‘n Saluut vir die vroue
Augustusmaand word vroue regoor Suid-
Afrika herdenk vir hulle groot bydrae en
rol op verskeie vlakke in die same lewing.
Dit laat ‘n mens dink aan al die formidabele
vroue wat in die geskie denis letterlik en figuurlik
diep spore getrap het. Daar was dié wat in
Suid-Afrika kaalvoet oor berge vir vryheid
geloop het en dié wat kaalvoet in stofstrate vir
demokrasie baklei het. Ander presteer op talle
gebiede binne die Suid-Afrikaanse same lewing,
dra medaljes by die Olimpiese Spele weg,
sit in senior bestuursposisies rondom die
konferensietafel, en lewer ‘n reusebydrae om
die Suid-Afrikaan se samelewing glad te laat
verloop en na nuwe hoogtes uit te bou. Ander
vermag nie noodwendig dade wat koerantmanne
en -vroue laat regop sit nie, maar
hulle bydrae om kinders in volwaardige en
produktiewe volwassenes te omskep, ‘n skouer
te verleen aan ‘n man onder dak en vele
ander rolle, verdien eweneens medaljes.
En dan is daar die boervrou wat lankal nie
net meer met ‘n lepel langs die stoof aangetref
sal word nie, maar as medevennoot en dikwels
die senior vennoot, op vele plase in Suid-Afrika

e doen ook opheffingsaardighede
en skep werk

The Cement & Concrete
Institute (C&CI) published
an updated, revised version
of one of its popular and
durable publications, Farm
Reservoirs. First published in
1984, Farm Reservoirs is a manual dealing with
the use of concrete for water retaining structures
for irrigation, watering stock, farm dams,
swimming pools, and household use. It has in the
past 28 years been widely used as reference book
by thousands of members of the rural community
and owners of smallholdings in urban areas. The
free, 52-page A4 publication deals with the
construction of circular reservoirs with reinforced
concrete walls, as well as those with walls of fired
clay bricks, concrete masonry, and corrugated
galvanised steel. Guidelines for reservoirs built
with travelling moulds are included. Rectangular
reservoirs and swimming pools, elliptical swimming
pools, and drinking troughs are the topics of other
chapters, while data for estimating the quantities
of materials required is also provided.

Onlangse gebeure en standpunte
van gesaghebbende instansies het
weer aangetoon dat ‘n boer se
visie veel verder as sy grensdrade
moet strek as hy sy boerdery met
sukses deur die uitdagende en
selfs gevaarlike stroomversnelling
van die mark, die ekonomie, ons
diverse samelewing en die politieke
besluite wat daaromtrent geneem
word, wil stuur.
Goeie kennis van markvooruitsigte,
klimaatrisiko’s,
tegnologiese innovasie, die
effek van eskalerende koste
soos dié van water en
elektrisiteit op winsgewendheid, voldoening
aan ‘n strenger arbeidsbedeling, minder
ondersteuning met finansiering, vrae oor die
uitkoms van die gronddebat en nog vele
meer, is ‘n vereiste om die regte besluite oor
die bestuur en toekoms van elke boerdery te
neem. Weliswaar kan van hierdie faktore
beter verstaan en tot ‘n mindere of meerdere
mate deur gesamentlike optrede beïnvloed
word – dit is tewens waarom die georganiseerde
landbou en landboubesighede daar is
– maar die interpretering en toepassing
daarvan op plaasvlak bly in ons markgedrewe
stelsel die verantwoordelikheid van individuele
boere.
In ‘n sukkelende wêreldekonomie blyk
landbou in die kort- en langtermyn een van
die min sektore met besondere groei
moontlikhede te wees. Tewens, landbou sal
uitermate goed moet presteer om aan die
groeiende voedselvraag te voorsien. Die
Wêreldbank en die Voedsel- en Landbou-
organisasie van die
Verenigde Nasies sê
onderskeidelik dat
landbouproduksie
teen 2030 met 50%
sal moet toeneem en
teen 2050 sal moet
verdubbel om aan die
basiese vraag na
voedsel te voldoen. Vir
landbou beteken dit ‘n
potensiële bloeitydperk
waarop
gekapitaliseer kan
word, natuurlik mits die beleidsomgewing
ondersteunend tot die produksie-omgewing
sal wees.
In die korttermyn is multilaterale regeringsinstansies
en regeringleiers van die G8 en
G20 bekommerd oor die tans lae voedselvoorrade
en veral die kwesbaarheid van
Afrikalande, suid van die Sahara. Die Global

