A.1 BACKGROUND
December 2011
The Office of the Premier of the Northern Cape and the Department of Rural Development
and Land Reform jointly commissioned the preparation of a Provincial Development and
Resource Management Plan / Provincial Spatial Development Framework for the Northern
Cape Province (hereinafter also referred to as the Northern Cape or the Province). For ease
of reference the document is referred to as the Northern Cape PSDF, or the PSDF. The PSDF
is a legal requirement in terms of Chapter 4 of the Northern Cape Planning and Development
Act 7 of 1998.
A.1.1 FORMAT AND STRUCTURE OF THE PSDF
The PSDF consists of four volumes, with this document being Volume 2 (refer to Figure A.1).
The various volumes each has a distinct
purpose and can function as stand‐alone
components of the PSDF. They
collectively address all the requirements
and guidelines for the preparation of
SDFs and the terms of reference.
Volume 1 provides the context, policy
and principle framework, procedural
guidance for the preparation of Volumes
2, 3 and 4 and for the implementation of
the PSDF as a whole. Volume 1 has been
completed and was approved by the
Project Steering Committee in June
2011.

Volume 2 (this volume) summarises the key environmental, cultural, heritage, economic,
social, demographic, institutional and infrastructural aspects to be addressed by the PSDF. It
incorporates the findings of an empirical study and evaluation of the urban settlements of
the Province the purpose of which is to inform the formulation of guidelines for the
allocation of government funds and facilitation of private sector investment. Volume 2 inter
alia provides the basis for the preparation of a spatial vision for the Northern Cape and for
the land‐use proposals put forward in Volume 3 and Volume 4.
