D.2.2 DEVELOPMENT POTENTIAL The Composite Indices summarised and illustrated in Chapter D.2.1 were subsequently combined to create a single grand Index of Development Potential (i.e. Resource Index + Infrastructure Index + Economic Index). The municipalities and settlements were accordingly classified in terms of the classes or typologies summarised below. CLASS DEVELOPMENT POTENTIAL 1 & 2 ‘Very Low’ and ‘Low’ growth potential 3 ‘Medium’ growth potential 4 & 5 High’ and ‘Very High’ growth potential: DESCRIPTION These settlements possess limited economic and human resources, devoid of the potential to stimulate the urban economy in a significant way. The difference between ‘Low’ and ‘Very Low’ is only a degree variation. These settlements’ development indices are roughly in line with the average value of the provinces’ aggregate on the 115 settlements. Consistent and moderate growth prevails in these settlements and certain sectors of the economy show signs of growth, or have the potential for it; These settlements experience sustainable growth on the positive side of the provincial average. They already have an established and proven track record to operate as ‘growth engines’ at a certain level. They have the potential to grow at a sustainable and powerful rate in line with the capacity of their 57 Dennis Moss Partnership
