practices <strong>and</strong> technologies are to be followed with methods <strong>and</strong> time <strong>and</strong> what are to be<br />

done at which stage <strong>of</strong> production to ensure quality as desired by the buyers who have<br />

contractual arrangement.<br />

A h<strong>and</strong> book <strong>of</strong> production manual (vegetable, cattle rearing, micro/small business) in the<br />

view <strong>of</strong> micro business model would get preference. This manual would be a reference<br />

material in bangle language <strong>for</strong> the beneficiaries.<br />

5.1.7 Value Chain Management<br />

Development <strong>and</strong> marketing <strong>of</strong> a product depends on capability <strong>and</strong> commitment <strong>of</strong> all<br />

stakeholders <strong>of</strong> the value chain <strong>of</strong> the product in a commercial production system. All <strong>of</strong><br />

them must underst<strong>and</strong> it otherwise everybody in the chain will try to maximize own benefits<br />

at the cost <strong>of</strong> others operating in the chain <strong>and</strong> eventually none will be benefited. All<br />

stakeholders may not be the beneficiary <strong>of</strong> IPSUP but it can assist them to be linked with<br />

service providers who are engaged <strong>for</strong> their development in order to benefit its own<br />

beneficiaries in a win-win relationship <strong>for</strong> both the actors are related to the transactions.<br />

They can do it if they underst<strong>and</strong> the value chain, its actors, their role <strong>and</strong> per<strong>for</strong>mance <strong>and</strong><br />

the available services <strong>for</strong> them. During the field visit we have found that local traders are<br />

willing to make business relationship with IFSUP beneficiaries, its need to <strong>for</strong>mal relationship<br />

both the parties engaged with business. Trustworthiness would be the key issues. Produce<br />

the product as per the market needs in consultation with market actors (in both <strong>of</strong> the<br />

backward <strong>and</strong> <strong>for</strong>ward actors). Initially IFSUP/PNGOs can play vital role to develop a network<br />

<strong>and</strong> connect local traders, suppliers, service providers, <strong>and</strong> the beneficiaries <strong>for</strong> interest <strong>of</strong><br />

the concerned parties.<br />

An Example <strong>of</strong> value chain strengthening:<br />

There are two dimensions – vertical <strong>and</strong> horizontal integration, refer to who does what in the chain,<br />

<strong>and</strong> who determines how things are done in the chain. The following four strategies can be taken<br />

into consideration to improving the farmer or beneficiaries as a chain actor, improving vertical or<br />

horizontal integration, or both.<br />

1. Upgrading as a chain actor<br />

The starting point <strong>for</strong> this strategy is one where the farmers are not well connected with<br />

markets. They wait <strong>for</strong> traders who come to the farm to buy from them. Farmers blame the<br />

traders <strong>for</strong> the low prices <strong>of</strong>fered, especially when they see the produce sold in cities <strong>for</strong><br />

much more. The world is unfair! However, the farmers do not realize that they are part <strong>of</strong><br />

the problem, their production is not well tailored to what the market needs, <strong>and</strong> <strong>of</strong> variable<br />

quality <strong>and</strong> quantity. Either way trader does not know what to expect, so <strong>of</strong>fers a low price.<br />

Seeking win-win relationship, increasing chain partnerships would be the one <strong>of</strong> the most<br />

important activities among many others. When the farmers have established themselves as<br />

specialized farmers, then other options open up.<br />
