a) Educate local communities in order to eradicate the notion of living from hand to
mouth.
b) Government must function like a business.
c) Commercial banks must be encouraged to extend their input into LED and the
benefits associated with banking charters must be used more efficiently.
d) Entrepreneurship and associated development opportunities must be supported.
e) Current legislative process creates barriers for future development.
3.7 General comment received:
a) Communication between Provincial Government and municipalities pertaining to
planning, land‐use, etc. has to be improved.
b) The local Economic and Development Cluster should be extended in order to create
institutional capacity for the administration of the PSDF.
c) Future invitations to attend PSDF workshops must clearly state who are required to
attend and why.
d) The preparation and implementation of an efficient Water Demand Conservation
Strategy should be mandatory on all municipalities.

4.1 Key aspect presented: Undertaking land‐use planning in terms of a standard procedure.
Comment received:
a) Development along the Gariep River must be addressed in a similar manner by all
relevant municipalities.
b) //Khara Hais SDF is currently under revision. Are there any new aspects in the PSDF
that are to be addressed as part of the revision?
c) //Khara Hais SDF is to serve as a model for planning of district and local
municipalities.
d) //Khara Hais Tourism Plan is presented as a model for tourism planning in the Green
Kalahari and beyond.
4.2 Key aspect presented: Establishment of integrated land management areas.
Comment received:
a) PSDF must provide innovative strategies to help conserve conservation‐worthy
habitats on private land.
c) Innovative strategies are to be formulated to promote cross‐border land‐use and
conservation in support of the Green Kalahari concept.
4.3 Key aspect presented: Ensuring high‐quality settlement and infrastructural development.
Comment received:
a) Guidelines for improvement of subsidised housing as presented must be mandatory
on district and local municipalities.
b) District and local SDFs should incorporate place‐specific guidelines for architecture
and landscaping.
4.4 Key aspect presented: Ensuring appropriateness of provincial, municipal and
neighbourhood boundaries.
