Redaksioneel Editorial<br />

‘n Saluut vir die vroue<br />

Augustusmaand word vroue regoor Suid-<br />

Afrika herdenk vir hulle groot bydrae en<br />

rol op verskeie vlakke in die same lewing.<br />

Dit laat ‘n mens dink aan al die formidabele<br />

vroue wat in die geskie denis letterlik en figuurlik<br />

diep spore getrap het. Daar was dié wat in<br />

Suid-Afrika kaalvoet oor berge vir vryheid<br />

geloop het en dié wat kaalvoet in stofstrate vir<br />

demokrasie baklei het. Ander presteer op talle<br />

gebiede binne die Suid-Afrikaanse same lewing,<br />

dra medaljes by die Olimpiese Spele weg,<br />

sit in senior bestuursposisies rondom die<br />

konferensietafel, en lewer ‘n reusebydrae om<br />

die Suid-Afrikaan se samelewing glad te laat<br />

verloop en na nuwe hoogtes uit te bou. Ander<br />

vermag nie noodwendig dade wat koerantmanne<br />

en -vroue laat regop sit nie, maar<br />

hulle bydrae om kinders in volwaardige en<br />

produktiewe volwassenes te omskep, ‘n skouer<br />

te verleen aan ‘n man onder dak en vele<br />

ander rolle, verdien eweneens medaljes.<br />

En dan is daar die boervrou wat lankal nie<br />

net meer met ‘n lepel langs die stoof aangetref<br />

sal word nie, maar as medevennoot en dikwels<br />

die senior vennoot, op vele plase in Suid-Afrika<br />

d-Afrikaners van kos te<br />

e doen ook opheffingsaardighede<br />

en skep werk<br />

The Cement & Concrete<br />

Institute (C&CI) published<br />

an updated, revised version<br />

of one of its popular and<br />

durable publications, Farm<br />

Reservoirs. First published in<br />

1984, Farm Reservoirs is a manual dealing with<br />

the use of concrete for water retaining structures<br />

for irrigation, watering stock, farm dams,<br />

swimming pools, and household use. It has in the<br />

past 28 years been widely used as reference book<br />

by thousands of members of the rural community<br />

and owners of smallholdings in urban areas. The<br />

free, 52-page A4 publication deals with the<br />

construction of circular reservoirs with reinforced<br />

concrete walls, as well as those with walls of fired<br />

clay bricks, concrete masonry, and corrugated<br />

galvanised steel. Guidelines for reservoirs built<br />

with travelling moulds are included. Rectangular<br />

reservoirs and swimming pools, elliptical swimming<br />

pools, and drinking troughs are the topics of other<br />

chapters, while data for estimating the quantities<br />

of materials required is also provided.<br />

Onlangse gebeure en standpunte<br />

van gesaghebbende instansies het<br />

weer aangetoon dat ‘n boer se<br />

visie veel verder as sy grensdrade<br />

moet strek as hy sy boerdery met<br />

sukses deur die uitdagende en<br />

selfs gevaarlike stroomversnelling<br />

van die mark, die ekonomie, ons<br />

diverse samelewing en die politieke<br />

besluite wat daaromtrent geneem<br />

word, wil stuur.<br />

Goeie kennis van markvooruitsigte,<br />

klimaatrisiko’s,<br />

tegnologiese innovasie, die<br />

effek van eskalerende koste<br />

soos dié van water en<br />

elektrisiteit op winsgewendheid, voldoening<br />

aan ‘n strenger arbeidsbedeling, minder<br />

ondersteuning met finansiering, vrae oor die<br />

uitkoms van die gronddebat en nog vele<br />

meer, is ‘n vereiste om die regte besluite oor<br />

die bestuur en toekoms van elke boerdery te<br />

neem. Weliswaar kan van hierdie faktore<br />

beter verstaan en tot ‘n mindere of meerdere<br />

mate deur gesamentlike optrede beïnvloed<br />

word – dit is tewens waarom die georganiseerde<br />

landbou en landboubesighede daar is<br />

– maar die interpretering en toepassing<br />

daarvan op plaasvlak bly in ons markgedrewe<br />

stelsel die verantwoordelikheid van individuele<br />

boere.<br />

In ‘n sukkelende wêreldekonomie blyk<br />

landbou in die kort- en langtermyn een van<br />

die min sektore met besondere groei<br />

moontlikhede te wees. Tewens, landbou sal<br />

uitermate goed moet presteer om aan die<br />

groeiende voedselvraag te voorsien. Die<br />

Wêreldbank en die Voedsel- en Landbou-<br />

organisasie van die<br />

Verenigde Nasies sê<br />

onderskeidelik dat<br />

landbouproduksie<br />

teen 2030 met 50%<br />

sal moet toeneem en<br />

teen 2050 sal moet<br />

verdubbel om aan die<br />

basiese vraag na<br />

voedsel te voldoen. Vir<br />

landbou beteken dit ‘n<br />

potensiële bloeitydperk<br />

waarop<br />

gekapitaliseer kan<br />

word, natuurlik mits die beleidsomgewing<br />

ondersteunend tot die produksie-omgewing<br />

sal wees.<br />

In die korttermyn is multilaterale regeringsinstansies<br />

en regeringleiers van die G8 en<br />

G20 bekommerd oor die tans lae voedselvoorrade<br />

en veral die kwesbaarheid van<br />

Afrikalande, suid van die Sahara. Die Global<br />

Die praktyk en toekoms beplanning<br />

van elke boerdery word<br />

beïnvloed deur ‘n magdom<br />

faktore en onsekerhede waaroor<br />

‘n individuele boer min of geen<br />