beïnvloed deur ‘n magdom
faktore en onsekerhede waaroor
‘n individuele boer min of geen
invloed het nie. Daarom moet
‘n hedendaagse boer meer
insig hê as om net goed na
die tegniese aspekte van sy
boerdery om te sien.
Onsekerhede vereis insig
Food Security Index van die Economist
Intelligence Unit plaas Suid-Afrika 40ste op ‘n
ranglys van 105 lande ten opsigte van
voedselsekerheid met inagneming van faktore
soos bekostigbaarheid, beskikbaarheid,
kwaliteit en veiligheid. Hoewel Suid-Afrika in
Afrika voorloop met voedselsekerheid, word
‘n aantal risiko’s tog uitgelig. Craig Binetti,
president vir voeding van DuPont wat dié
studie geborg het, sê dat programme in plek
moet kom om armes teen voedselprysskokke
te beskerm, Suid-Afrika se skaars hoë-
potensiaallandbougrond moet ten beste vir
produksie benut word. Innoverende tegnologie
is nodig om grondvrugbaarheid te
verbeter en skaars waterhulpbronne moet
deur beter samewerking beskerm en ontwikkel
word vir doeleindes van volhoubare voedselproduksie.
Van korttermyn-belang is die droogte in
die VSA wat die graanoes geknou en
graanpryse laat eskaleer het. Dié gebeure het
‘n wye impak op die landbou van Suid-Afrika
en van die streek. Van ons buurlande, soos
Zimbabwe, is reeds in ‘n kritieke tekortsituasie.
Benewens die menslike vraag na mielies
is suiwel-, braaikuiken-, eier- en vleisproduk-
sie direk op mielies as
inset aangewese.
Hoe hierdie
omstandighede in ‘n
volgende produksiesiklus
kan uitrol, is
reeds ‘n onderwerp
van bespreking in
verskeie landboubedryfsvertakkinge
en
onder boere wat
daarby ‘n belang het.
Die vakverbond
Cosatu het ook
onthuts gereageer op skerp mielieprysstygings
in Junie 2012 en beswaar gemaak dat
uitvoerpariteit as maatstaf vir binnelandse
prysvlakke gebruik word met ‘n beroep op die
Mededingingskommissie om hierdie praktyk te
ondersoek en dat die regering hierdie
benadering tot prysvorming moet verbied. Dis
egter nie ‘n verrassing dat Cosatu swyg oor
wat so ‘n benadering vir Suid-Afrika as
beleggingsbestemming en as handeldrywende
land inhou nie.
Dit is voor-die-hand-liggend dat die pryse
van landbou- en voedselprodukte maklik
politiseerbaar is, veral in ‘n land soos Suid-
Afrika waar ‘n kwart van die bevolking
werkloos is en die jeug ‘n al hoe groter deel
van ‘n hulpbehoewende gemeenskap
uitmaak. Buiten dat die hoë koste van
maatskaplike toelaes ‘n bykans ondraaglike
en onvolhoubare las op die belastingbasis
plaas, het die Wêreldbank onlangs ook
gewaarsku dat Suid-Afrika se groeimoontlikhede
afwaarts aangepas moet word omdat
dié land se inkomste-verdeling uiters skeef is
(die top 10% verdien 58% van inkomste en
die onderste 50% slegs 8% van inkomste) en
‘n hoër ekonomiese groeikoers slegs
haalbaar is indien die ekonomie meer
inklusief is.
Teen dié agtergrond is ‘n onlangse
opmerking van president Zuma teenoor
Johannes Möller van Agri SA veelseggend,
naamlik dat landbou se belangrikste bydrae
sy vermoë is om te verseker dat Suid-
Afrikaners voedselsekerheid ondervind. Die
vraag kom dus onwillekeurig na vore: waar
laat dit ons as Suid-Afrikaners met belangrike
beleidskeuses wat gemaak moet word oor
van die aspekte wat hierbo aangeroer is?
Sekerlik is groter inklusiwiteit en deelname
aan landbou – populêr “transformasie”
genoem – ‘n belangrike uitdaging waarvan
ons nie kan wegskram nie. Hoewel “produksiedissipline”
een van die uitgangspunte van
die Groenskrif oor Grondhervorming is, het
die restitusieprogram in ‘n meerdere en die
grondherverdelingsprogram in ‘n mindere
mate tot dusver afbreuk aan voedselproduksie
gedoen. Dit kan teen die agtergrond van
potensieel groter voedselskaarste en
waarskuwings soos deur Craig Binetti oor die
interpretering van die Global Food Security
Index nie verder toegelaat word nie.
Kommersiële landbou sal steeds ‘n
sentrale rol moet vervul met die handhawing
van voedselsekerheid in belang van ‘n
stabiele, groeiende Suid- >>> bladsy 14

