Housing is one of the basic human needs that have profound impact on health, welfare, social
attitudes and economic productivity of the individual. It is also one of the best indicators of a
person’s standard of living and of his or her place in society. In achieving the Millennium
Development Goals, the South African government is to ensure that its citizens live within good
housing conditions. In order to achieve this goal, the government wants to eliminate all informal
dwellings, bucket type of toilets, and ensure that all citizens have access to electricity for lighting,
and access to clean, safe water within a reasonable distance (StatsSA, 2007). According to the
Census 2005 and Community Survey 2007, the Northern Cape has 245 086 and 264 653
households respectively (refer to Table E23 below):