invloed het nie. Daarom moet<br />

‘n hedendaagse boer meer<br />

insig hê as om net goed na<br />

die tegniese aspekte van sy<br />

boerdery om te sien.<br />

Onsekerhede vereis insig<br />

Food Security Index van die Economist<br />

Intelligence Unit plaas Suid-Afrika 40ste op ‘n<br />

ranglys van 105 lande ten opsigte van<br />

voedselsekerheid met inagneming van faktore<br />

soos bekostigbaarheid, beskikbaarheid,<br />

kwaliteit en veiligheid. Hoewel Suid-Afrika in<br />

Afrika voorloop met voedselsekerheid, word<br />

‘n aantal risiko’s tog uitgelig. Craig Binetti,<br />

president vir voeding van DuPont wat dié<br />

studie geborg het, sê dat programme in plek<br />

moet kom om armes teen voedselprysskokke<br />

te beskerm, Suid-Afrika se skaars hoë-<br />

potensiaallandbougrond moet ten beste vir<br />

produksie benut word. Innoverende tegnologie<br />

is nodig om grondvrugbaarheid te<br />

verbeter en skaars waterhulpbronne moet<br />

deur beter samewerking beskerm en ontwikkel<br />

word vir doeleindes van volhoubare voedselproduksie.<br />

Van korttermyn-belang is die droogte in<br />

die V<strong>SA</strong> wat die graanoes geknou en<br />

graanpryse laat eskaleer het. Dié gebeure het<br />

‘n wye impak op die landbou van Suid-Afrika<br />

en van die streek. Van ons buurlande, soos<br />

Zimbabwe, is reeds in ‘n kritieke tekortsituasie.<br />

Benewens die menslike vraag na mielies<br />

is suiwel-, braaikuiken-, eier- en vleisproduk-<br />

sie direk op mielies as<br />

inset aangewese.<br />

Hoe hierdie<br />

omstandighede in ‘n<br />

volgende produksiesiklus<br />

kan uitrol, is<br />

reeds ‘n onderwerp<br />

van bespreking in<br />

verskeie landboubedryfsvertakkinge<br />

en<br />

onder boere wat<br />

daarby ‘n belang het.<br />

Die vakverbond<br />

Cosatu het ook<br />

onthuts gereageer op skerp mielieprysstygings<br />

in Junie 2<strong>01</strong>2 en beswaar gemaak dat<br />

uitvoerpariteit as maatstaf vir binnelandse<br />

prysvlakke gebruik word met ‘n beroep op die<br />

Mededingingskommissie om hierdie praktyk te<br />

ondersoek en dat die regering hierdie<br />

benadering tot prysvorming moet verbied. Dis<br />

egter nie ‘n verrassing dat Cosatu swyg oor<br />

wat so ‘n benadering vir Suid-Afrika as<br />

beleggingsbestemming en as handeldrywende<br />

land inhou nie.<br />

Dit is voor-die-hand-liggend dat die pryse<br />

van landbou- en voedselprodukte maklik<br />

politiseerbaar is, veral in ‘n land soos Suid-<br />

Afrika waar ‘n kwart van die bevolking<br />

werkloos is en die jeug ‘n al hoe groter deel<br />

van ‘n hulpbehoewende gemeenskap<br />

uitmaak. Buiten dat die hoë koste van<br />

maatskaplike toelaes ‘n bykans ondraaglike<br />

en onvolhoubare las op die belastingbasis<br />

plaas, het die Wêreldbank onlangs ook<br />

gewaarsku dat Suid-Afrika se groeimoontlikhede<br />

afwaarts aangepas moet word omdat<br />

dié land se inkomste-verdeling uiters skeef is<br />

(die top 10% verdien 58% van inkomste en<br />

die onderste 50% slegs 8% van inkomste) en<br />

‘n hoër ekonomiese groeikoers slegs<br />

haalbaar is indien die ekonomie meer<br />

inklusief is.<br />

Teen dié agtergrond is ‘n onlangse<br />

opmerking van president Zuma teenoor<br />

Johannes Möller van <strong>Agri</strong> <strong>SA</strong> veelseggend,<br />

naamlik dat landbou se belangrikste bydrae<br />

sy vermoë is om te verseker dat Suid-<br />

Afrikaners voedselsekerheid ondervind. Die<br />

vraag kom dus onwillekeurig na vore: waar<br />

laat dit ons as Suid-Afrikaners met belangrike<br />

beleidskeuses wat gemaak moet word oor<br />

van die aspekte wat hierbo aangeroer is?<br />

Sekerlik is groter inklusiwiteit en deelname<br />

aan landbou – populêr “transformasie”<br />

genoem – ‘n belangrike uitdaging waarvan<br />

ons nie kan wegskram nie. Hoewel “produksiedissipline”<br />

een van die uitgangspunte van<br />

die Groenskrif oor Grondhervorming is, het<br />

die restitusieprogram in ‘n meerdere en die<br />

grondherverdelingsprogram in ‘n mindere<br />

mate tot dusver afbreuk aan voedselproduksie<br />

gedoen. Dit kan teen die agtergrond van<br />

potensieel groter voedselskaarste en<br />

waarskuwings soos deur Craig Binetti oor die<br />

interpretering van die Global Food Security<br />

Index nie verder toegelaat word nie.<br />

Kommersiële landbou sal steeds ‘n<br />

sentrale rol moet vervul met die handhawing<br />

van voedselsekerheid in belang van ‘n<br />

stabiele, groeiende Suid- >>> bladsy 14

by authoritative organisations<br />

have again shown that a farmer’s<br />

vision should extend far beyond the<br />

boundaries of his farm if he is to steer<br />

his businesses successfully through<br />

the challenging and even dangerous<br />

rapids of the market, the economy,<br />

our diverse society and the political<br />

decisions made in this regard.<br />

Sound knowledge of market<br />

prospects, climate risks, technological<br />

innovation, the effect of<br />