Recent events and views expressed
by authoritative organisations
have again shown that a farmer’s
vision should extend far beyond the
boundaries of his farm if he is to steer
his businesses successfully through
the challenging and even dangerous
rapids of the market, the economy,
our diverse society and the political
decisions made in this regard.
Sound knowledge of market
prospects, climate risks, technological
innovation, the effect of
escalating costs such as those of
water and electricity on profitability,
compliance with a more stringent labour
dispensation, less financial support, questions
regarding the outcome of the land debate,
etc. is a prerequisite for making the right
decision on the management and future of
each farming operation. In fact, some of
these factors can be better understood and to
a lesser or greater extent be influenced
through collective action – which is, after all,
why organised agriculture and agribusinesses
exist – but the interpretation and implementation
thereof at farm level within our marketdriven
system remain the responsibility of
individual farmers.
In a struggling global economy, agriculture
appears to be one of the few sectors with
exceptional growth possibilities in the short
and long term. In fact, agriculture will have to
perform extremely well to meet the growing
demand for food. The World Bank and the
Food and Agriculture Organisation of the
United Nations, respectively, believe that
agricultural production would have to
increase by 50% by 2030, and double up by
2050, in order to meet the basic demand for
food. For agriculture this means a potential
boom period on which it can capitalise,
provided, of course, that the policy environment
is supportive of the production
environment.
In the short term, multi-lateral governmental
organisations and government leaders of
the G8 and G20 are concerned about the
low food supplies and especially the
vulnerability of African countries south of the
Sahara. The Global Food Security Index of
the Economist Intelligence Unit places South
Africa 40th on a list of 105 countries in terms
of food security, bearing in mind factors such
as affordability, availability, quality and safety.
Although South Africa is the leader in Africa
when it comes to food security, a number of
risks are nevertheless highlighted. Craig
Binetti, president of Nutrition of DuPont,
which sponsored this study, says programmes
must first be in place to protect the poor
against food price shocks. South Africa’s
scarce high-potential agricultural land must
be optimally used for production purposes;
innovative technology is needed to improve
soil fertility, and scarce water resources must
be protected through better co-operation and
developed for purposes of sustainable
production.
Of short-term importance is the drought in
the USA which devastated the grain crop,
causing grain prices to escalate. These events
have a widespread impact on agriculture
within South Africa and in the region. Some
of our neighbours, such as Zimbabwe, are
already in a critical situation. Besides human
demand for maize, other industries such as
dairy, broiler, egg and meat production also
depend directly on maize as input.
The way in which these conditions could
play out in the next production cycle is
already the subject of discussion in various
commodity branches and among farmers
who have an interest in this regard. The
labour union confederation Cosatu has also
responded sharply to the escalation in the
maize price during June 2012 and objected
to export parity being used an a measure for
domestic price levels, calling on the
Competition Commission to investigate this
practice and demanding that government
prohibit this approach to price formation. It
does not come as a surprise, however, that
Cosatu remains silent on the implications of
such an approach for South Africa as an
investment destination and trading country.

