1. „n Individu word as „n reël nie toegelaat om direk by SACAI vir die NSS te registreer nie. Hy/sy moet
eers by „n SACAI-geaffilieerde instansie wat onderwysdienste verskaf registreer en dan die voltooide
registrasievorm (in hierdie pak ingesluit) by die instansie indien. Die instansie sal sy/haar gegewens in
sy stelsel insleutel en dan die vorm aan SACAI deurgee. By Bylaag A tot hierdie dokument is „n lys van
instansies wat tans by SACAI geaffilieer is.
2. Die registrasiegelde is by die instansie betaalbaar en sal as deel van die instansie se eie
registrasiegelde of bykomend tot die registrasiegelde gehef word.
3. Die registrasie met SACAI sal in werking tree sodra die registrasievorm en gelde van die instansie wat
die kandidaat as student geregistreer het, ontvang is.
4. Die registrasievorm is ook by die SACAI-geaffilieerde instansies beskikbaar.
5. Individue wat vanweë hul omstandighede nie by „n diensverskaffende instansie kan registreer nie kan
SACAI by die nommers of e-posadres soos hierbo aangedui kontak.
HOE OM TE REGISTREER
Die voornemende kandidaat kan hierdie dokument aflaai of ‘n kopie by die SACAI-geaffilieerde instansie van sy/haar
keuse bekom (kyk Bylaag A). Doen dan die volgende :
1. Bestudeer Bylaag B deeglik. Die dokument verskaf belangrike inligting rakende die Nasionale Seniorsertifikaat
(NSS) wat die kandidaat sal help by die invul van die registrasievorm.
2. Voltooi die registrasievorm by Bylaag C. Gebruik die lys van vakke en hul alfakodes by Bylaag D waar nodig.
3. Indien jy ‘n leerhindernis ervaar en vir ‘n konsessie wil aansoek doen, voltooi ook Bylaag E.
4. Indien jy Dans of Musiek as vak(ke) gaan aanbied, voltooi ook Bylaag F.
5. Dien die voltooide vorm by die instansie in waar jy as student geregistreer het of gaan registreer.
6. Slegs die oorspronklikes sal aanvaar word. Kopieë word nie aanvaar nie.
7. Voltooide vorms moet deur die volgende vergesel word:
Wettige Gr 10 en 11 sertifikate wat aandui dat die kandidaat die twee grade voltooi en geslaag het, of ‘n
Gr 12 toelatingseksamen van ‘n skool geslaag het.
Alternatiewelik ‘n gedeeltelik of volledig voltooide NSS (matrieksertifikaat) of ‘n puntestaat in die geval van
‘n kandidaat wat die NSS-eksamens al vantevore geskryf het.
‘n Gesertifiseerde kopie van die kandidaat se ID of paspoort dokument.
‘n Konsessieverslag indien van toepassing met ‘n onlangse (2013) aanbeveling van ‘n dokter/spesialis

gebaseer is ook slegs in Engels beskikbaar is.
IMPORTANT INFORMATION CONCERNING THE 2013 GRADE 12 ASSESSMENT PROGRAMME
1. Legislative and Policy Framework
The assessment programme is conducted in terms of the regulations, policy and guidelines contained in
the following documents released by the Minister of Basic Education or Department of Basic Education:
National Policy pertaining to the Programme and Promotion Requirements of the National
Curriculum Statement Grades R-12 (2011)
National Curriculum Statements Grades 10-12 (General) for the respective subjects (2008)
National Curriculum Statement Grades 10-12 (General) Subject Assessment Guidelines (2008) as
amended by Circulars from the Department of Basic Education (2008-2012)
National Examination Guidelines 2009
Regulations pertaining to the Conduct, Administration and Management of Assessment for the
National Senior Certificate (Aug 2008)(Government Gazette No. 31337) as amended by
Government Gazette No. 32678 of 3 November 2009)
2. Part-time candidates
Candidates registered with SACAI will do SACAI’s school based assessment (SBA) programme which
includes a national external preliminary examination and will write the Department of Basic Education’s
final NSC examination in October 2013 as part-time candidates. A part-time candidate is a candidate
who does not receive full-time tuition in all seven subjects at a school registered with a department of
education.
Part-time candidates may register for any number of subjects for the NSC in a single examination
sitting. A part-time candidate must comply with all the assessment requirements. A part-time candidate
may register for less than the minimum subjects required during the first examination sitting but must
write the minimum number of subjects required in subsequent examination sittings in order to achieve
for the National Senior Certificate (NSC).
A part-time candidate can either repeat a subject already completed or enter for a maximum of two
new subjects.
Please note that part-time candidates are in no way whatsoever regarded as inferior to full-time
candidates. They have the same status but are categorised as part-time because of the nature and
structure of their programme.