escalating costs such as those of<br />

water and electricity on profitability,<br />

compliance with a more stringent labour<br />

dispensation, less financial support, questions<br />

regarding the outcome of the land debate,<br />

etc. is a prerequisite for making the right<br />

decision on the management and future of<br />

each farming operation. In fact, some of<br />

these factors can be better understood and to<br />

a lesser or greater extent be influenced<br />

through collective action – which is, after all,<br />

why organised agriculture and agribusinesses<br />

exist – but the interpretation and implementation<br />

thereof at farm level within our marketdriven<br />

system remain the responsibility of<br />

individual farmers.<br />

In a struggling global economy, agriculture<br />

appears to be one of the few sectors with<br />

exceptional growth possibilities in the short<br />

and long term. In fact, agriculture will have to<br />

perform extremely well to meet the growing<br />

demand for food. The World Bank and the<br />

Food and <strong>Agri</strong>culture Organisation of the<br />

United Nations, respectively, believe that<br />

agricultural production would have to<br />

increase by 50% by 2030, and double up by<br />

2050, in order to meet the basic demand for<br />

food. For agriculture this means a potential<br />

boom period on which it can capitalise,<br />

provided, of course, that the policy environment<br />

is supportive of the production<br />

environment.<br />

In the short term, multi-lateral governmental<br />

organisations and government leaders of<br />

the G8 and G20 are concerned about the<br />

low food supplies and especially the<br />

vulnerability of African countries south of the<br />

Sahara. The Global Food Security Index of<br />

the Economist Intelligence Unit places South<br />

Africa 40th on a list of 105 countries in terms<br />

of food security, bearing in mind factors such<br />

as affordability, availability, quality and safety.<br />

Although South Africa is the leader in Africa<br />

when it comes to food security, a number of<br />

risks are nevertheless highlighted. Craig<br />

Binetti, president of Nutrition of DuPont,<br />

which sponsored this study, says programmes<br />

must first be in place to protect the poor<br />

against food price shocks. South Africa’s<br />

scarce high-potential agricultural land must<br />

be optimally used for production purposes;<br />

innovative technology is needed to improve<br />

soil fertility, and scarce water resources must<br />

be protected through better co-operation and<br />

developed for purposes of sustainable<br />

production.<br />

Of short-term importance is the drought in<br />

the U<strong>SA</strong> which devastated the grain crop,<br />

causing grain prices to escalate. These events<br />

have a widespread impact on agriculture<br />

within South Africa and in the region. Some<br />

of our neighbours, such as Zimbabwe, are<br />

already in a critical situation. Besides human<br />

demand for maize, other industries such as<br />

dairy, broiler, egg and meat production also<br />

depend directly on maize as input.<br />

The way in which these conditions could<br />

play out in the next production cycle is<br />

already the subject of discussion in various<br />

commodity branches and among farmers<br />

who have an interest in this regard. The<br />

labour union confederation Cosatu has also<br />

responded sharply to the escalation in the<br />

maize price during June 2<strong>01</strong>2 and objected<br />

to export parity being used an a measure for<br />

domestic price levels, calling on the<br />

Competition Commission to investigate this<br />

practice and demanding that government<br />

prohibit this approach to price formation. It<br />

does not come as a surprise, however, that<br />

Cosatu remains silent on the implications of<br />

such an approach for South Africa as an<br />

investment destination and trading country.<br />

Uncertainties demand insight<br />

politicise, especially in<br />

a country such as<br />

South Africa where a<br />

quarter of the<br />

population is<br />

unemployed and the youth make up an everincreasing<br />

section of an indigent community.<br />

Besides the fact that the high cost of social<br />

grants places an almost unbearable and<br />

unsustainable burden on the tax base, the<br />

World Bank recently also warned that South<br />

Africa’s growth possibilities should be<br />

adjusted because the country’s distribution of<br />

income was extremely skew (the top 10%<br />

earn 58% of income, while the bottom 50%<br />

only earn 8%) and that a higher rate of<br />

economic growth would only be possible if<br />

the economy becomes more inclusive.<br />

Against this background, a recent remark<br />

that President Zuma made to Johannes<br />

Möller of <strong>Agri</strong> <strong>SA</strong> is significant, namely that<br />