Uncertainties demand insight
It is obvious that
the prices of
agricultural and food
products are easy to
politicise, especially in
a country such as
South Africa where a
quarter of the
population is
unemployed and the youth make up an everincreasing
section of an indigent community.
Besides the fact that the high cost of social
grants places an almost unbearable and
unsustainable burden on the tax base, the
World Bank recently also warned that South
Africa’s growth possibilities should be
adjusted because the country’s distribution of
income was extremely skew (the top 10%
earn 58% of income, while the bottom 50%
only earn 8%) and that a higher rate of
economic growth would only be possible if
the economy becomes more inclusive.
Against this background, a recent remark
that President Zuma made to Johannes
Möller of Agri SA is significant, namely that
agriculture’s most important contribution was
its ability to ensure that South Africans enjoy
food security. The question is therefore: where
does this leave us as South Africans, given
the important policy decisions that must be
made regarding the aspects raised above?
Greater inclusivity and participation in
agriculture – popularly referred to as
“transformation” - certainly posed a
formidable challenge which we will have to
address. Although “production discipline” is
one of the points of departure in the Green
Paper on Land Reform, the restitution
programme has to date to a greater or lesser
degree detracted from food production. This
can no longer be allowed given potentially
greater food scarcity and warnings such as
those issued by Craig Binetti regarding the
interpretation of the Global Food Security
Index.

Stewige finansiële resultate vir NWK
Die NWK-groep het besonder goed presteer die afgelope finansiële jaar
met die nabelastingwins die beste ooit, positiewe kontantvloei en ‘n
gesonde balansstaat. Dié prestasie is behaal te midde van dalende
inkomste teenoor die vorige jaar (14 maande). Vir die finansiële jaar tot
30 April 2012 het die groep ‘n inkomste van R2 768,1 miljoen aangeteken,
met ‘n nabelastingwins van R184,8 miljoen. Die kontantvloei uit
bedryfsaktiwiteite het met 32% toegeneem. Die aandeleprys het met 58%
toegeneem en die verdienste per aandeel het met 79% gestyg.
Verskeie besigheidseenhede het in die jaar voordeel uit volume-groei
getrek. Graanvoorraad het teen jaareinde tot baie lae vlakke gedaal en
dit sal resultate van die komende jaar negatief beïnvloed. NWK se
graansegment het goed presteer. Verskeie faktore, soos waardetoevoeging
op graan in opberging, kreatiewe bemarking en winste op die
termynmark, het tot die goeie resultaat bygedra. a
Eskom raises funds for orphaned children
Well-known women in the public and business sectors attended Eskom’s
charity fundraiser, Joy & Jewels in August in Johannesburg. Each year, the
Eskom Development Foundation chooses a national charity, in line with
the themes of its corporate social investment framework, as the
beneficiary of the Joy & Jewels fundraiser event. This year, the Foundation
is focusing on creating
awareness about the plight of
orphaned and vulnerable
children in South Africa. Their
2012 beneficiary is the National
Association of Childcare
Workers (NACCW).

Call to legalise international ivory trade
Calls to a United Nations conservation meeting in Geneva to allow legal ivory trade
in an effort to curb the surge in elephant poaching, is a move in the right
direction, says the SA Hunters and Game Conservation Association (SAHGCA).
“It would appear that the reality of the lucrative illegal trade in ivory and rhino
horn has finally dawned on decision-makers in the conservation field,” says Dr Herman Els,
manager of conservation matters at SAHGCA. The proposal, which was submitted on behalf
of the Convention on International Trade in Endangered Species (CITES) to the UN conservation
meeting, makes provision for a centralised system to facilitate the trade in ivory from
elephants that either died of natural causes, as a
result of trophy hunting, or animals that have been
culled for ecological reasons. Els says the world
can no longer ignore the fact that there is a
market, albeit illegal at present, for animal
products such as ivory and rhino horn. “Legalising
the ivory trade can pave the way towards legalising
the trade in rhino horn for exactly the same
reasons, namely to stifle rhino poaching.” a
New position at PANNAR SEED
PANNAR SEED appointed Nico Barnard as new research agronomist. This is a
new position created in the technical services division. Barnard, who holds a
BSc (Agric) (Hons), has worked as an agronomist in the Heidelberg area since
2009. He will drive and coordinate PANNAR’s agronomic research. a