3. Grade 10 and 11 requirements
Candidates must have complied with the internal assessment requirements for Grades 10 and 11 in order
to register for the Grade 12 assessment programme and must be able to submit proof to this effect.
4. Repeat Candidates
A candidate who did not comply with all the requirements for the NSC as full-time candidate and enters
for a subsequent examination other than a supplementary examination in order to fulfil the outstanding
requirements will for all purposes be regarded as a repeat candidate.
A repeat candidate may enter for any number of subjects that were resulted in a previous exam cycle.
The candidate will have the option of re-doing the SBA of the subject(s), or to retain the previous SBA
mark, SBAs from previous years are valid for 5 years. The candidate’s decision must be clearly
indicated on the registration form.
A repeat candidate who has already obtained the NSC may enter for a maximum of two (2) subjects not
previously offered. In this case the candidate must comply with all the internal assessment
requirements for the subject(s) in Grades 10 and 11.
Candidates who repeat one or more subjects will be allowed to combine their results based on the
current National Senior Certificate requirements to obtain a National Senior Certificate, if the combined
results change the status of the certificate, for example, from Diploma to Bachelors, from fail to Higher
Certificate etc.
5. Programme and promotion requirements
In order to obtain the National Senior Certificate the candidate must offer seven subjects as follows:
An official Language on Home Language Level
An official Language on at 1st Additional Language Level
Mathematics or Mathematical Literacy
Life Orientation
Three other subjects with the following provisos:
Not more than one language from the same group (isiXhosa, isiZulu, SiSwati and isiNdebele
form one group and Sepedi, Sesotho and Setswana the other)
The same language may not be offered at more than one level
Mathematics and Mathematical Literacy may not be offered together
Computer Applications Technology and Information Technology may not be offered together
Note: The two subjects can from 2013 onwards be taken together by Gr 10 learners which,
means that from 2015 onwards Gr 12 candidates will be able to register for both.
Consumer Studies and Hospitality Studies may not be offered together
One subject developed and assessed by a body other than the Department of Basic Education
may be offered as one of the three subjects.
A learner may offer more than the required 7 subjects on condition that the additional subject(s) was
(were) offered for all three years (Gr 10-12) and all the internal assessment requirements for the
subject(s) were met. Applications in this regard have to be submitted to SACAI accompanied by the
relevant evidence for approval.