agriculture’s most important contribution was<br />

its ability to ensure that South Africans enjoy<br />

food security. The question is therefore: where<br />

does this leave us as South Africans, given<br />

the important policy decisions that must be<br />

made regarding the aspects raised above?<br />

Greater inclusivity and participation in<br />

agriculture – popularly referred to as<br />

“transformation” - certainly posed a<br />

formidable challenge which we will have to<br />

address. Although “production discipline” is<br />

one of the points of departure in the Green<br />

Paper on Land Reform, the restitution<br />

programme has to date to a greater or lesser<br />

degree detracted from food production. This<br />

can no longer be allowed given potentially<br />

greater food scarcity and warnings such as<br />

those issued by Craig Binetti regarding the<br />

interpretation of the Global Food Security<br />

Index.<br />

Die NWK-groep het besonder goed presteer die afgelope finansiële jaar<br />

met die nabelastingwins die beste ooit, positiewe kontantvloei en ‘n<br />

gesonde balansstaat. Dié prestasie is behaal te midde van dalende<br />

inkomste teenoor die vorige jaar (14 maande). Vir die finansiële jaar tot<br />

Call to legalise international ivory trade<br />

Calls to a United Nations conservation meeting in Geneva to allow legal ivory trade<br />

in an effort to curb the surge in elephant poaching, is a move in the right<br />

direction, says the <strong>SA</strong> Hunters and Game Conservation Association (<strong>SA</strong>HGCA).<br />

“It would appear that the reality of the lucrative illegal trade in ivory and rhino<br />

horn has finally dawned on decision-makers in the conservation field,” says Dr Herman Els,<br />

manager of conservation matters at <strong>SA</strong>HGCA. The proposal, which was submitted on behalf<br />

of the Convention on International Trade in Endangered Species (CITES) to the UN conservation<br />

meeting, makes provision for a centralised system to facilitate the trade in ivory from<br />

elephants that either died of natural causes, as a<br />

result of trophy hunting, or animals that have been<br />

culled for ecological reasons. Els says the world<br />

can no longer ignore the fact that there is a<br />

market, albeit illegal at present, for animal<br />

products such as ivory and rhino horn. “Legalising<br />

the ivory trade can pave the way towards legalising<br />

the trade in rhino horn for exactly the same<br />

reasons, namely to stifle rhino poaching.” a<br />

<strong>Agri</strong> <strong>SA</strong> and Cosatu made history by meeting for the first<br />

time to discuss matters of interest, which were not limited<br />

to labour issues, reports Hans van der Merwe, executive<br />

director, <strong>Agri</strong> <strong>SA</strong>.<br />

The discussions were facilitated by political analyst Moeletsi Mbeki<br />

and the delegation included the president and Deputy president<br />

of <strong>Agri</strong> <strong>SA</strong>, Johannes Möller and dr Theo de Jager. Johannes<br />

Möller placed some issues on the table, including the interests of<br />

commercial farmers and those of the workers who work the land,<br />

those who have lost their income due to land redistribution and land reform<br />

processes, as well as food security and rising food prices.<br />

A critical matter raised was that there were many perceptions of farmers and<br />

their ways. Möller said farmers also have many perceptions about trade unions<br />

and their ways. Without a process of gaining trust, these two organisations<br />

would not be able to work constructively on a better relationship.<br />

He said <strong>Agri</strong> <strong>SA</strong> supports the sentiments expressed in the Vision 2030<br />

document and the vision to create jobs. Since agriculture is one of the sectors<br />

identified to create jobs, <strong>Agri</strong> <strong>SA</strong> submitted comprehensive comments on the<br />

document. He gave some back ground on the establishment of the first<br />

<strong>Agri</strong>cultural Sector Plan, which was developed in 20<strong>01</strong>, and the current<br />

process around a new Integrated Growth and Development Plan (IGDP) as a<br />

vehicle to achieve certain targets set for the sector. The IGDP deals with a<br />

range of issues to ensure<br />

the growth of the sector.<br />

These women are making their mark<br />

in male territory<br />

LIVHUWANI NGWEKHULE, TRANSFORMATION MANAGER, AGRI <strong>SA</strong><br />

As South Africa celebrated women’s day in August, it is good news that a number of successful female farmers<br />

are making their mark in predominantly male territory. Pamela Margaret Fyvie or Pam as she’s popularly<br />

known, is the department of agriculture, forestry and fisheries’ Female Entrepreneur of the Year. She farms on<br />