Mondi, government and
eight communities sign
agreements
Mondi announced that another eight forestry
land settlement agreements have recently been
signed, covering seven settlements in Kwa Zulu-
Natal and one in Mpumalanga. The Msibi
community of Piet Retief, the Ngcolosi and
Mthembu-Sithole communities of Kranskop,
the Kewulane and Bathenjini communities
from Vryheid and the AmaHobe, Madlala and
Ngubane communities from the Howick area,
signed land settlements at the end of June. a

makes history
Agri SA and Cosatu made history by meeting for the first
time to discuss matters of interest, which were not limited
to labour issues, reports Hans van der Merwe, executive
director, Agri SA.
The discussions were facilitated by political analyst Moeletsi Mbeki
and the delegation included the president and Deputy president
of Agri SA, Johannes Möller and dr Theo de Jager. Johannes
Möller placed some issues on the table, including the interests of
commercial farmers and those of the workers who work the land,
those who have lost their income due to land redistribution and land reform
processes, as well as food security and rising food prices.
A critical matter raised was that there were many perceptions of farmers and
their ways. Möller said farmers also have many perceptions about trade unions
and their ways. Without a process of gaining trust, these two organisations
would not be able to work constructively on a better relationship.
He said Agri SA supports the sentiments expressed in the Vision 2030
document and the vision to create jobs. Since agriculture is one of the sectors
identified to create jobs, Agri SA submitted comprehensive comments on the
document. He gave some back ground on the establishment of the first
Agricultural Sector Plan, which was developed in 2001, and the current
process around a new Integrated Growth and Development Plan (IGDP) as a
vehicle to achieve certain targets set for the sector. The IGDP deals with a
range of issues to ensure
the growth of the sector.

there could differences on issues of detail.
Other issues discussed were safety and violence on farms, corruption,
audit on land ownership, the Protection of State Information Bill, electricity
and other administered prices, research to establish high-quality and
credible information on farm- and employment-related matters as well as
environmental issues.
The state of education, farm schools, transport of school children,
agricultural and FET colleges and other training opportunities for workers
were also discussed.
It was agreed that a strategy would be developed for further
engagement on priority issues. a

afgewyk sal word; dat hy Agri SA se same -
werking verlang om met gevallestudies die
plaaslike toepassingsmoontlikhede van die
Land Rights Management Board te ondersoek;

sal verkry oor ‘n Agri SA-projek waar -
deur eienaarskap van grond bepaal word.
In opvolging hiervan het ‘n Agri SAafvaardiging
op 20 Julie 2012 toeligting aan
minister Nkwinti verskaf oor werk wat
Kwanalu en Vrystaat Landbou met ‘n
grondoudit doen. Die Minister het gereël dat
samewerking hiermee op administratiewe
vlak verder gevoer word. a

These women are making their mark
in male territory
LIVHUWANI NGWEKHULE, TRANSFORMATION MANAGER, AGRI SA
As South Africa celebrated women’s day in August, it is good news that a number of successful female farmers
are making their mark in predominantly male territory. Pamela Margaret Fyvie or Pam as she’s popularly
known, is the department of agriculture, forestry and fisheries’ Female Entrepreneur of the Year. She farms on
Deveron, some 15km outside Harrismith in the Free State.
Pam grew up on a farm in KZN and
this is where her passion for
farming originates. After
graduating with a zoology degree
from the University of KwaZulu-
Natal, she married Neil, and the couple
moved to the farm near Harrismith.
Livestock, maize, wheat and potatoes were
the main commodities originally cultivated
on the farm. The farm was however not
profitable, and they were running deeper into
debt and banks were reluctant to lend them
more money.
Strategy change
Pam started an apple fruit enterprise on the
farm, as this was not a commodity cultivated
in the area at the time. Pam and a number of
other farmers in the area were told that fruit
would do well in the area due to the altitude
and cold climate and that it will be available
in the market at other times than fruit from
the Cape, resulting in a premium for the
farmers.
The first apple trees were planted in 1993
on only six hectares and the first fruit were
picked in 1996. More apple trees were
planted and the area under apple cultivation
gradually increased at the expense of potato
cultivation to the current 62ha. All the apple

