong>an</strong> (2002:124), creativity opens <strong>the</strong> door to innovation, new ideas <strong>an</strong>d ch<strong>an</strong>ge.<br />

He fur<strong>the</strong>r expresses <strong>the</strong> opinion that creative people are self-motivated, achieving satisfaction<br />