The candidate must achieve the following minimum results to qualify for the NSC:
40% in three of the seven subjects, one of which must be an official language at Home Language
Level;
30% in three other subjects
A complete portfolio of evidence of the school based assessment in the seventh subject
If a learner has offered a Practical Music subject of one of the Music examination bodies, it counts
as an eighth subject and cannot enable the learner to comply with the promotion
6. Requirements for the endorsed National Senior Certificate
A National Senior Certificate shall be issued to a candidate who has complied with the following
requirements:
6.1 Offered and completed the internal and external assessment requirements in no fewer than
five (5) subjects selected as from Annexure B in this document:
7. Subject changes
(a) Three subjects selected from Group A as follows:
(i) One official language selected from Table A1, provided that it is offered on at
least First Additional Language Level and provided that the language is a
LOLT;
(ii) Mathematics or Mathematical Literacy selected from Table A2.
(iii) Life Orientation in Annexure A, Table A3.
(b) A minimum of any two subjects selected from Group B, Tables B1 - B8.
A learner may change a maximum of two subjects in Grade 10 subject to the approval of the Head
of the Institution or the Principal of the school where the learner is registered; and
A learner may change two subjects in Grade 11 subject to the approval of the Head of the Institution
or the Principal of the school where the learner is registered.
A learner may in exceptional cases, change one subject in Grade 12 if the school deems it in the
best interests of the learner to change a subject and provided it is done before 31 January of the
Grade 12 year. The institution may take such a decision only after consultation with the Head of the
Assessment Body (SACAI) and the submission must be accompanied by the following documents:
A letter from the learner’s parent or guardian providing reasons for the request;
a letter from the Principal, either supporting or providing reasons for not supporting the request;
a letter from the subject teacher/advisor outlining the programme to be followed to assist the
learner in covering those aspects of the curriculum statements for Grades 10 and 11 that were
not covered

8. Immigrant candidates
An immigrant candidate is:
(a) A child or a dependent of a diplomatic representative of a Foreign Government accredited in South
Africa or a person who first enrolled at and entered a South African school in Grade 7 or a more
senior grade.
(b) A learner who began his or her schooling at a school in South Africa and has attended school
outside South Africa for two or more consecutive years after Grade 6 or its equivalent.
(c) An immigrant candidate as contemplated above may offer only one official language on at least First
Additional Language Level and obtain a rating of 30% in that language, provided that:
Another subject from Group B is offered in lieu of the one official language that is not offered;
The immigrant candidate complies with the promotion requirements as stipulated in paragraph
33(1)(a) of the policy document.
To be classified as an immigrant candidate, such a candidate must be in possession of:
(a) The relevant official documents issued by the Department of Home Affairs; and
(b) the relevant official documents issued by the school where the candidate entered the South African
school system for the first time.
9. Admission requirements to higher education
9.1. Categories of NSC subjects in terms of which the admission requirements are stated
(a) Recognised 20-credit subjects
All the subjects in the National Curriculum Statement for Gr 10 – 12 are recognised 20credit
subjects, except for Life Orientation which is a 10-credit subject.
(b) Designated subjects
Most of the subjects in the NCS for Grades 10 – 12 are designated subjects for university
admission purposes. These subjects are indicated on the registration form.
9.2. Minimum requirements for admission
(a) Minimum requirements for certificate studies at universities
− A National Senior Certificate (NSC) as certified by UMALUSI
− Minimum 30% in the language of learning and teaching of the higher education

(b) Requirements for diploma studies at universities. A NSC as certified by UMALUSI
− Minimum 30% in the language of learning and teaching of the higher education
institution
− 40-49% (Rating of 3) or better in four recognised NSC 20-credit subjects

(c) Requirements for degree studies at universities
− An NSC as certified by UMALUSI
− Minimum 30% in the language of learning and teaching of the higher education
institution
− 50-59% (Rating 4) or better in four designated subjects
10. Registration fees for 2013
The following registration fees for SACAI’s NSC assessment programme are payable at the institution
at which the candidate registers as student.
Full registration fees for 6 or 7 subjects R3 500,00

APPLICATION BY LEARNER WITH BARRIERS TO LEARNING FOR A CONCESSION
A special concession is primarily meant to assist learners who are experiencing barriers to learning and are
unable to write an examination under normal examination conditions or within the time allowed for learners
who are not experiencing any barriers.
Special concessions will ONLY be granted to learners who are experiencing barriers to learning and can
submit evidence to prove that concessions were granted to them in the course of the past two years.
This application form must be attached to the cover of documentation relating to the
candidate concerned.