trees are covered with shade cloth to prevent
hail damage. This however increased costs
per hectare and was also a disadvantage
because they had to compete with Cape fruit
that is planted in the open.
Today, the apple enterprise produces
around 50-80 tons per hectare, has the
highest value on the farm and the farm
exports to Europe, the Far East, as well as to
other African states. Although the decision to
start the apple enterprise was a huge risk, it
eventually paid off, says Pam. The other
commodities on the farm include 20ha
berries, 1 500ha maize and beans, and
some 1 000 Bovelder cattle.
Pam used most of her winnings from the
competition to buy 427 Mutton Merino
sheep from Parys. She manages her beef
efficiently and managed to achieve a 93%
calving rate last year, an exceptional
achievement. Record keeping is important
and this helps with planning and forecasts.
Support
Pam hails the support she receives from her
husband, who allows her implement new
ideas on the farm. She is also thankful to the
financiers who supported her when times
were tough and to the department for their
recognition of her success. Her workers have
learnt to use sophisticated, modern operating
equipment and have obtained apple production
skills that did not exist in Harrismith
before. Pam employs 110 permanent
labourers and they often increase to 380
during peak seasons. The seasonal workers
comprise 90% women, helping many more
households to have food on the table.
Cyndi Radebe, who works on the farm, is
the current Female Farm Worker of the Year
of the Free State. She convinced Pam to start
a crèche for the kids on the farm. This has
been operating for two years now. Pam
renovated a building for this purpose, pays
the crèche teacher, while Cyndi makes sure
everything runs smoothly at the crèche.
From her winnings as Female Farm
Worker of the Year, Cindi bought cattle from
Pam and she’s also now running a beef
enterprise on the farm. This adheres to Pam’s
high standards. Cindi also manages the sale
of the apples and other farm produce to the
local communities.
Mentoring and empowerment
Pam is currently mentoring neighbouring
cattle farmers, who are beneficiaries of land
reform programmes.
Agri SA applauds Pam and Cindi’s
dedication, hard work, mentorship and
generosity to others. Well done and keep it

Wetlikgesproke word vereis dat die
voertuig padwaardig moet wees en dat die
bestuurder oor die nodige lisensie en
bedryfspermit moet beskik. Wanneer persone
op ‘n oop trok vervoer word, moet die
voertuig relings van ten minste 350mm hê,
indien die passasiers sit. Vir staande
passasiers moet die relings 900mm hoog
wees. Geen betalende passasiers mag op dié
wyse vervoer word nie.
Werkgewers het ook ‘n verantwoordelikheid
in terme van die Wet op Beroepsbeserings
en -veiligheid om ‘n veilige
werksomgewing te verseker. Daar is ‘n risko
van siviele- asook strafregtelike aanspreeklikheid
indien werkers wat vervoer word op ‘n
voertuig van die werkgewer óf deur ‘n
bestuurder wat in diens is van die werkgewer
beseer óf gedood word. Kriminele vervolging
kan plaasvind waar daar nalatigheid aan die
kant van die bestuurder of die eienaar van die
voertuig was. Oortredings van die bepalings
van die Padverkeerswet met betrekking tot
roekelose bestuur, bestuur onder die invloed
van drank, die nie-padwaardigheid van die
voertuig en die bestuur sonder die nodige
lisensie stel alles misdrywe daar wat vervolg
kan word. Dit is wel so dat siviele eise
normaalweg gedek sal word deur die Motor -
voertuigongeluksfonds.
Werkgewers kan potensieel ook middellik
aanspreeklik gehou word vir die nalatige
optrede van ‘n werknemer wat ‘n voertuig in
die loop van sy of haar diens bestuur en in ‘n
ongeluk betrokke is. Die werkgewer word met
ander woorde aanspreeklik gehou vir iemand
anders se nalatigheid, uit hoofde van die