Deveron, some 15km outside Harrismith in the Free State.<br />

Pam grew up on a farm in KZN and<br />

this is where her passion for<br />

farming originates. After<br />

graduating with a zoology degree<br />

from the University of KwaZulu-<br />

Natal, she married Neil, and the couple<br />

moved to the farm near Harrismith.<br />

Livestock, maize, wheat and potatoes were<br />

the main commodities originally cultivated<br />

on the farm. The farm was however not<br />

profitable, and they were running deeper into<br />

debt and banks were reluctant to lend them<br />

more money.<br />

Strategy change<br />

Pam started an apple fruit enterprise on the<br />

farm, as this was not a commodity cultivated<br />

in the area at the time. Pam and a number of<br />

other farmers in the area were told that fruit<br />

would do well in the area due to the altitude<br />

and cold climate and that it will be available<br />

in the market at other times than fruit from<br />

the Cape, resulting in a premium for the<br />

farmers.<br />

The first apple trees were planted in 1993<br />

on only six hectares and the first fruit were<br />

picked in 1996. More apple trees were<br />

planted and the area under apple cultivation<br />

gradually increased at the expense of potato<br />

cultivation to the current 62ha. All the apple<br />

trees are covered with shade cloth to prevent<br />

hail damage. This however increased costs<br />

per hectare and was also a disadvantage<br />

because they had to compete with Cape fruit<br />

that is planted in the open.<br />

Today, the apple enterprise produces<br />

around 50-80 tons per hectare, has the<br />

highest value on the farm and the farm<br />

exports to Europe, the Far East, as well as to<br />

other African states. Although the decision to<br />

start the apple enterprise was a huge risk, it<br />

eventually paid off, says Pam. The other<br />

commodities on the farm include 20ha<br />

berries, 1 500ha maize and beans, and<br />

some 1 000 Bovelder cattle.<br />

Pam used most of her winnings from the<br />

competition to buy 427 Mutton Merino<br />

sheep from Parys. She manages her beef<br />

efficiently and managed to achieve a 93%<br />

calving rate last year, an exceptional<br />

achievement. Record keeping is important<br />

and this helps with planning and forecasts.<br />

Support<br />

Pam hails the support she receives from her<br />

husband, who allows her implement new<br />

ideas on the farm. She is also thankful to the<br />

financiers who supported her when times<br />

were tough and to the department for their<br />

recognition of her success. Her workers have<br />

learnt to use sophisticated, modern operating<br />

equipment and have obtained apple production<br />

skills that did not exist in Harrismith<br />

before. Pam employs 110 permanent<br />

labourers and they often increase to 380<br />

during peak seasons. The seasonal workers<br />

comprise 90% women, helping many more<br />

households to have food on the table.<br />

Cyndi Radebe, who works on the farm, is<br />

the current Female Farm Worker of the Year<br />

of the Free State. She convinced Pam to start<br />

a crèche for the kids on the farm. This has<br />

been operating for two years now. Pam<br />

renovated a building for this purpose, pays<br />

the crèche teacher, while Cyndi makes sure<br />

everything runs smoothly at the crèche.<br />

From her winnings as Female Farm<br />

Worker of the Year, Cindi bought cattle from<br />

Pam and she’s also now running a beef<br />

enterprise on the farm. This adheres to Pam’s<br />

high standards. Cindi also manages the sale<br />

of the apples and other farm produce to the<br />

local communities.<br />

Mentoring and empowerment<br />

Pam is currently mentoring neighbouring<br />

cattle farmers, who are beneficiaries of land<br />

reform programmes.<br />

Vervoer van werkers: Maak seker van jou aanspreeklikheid<br />

Die onlangse tragiese voorval in<br />

vragmotor by ‘n spooroorgang<br />

met ‘n trein gebots het, het die<br />

kollig weer op die vervoer van<br />

werkers op vragmotors en ander<br />

oop voertuie laat val.<br />

Die vragmotor van ‘n<br />

onafhanklike diensverskaffer<br />

was op pad van Hectorspruit na<br />

Malelane, toe ‘n botsing met ‘n<br />

trein by ‘n spoorwegkruising<br />

plaasgevind het. Die bestuurder van die<br />

vragmotor is gearresteer. Die voorval is wyd<br />

veroordeel, onder andere deur die minister<br />

van vervoer, opposisie-partye en deur<br />

CO<strong>SA</strong>TU. Die minister van openbare werke<br />

het gesê dat die boer waarheen die werkers<br />

onderweg was, ook ondervra sal word. Die<br />

kans is goed dat strenger wetgewing in dié<br />

verband binnekort van toepassing kan raak.<br />

Hoewel die vervoer van persone op<br />

vragmotors nie onwettig is nie, het dit risiko’s<br />

vir passasiers, asook aanspreeklikheids-<br />

voertuig padwaardig moet wees en dat die<br />

bestuurder oor die nodige lisensie en<br />

bedryfspermit moet beskik. Wanneer persone<br />

op ‘n oop trok vervoer word, moet die<br />

voertuig relings van ten minste 350mm hê,<br />

indien die passasiers sit. Vir staande<br />

passasiers moet die relings 900mm hoog<br />

wees. Geen betalende passasiers mag op dié<br />

wyse vervoer word nie.<br />

Werkgewers het ook ‘n verantwoordelikheid<br />

in terme van die Wet op Beroepsbeserings<br />

en -veiligheid om ‘n veilige<br />

werksomgewing te verseker. Daar is ‘n risko<br />

van siviele- asook strafregtelike aanspreeklikheid<br />

indien werkers wat vervoer word op ‘n<br />

voertuig van die werkgewer óf deur ‘n<br />

bestuurder wat in diens is van die werkgewer<br />

beseer óf gedood word. Kriminele vervolging<br />

kan plaasvind waar daar nalatigheid aan die<br />

kant van die bestuurder of die eienaar van die<br />

voertuig was. Oortredings van die bepalings<br />

van die Padverkeerswet met betrekking tot<br />

roekelose bestuur, bestuur onder die invloed<br />

van drank, die nie-padwaardigheid van die<br />

voertuig en die bestuur sonder die nodige<br />

lisensie stel alles misdrywe daar wat vervolg<br />

kan word. Dit is wel so dat siviele eise<br />

normaalweg gedek sal word deur die Motor -<br />

voertuigongeluksfonds.<br />

Werkgewers kan potensieel ook middellik<br />

aanspreeklik gehou word vir die nalatige<br />

optrede van ‘n werknemer wat ‘n voertuig in<br />

die loop van sy of haar diens bestuur en in ‘n<br />

ongeluk betrokke is. Die werkgewer word met<br />

ander woorde aanspreeklik gehou vir iemand<br />

anders se nalatigheid, uit hoofde van die<br />

diensverhouding wat tussen hulle bestaan. a<br />

<strong>Agri</strong> <strong>SA</strong>’s Integrated Farmer Forum (IFF) held its<br />

fourth meeting on 17 July 2<strong>01</strong>2 in Centurion. The<br />

IFF comprises of black farmers within the <strong>Agri</strong> <strong>SA</strong><br />

structures as well as role players who share the vision<br />

of sustainable agricultural development in South<br />

Africa. The Forum was established in May last year.<br />

Experts were invited to attend the Forum’s recent meeting to<br />

share their expertise in assisting the meeting to make<br />

informed decisions and resolutions. Dr Theo de Jager,<br />

vice-president of <strong>Agri</strong> <strong>SA</strong>, discussed developments at the<br />

ANC policy conference held in June, as well as progress<br />

with the Green Paper on Land Reform, which is being dealt with<br />

through six sub groups. Dr De Jager informed the Forum that the<br />

ANC policy conference resolved not to change the Constitution and<br />

that restitution claims would only be opened for the Khoisan people<br />

and historically important sites such as certain graveyards.<br />

<strong>Agri</strong> <strong>SA</strong>’s advisor, Kosie van Zyl, made a presentation about<br />

agricultural insurance, as some Forum members complained in the<br />

past that they could not afford agricultural insurance and that natural<br />

disasters result in their financial ruin. Van Zyl indicated that <strong>Agri</strong> <strong>SA</strong> is<br />

investigating a policy scheme in conjunction with an insurance firm.<br />

This could, among others, entail a subsidy on insurance premiums,<br />

as is the case in many other countries. <strong>Agri</strong> <strong>SA</strong> plans to approach the<br />

government as representative body of all role players in organised<br />

agriculture, and therefore needs the support of other organised<br />

agricultural organisations.<br />

The department of agriculture, forestry and fisheries’ division for<br />

co-operatives and enterprise development informed the meeting<br />

about the re-launch of the <strong>Agri</strong>BEE fund. Dr Amon Myeni of the<br />

department said that the fund is aimed at black farmers who want to<br />

acquire shares in an existing agricultural entity. The aim is to<br />

promote black people’s participation in the agricultural value chain.<br />

The fund will be administered by the Land Bank. Assistance will be in<br />

the form of a grant, but an own contribution of 10% will be required<br />

for funding up to R5 million. For bigger amounts a contribution of<br />

20% is required. Dr Myeni said that the fund will officially be<br />

launched later this year and that the minister of agriculture, fisheries<br />

and forestry, Tina Joemat-Pettersson would be present. The scheme<br />

has however already been in operation since its unofficial launch on<br />

12 July 2<strong>01</strong>2. Members of the Forum showed keen interest in the<br />

scheme and as the previous <strong>Agri</strong>BEE fund was not very successful,<br />

requested to receive regular updates of the fund’s progress.<br />

Dr Myeni was included as an ex-officio member of the Forum.<br />

SK Makinana of the National Wool Growers Association (NWGA)<br />

informed the Forum of a successful farmer development programme<br />

managed by the NWGA. This ram project has been running for<br />

more than ten years in the Eastern Cape and is aimed at improving<br />

the genetics, quality of the fleece, classing, sheep health and<br />

nutrition of the sheep of developing farmers. Approximately 3 000<br />

rams were introduced to the herds of developing farmers at a rate of<br />

40 sheep per ram. The project led to the improvement of wool from<br />

222 610kg in 97/98 to 2 807 161kg in 2009/2<strong>01</strong>0 with a<br />

comparative value of R1 502 908 to R64 676 989. a<br />

Agbiz launches new<br />

corporate identity at congress<br />

Agbiz, also known as the <strong>Agri</strong>cultural Business Chamber, launched<br />

its new corporate identity at its recent congress. The official name of<br />

<strong>Agri</strong>cultural Business Chamber will not be replaced. The slogan adopted<br />