Integrated Farmer
Forum’s fourth meeting
LIVHUWANI NGWEKHULE, TRANSFORMATION MANAGER, AGRI SA
Agri SA’s Integrated Farmer Forum (IFF) held its
fourth meeting on 17 July 2012 in Centurion. The
IFF comprises of black farmers within the Agri SA
structures as well as role players who share the vision
of sustainable agricultural development in South
Africa. The Forum was established in May last year.
Experts were invited to attend the Forum’s recent meeting to
share their expertise in assisting the meeting to make
informed decisions and resolutions. Dr Theo de Jager,
vice-president of Agri SA, discussed developments at the
ANC policy conference held in June, as well as progress
with the Green Paper on Land Reform, which is being dealt with
through six sub groups. Dr De Jager informed the Forum that the
ANC policy conference resolved not to change the Constitution and
that restitution claims would only be opened for the Khoisan people
and historically important sites such as certain graveyards.
Agri SA’s advisor, Kosie van Zyl, made a presentation about
agricultural insurance, as some Forum members complained in the
past that they could not afford agricultural insurance and that natural
disasters result in their financial ruin. Van Zyl indicated that Agri SA is
investigating a policy scheme in conjunction with an insurance firm.
This could, among others, entail a subsidy on insurance premiums,
as is the case in many other countries. Agri SA plans to approach the
government as representative body of all role players in organised
agriculture, and therefore needs the support of other organised
agricultural organisations.
The department of agriculture, forestry and fisheries’ division for
co-operatives and enterprise development informed the meeting
about the re-launch of the AgriBEE fund. Dr Amon Myeni of the
department said that the fund is aimed at black farmers who want to
acquire shares in an existing agricultural entity. The aim is to
promote black people’s participation in the agricultural value chain.
The fund will be administered by the Land Bank. Assistance will be in
the form of a grant, but an own contribution of 10% will be required
for funding up to R5 million. For bigger amounts a contribution of
20% is required. Dr Myeni said that the fund will officially be
launched later this year and that the minister of agriculture, fisheries
and forestry, Tina Joemat-Pettersson would be present. The scheme
has however already been in operation since its unofficial launch on
12 July 2012. Members of the Forum showed keen interest in the
scheme and as the previous AgriBEE fund was not very successful,
requested to receive regular updates of the fund’s progress.
Dr Myeni was included as an ex-officio member of the Forum.
SK Makinana of the National Wool Growers Association (NWGA)
informed the Forum of a successful farmer development programme
managed by the NWGA. This ram project has been running for
more than ten years in the Eastern Cape and is aimed at improving
the genetics, quality of the fleece, classing, sheep health and
nutrition of the sheep of developing farmers. Approximately 3 000
rams were introduced to the herds of developing farmers at a rate of
40 sheep per ram. The project led to the improvement of wool from
222 610kg in 97/98 to 2 807 161kg in 2009/2010 with a
comparative value of R1 502 908 to R64 676 989. a

Agbiz launches new
corporate identity at congress
Agbiz, also known as the Agricultural Business Chamber, launched
its new corporate identity at its recent congress. The official name of
Agricultural Business Chamber will not be replaced. The slogan adopted
was “The way to prosperity”.
In line with its slogan, Agbiz held its
biannual congress at the beginning of
June in KwaZulu-Natal. Various speakers,
local and international, told the congress
about the importance of the agricultural
sector and value chain in the development of
the South African economy. Prof Marcos Fava
Neves of the University of Sao Paulo in Brazil
said that industries such as bio-fuels, plastics,
cosmetics and electricity are starting to com -
pete for agricultural products. Agriculture is no
longer just about food production. However,
according to Prof Neves, Latin America and
Africa have the potential to meet the evergrowing
demand for food in the world.
Prof André Jooste of the National Agricultural
Marketing Council told the congress that South
Africa’s poorest communities were spending at
least 36,4% of their income buying food. This
means that high food prices have a greater