was “The way to prosperity”.<br />

In line with its slogan, Agbiz held its<br />

biannual congress at the beginning of<br />

June in KwaZulu-Natal. Various speakers,<br />

local and international, told the congress<br />

about the importance of the agricultural<br />

sector and value chain in the development of<br />

the South African economy. Prof Marcos Fava<br />

Neves of the University of Sao Paulo in Brazil<br />

said that industries such as bio-fuels, plastics,<br />

cosmetics and electricity are starting to com -<br />

pete for agricultural products. <strong>Agri</strong>culture is no<br />

longer just about food production. However,<br />

according to Prof Neves, Latin America and<br />

Africa have the potential to meet the evergrowing<br />

demand for food in the world.<br />

effect on the most vulnerable people in South<br />

Africa, since the affordability of food is<br />

becoming an issue. It is therefore important for<br />

government and industry to get a better<br />

understanding of what is going on in the food<br />

value chain. “This will provide solutions and<br />

opportunities to design better policies, and guide<br />

investment,” he said. He added that food prices<br />

had not stopped rising even though inflation had<br />

remained within reasonable bounds. It was,<br />

however, unfortunate that the rural poor were<br />

buying food at about 20% more than their<br />

urban counterparts because of high petrol<br />

prices, among other costs. He urged confe rence<br />

delegates to lobby government to increase its<br />

budget for agriculture, saying there was clear<br />

proof of how such investment bene fited the<br />

economy in countries such as Brazil.<br />

One of the highlights of the conference<br />

was the agribusiness student case competition.<br />

Sixteen top agricultural economics and<br />

agribusiness students from major universi ties<br />

across the country were selected to participate<br />

in this initiative, endorsed by IFAMA. Students<br />

represented the University of the Free State<br />

(UFS), University of KwaZulu-Natal (UKZN),<br />

University of Pretoria (UP), University of Fort Hare<br />

(UFH), University of Stellenbosch (US) and the<br />

North-West University (NWU). For the<br />

competition the 16 students were divided into<br />

four teams. Each team received the same<br />

case concerning the situation a real company<br />

(in this case Mosstrich Ltd) had to address.<br />

The company is operating in the ostrich<br />

industry which finds itself in a crisis due to the<br />

ban on exports to Europe after the outbreak<br />

of Avian Influenza (AI). The teams were given<br />

six hours to analyse the business case and to<br />

propose a business-oreinted solution to help<br />

the industry survive the crisis. a


Infrastructure in Africa<br />

discussed at conference<br />

The NEPAD Business Foundation held its annual<br />

conference on infrastructure in Africa in July. The<br />

need for infrastructure development in emerging<br />

markets is critical.<br />

In most African countries, particularly the lower-income<br />

countries, infrastructure emerges as a major constraint on<br />

doing business. The cost of addressing Africa’s infrastructure<br />

needs is estimated around $93 billion a year, according to the<br />

World Bank. The conference presented stakeholders with an<br />

opportunity to unpack the enormous growth potential in addressing<br />

Africa’s infrastructure needs. Africa, with a population exceeding<br />

one billion people is well placed as an emerging market, keen for<br />

investment and growth, and, as a continent, has successfully main -<br />

tained an average growth rate of 4% for the past few years.<br />

DIE STIKSTOF-DILEMMA<br />

Dit wil voor kom asof die sojaboon plant<br />

geprogrammeer is om op die hoeveelheid<br />

grondstikstof te reageer. Indien die grondresiduele<br />

stikstof van die voorafgaande<br />

gewas hoog is en stikstof bemes word,<br />

produseer dit doodeenvoudig minder of<br />

geen knoppies. Navorsers het bepaal dat<br />

die knoppiesbakterieë aan 40 tot 60% van<br />

die plant se stikstofbehoeftes kan voorsien.<br />

Die groot vraag is net waar die stikstof dan<br />

vandaan kom as die plant weier om hoë<br />

bemesting te benut?<br />

Baie produ sente het al in die strik getrap<br />

om meer stikstof te bemes, sonder om<br />

resultate te behaal. ‘n Topbemesting wat 30<br />

tot 40 dae ná plant bygevoeg word, mag<br />

wel resultate lewer indien die grondstikstof<br />

laag is.<br />

BRON VAN STIKSTOF<br />

Rhizobium-stikstof<br />

Vir die produksie van 3 ton sojabone kan<br />

die knoppiesbakterieë krediet gegee word<br />

vir ± 140 kilogram stikstof per hektaar.<br />

Dit is slegs op voorwaarde dat sojabone<br />

doeltreffend geënt is met ‘n entstof van ‘n<br />

goeie gehalte en die akkerboukundige reëls<br />

vir wensojabone gevolg word.<br />

Grond residuele stikstof<br />

Wensojabone mag slegs in vrugbare grond<br />

geplant word. Vir 3 ton sojabone kan<br />

aangeneem word dat minstens 7 tot 10 ton<br />

mielies geoes gaan word. Tien ton mielies<br />

lewer ± 60 kilogram stikstof vir die<br />

sojabone. Dit is belangrik om in ag te neem<br />

dat aalwurm wat op bakterieë en swamme<br />

teer, ‘n groot bydrae tot biologiese stikstof<br />

lewer.<br />

Bemeste stikstof<br />

Tydens plant kan 3 tot 12 kilogram stikstof<br />

goeie resultate lewer. Indien die grond<br />

residuele stikstof hoog is, mag daar nie<br />

bemes word nie. Die goue reël is om ‘n<br />

mengsel van 85 tot 100 kilogram kunsmis<br />

per hektaar by te voeg, ongeag die<br />

samestelling.<br />

DIE BIOLOGIESE BALANS<br />

Indien die 140 kilogram Rhizobium stikstof<br />

en 60 kilogram residuele stikstof in ag<br />

geneem word, benodig die sojabone nog<br />

Finally good news for Orange River flood farmers<br />

Almost two years after the 2<strong>01</strong>0/11 floods in the Orange River, there is<br />

finally good news for farmers who repaired the protection walls and levees<br />

as emergency works on their properties with own funding or overdrafts.<br />

They will receive payment from the<br />

provincial department of agriculture,<br />

land reform and land affairs on the<br />

basis of what they spent on the re pair<br />

works or according to govern mental<br />

tariffs, whatever the lesser option may be.<br />

Infrastructure, which is regarded as soil<br />

conservation works in terms of the Conservation<br />

of <strong>Agri</strong>cultural Resources Act, 1983, must<br />

however conform to require ments and<br />

specifications set by engineers. The flood was a<br />

terrible ordeal for farmers during December<br />

2<strong>01</strong>0 and January 2<strong>01</strong>1 and was a stark<br />

reminder of the 1988 floods and even floods<br />

of previous years. After the water had<br />

subsided there were severe losses to land and<br />

crops, and in some instances the force of the<br />

water destroyed entire livelihoods. The farmers<br />

had the sympathy of all of South Africa.<br />

For days government officials and<br />

representatives of the farming community<br />

inspected the area. Intense efforts to calculate<br />

the cost followed and while most of the fields<br />

were still under water it was estimated that the<br />

damage amounted to R3,8 billion. This<br />

makes it one of the biggest disasters ever in<br />

South Africa, even compared to the 1988<br />

floods caused by the same river. Eventually the<br />

cost was lower, but still a hair raising R2,76<br />

billion. Recalculations and verification of these<br />

assessments were made by specialised service<br />

providers, appointed by the National Disaster<br />

Management Centre and the final figure<br />

amounted to R1,136 billion.<br />

The difference between the original<br />

estimate and the verification reports was<br />

mainly because crop damage was excluded<br />

from verification; the original sample of<br />

farms/agricultural areas assessed was not<br />

representative; the initial assessment was not<br />

done by engineers or infrastructure specialists<br />

and the inaccurate assessment of insured and<br />

non-insured infrastructure were calculated<br />

incorrectly because of time constraints.<br />

Bulvrugbaarheid: Wees op jou hoede hiervoor<br />

Al het jou bul of trop bulle ‘n wonderlike geskiedenis, kan vrugbaarheid baie vinnig ‘n duur terugslag<br />

toegedien word. Verlede jaar was alles nog klopdisselboom met Suid-Afrikaanse veeboere se kuddes, maar<br />

hierdie jaar se aanteel is baie swak.<br />

Wees op jou hoede vir die volgende:<br />

1. Beserings van enige aard wat fisiese<br />

teelvermoë bemoeilik soos beserings aan<br />

die voet, knie of heup of spierbeserings.<br />

2. Beserings aan die skrotum soos<br />

rypskadeletsels, littekens van ‘n wond,<br />

rowe of enigiets wat inmeng met die<br />

temperatuurreguleringsmeganisme van<br />

die skrotum, wat vrylik moet kan rek of<br />

krimp om sperm teen hitte- of kouestres te<br />

beskerm.<br />

3. Swak liggaamskondisie voor teling. Is<br />

voor teeltyd, wat ‘n bul vir tot agt weke<br />

onvrugbaar kan laat.<br />

gebiede. Om skade te vermy of te beheer,<br />

kan die volgende gedoen word:<br />

Laat die bulsemen net voor teeltyd ontleed.<br />

Toets die koeie vir dragtigheid so vroeg soos<br />

30 dae ná aanvang van die teelseisoen. As<br />

daar fout met die bulle is, sal dit dan gou vir<br />

regstellende aksie binne die gewenste teeltyd<br />

sigbaar wees.<br />

Merk gerus al die koeie wat positief vir<br />

dragtigheid toets. Dit is belangrik om hulle<br />

weer te toets voor 85 dae om fetusreabsorbering<br />

te identifiseer. Wanneer ‘n<br />

koei 70 tot 85 dae dragtig is, is dit ook die<br />

beste tyd om die fetus se geslag met<br />

ultrasoniese skandeerders te bepaal. a


Kwanalu land audit:<br />

Results exceed expectations<br />

In 2005 at the National Land Summit<br />

farmers called for a national land audit.<br />

This call was repeated at various events<br />

since 2005, however, little or nothing<br />

has been done to get the ball rolling.<br />

The Kwanalu Board of Governors, realising<br />

the importance of a land audit, decided that<br />

Kwanalu should proceed with such an audit.<br />

The reasons being:<br />

There is no single source of information on<br />

the ownership patterns of agricultural land.<br />

The target of the 30% transfer of whiteowned<br />

agricultural land set out by the<br />

government does not appear to be<br />

measured.<br />

The ability to present a view of how much<br />

of the land is already black owned, is<br />

needed.<br />

Various other land transformation<br />

strategies/policies exist.<br />

The matter has an unknown impact on the<br />

stability of the agricultural sector and<br />

unknown implications for food security in<br />

South Africa.<br />

We further believed that our ability to lobby at<br />

a municipal, provincial and national level is<br />

significantly limited without having a factual<br />

base of information. Furthermore, calls such<br />

as “your land must be limited”, “expropriation<br />

without compensation”, “reopen restitution”,<br />

“buying more land because “only 6% of land<br />

has been transferred”, are mootet all this on<br />

the back of perceptions. It was decided that<br />

to implement the project:<br />

An alternative approach be used to ensure<br />

useful and relevant information is<br />

gathered;<br />

A questionnaire, which details all of the<br />

information required for analysis, be<br />

drawn up;<br />

A questionnaire be linked spatially (by<br />

means of a map) to individual properties<br />

to enable the effective reporting on<br />

ownership patterns, as well as other key<br />

indicators;<br />

All urban areas, traditional authority areas<br />

and conservation areas be excluded;<br />

A standalone data capture form be<br />

created with definitions;<br />

Digital maps for establishing a spatial link<br />

be made available;<br />

Pilot projects had to be run in seven<br />

farmers’ associations;<br />

There should be value-add for farmers’<br />

associations;<br />

Workshops arranged for implementation<br />

should include “live” demonstrations and<br />

hands on use by members; and<br />

Forms, spatial data and relevant<br />

information should be available.<br />

Some very useful lessons were learnt after the Kwanalu land audit project across KwaZulu-Natal had been<br />

implemented, says Sandy La Marque, CEO of Kwanalu. The initial results have been without a doubt worth<br />

every ounce of effort by the members and administration, she says.<br />