Africa, since the affordability of food is
becoming an issue. It is therefore important for
government and industry to get a better
understanding of what is going on in the food
value chain. “This will provide solutions and
opportunities to design better policies, and guide
investment,” he said. He added that food prices
had not stopped rising even though inflation had
remained within reasonable bounds. It was,
however, unfortunate that the rural poor were
buying food at about 20% more than their
urban counterparts because of high petrol
prices, among other costs. He urged confe rence
delegates to lobby government to increase its
budget for agriculture, saying there was clear
proof of how such investment bene fited the
economy in countries such as Brazil.
One of the highlights of the conference
was the agribusiness student case competition.
Sixteen top agricultural economics and
agribusiness students from major universi ties
across the country were selected to participate
in this initiative, endorsed by IFAMA. Students
represented the University of the Free State
(UFS), University of KwaZulu-Natal (UKZN),
University of Pretoria (UP), University of Fort Hare
(UFH), University of Stellenbosch (US) and the
North-West University (NWU). For the
competition the 16 students were divided into
four teams. Each team received the same
case concerning the situation a real company
(in this case Mosstrich Ltd) had to address.
The company is operating in the ostrich
industry which finds itself in a crisis due to the
ban on exports to Europe after the outbreak
of Avian Influenza (AI). The teams were given
six hours to analyse the business case and to
propose a business-oreinted solution to help
the industry survive the crisis. a

Infrastructure in Africa
discussed at conference
The NEPAD Business Foundation held its annual
conference on infrastructure in Africa in July. The
need for infrastructure development in emerging
markets is critical.
In most African countries, particularly the lower-income
countries, infrastructure emerges as a major constraint on
doing business. The cost of addressing Africa’s infrastructure
needs is estimated around $93 billion a year, according to the
World Bank. The conference presented stakeholders with an
opportunity to unpack the enormous growth potential in addressing
Africa’s infrastructure needs. Africa, with a population exceeding
one billion people is well placed as an emerging market, keen for
investment and growth, and, as a continent, has successfully main -
tained an average growth rate of 4% for the past few years.

Die beginsel van Rhizobium by
peulplante het navorsers en
produsente wêreldwyd
aangegryp, want dit produseer
knoppies op die wortels. Lusern
is een van die topproduseerders, waar
Rhizobium tot 250 kilogram stikstof per
hektaar en selfs meer, kan bind.

aan dat die totale plant egter 280 kilogram
stikstof benodig vir produksie.
DIE STIKSTOF-DILEMMA
Dit wil voor kom asof die sojaboon plant
geprogrammeer is om op die hoeveelheid
grondstikstof te reageer. Indien die grondresiduele
stikstof van die voorafgaande
gewas hoog is en stikstof bemes word,
produseer dit doodeenvoudig minder of
geen knoppies. Navorsers het bepaal dat
die knoppiesbakterieë aan 40 tot 60% van
die plant se stikstofbehoeftes kan voorsien.
Die groot vraag is net waar die stikstof dan
vandaan kom as die plant weier om hoë
bemesting te benut?
Baie produ sente het al in die strik getrap
om meer stikstof te bemes, sonder om
resultate te behaal. ‘n Topbemesting wat 30
tot 40 dae ná plant bygevoeg word, mag
wel resultate lewer indien die grondstikstof
laag is.
BRON VAN STIKSTOF
Rhizobium-stikstof
Vir die produksie van 3 ton sojabone kan
die knoppiesbakterieë krediet gegee word
vir ± 140 kilogram stikstof per hektaar.
Dit is slegs op voorwaarde dat sojabone
doeltreffend geënt is met ‘n entstof van ‘n
goeie gehalte en die akkerboukundige reëls
vir wensojabone gevolg word.
Grond residuele stikstof
Wensojabone mag slegs in vrugbare grond
geplant word. Vir 3 ton sojabone kan
aangeneem word dat minstens 7 tot 10 ton
mielies geoes gaan word. Tien ton mielies
lewer ± 60 kilogram stikstof vir die
sojabone. Dit is belangrik om in ag te neem
dat aalwurm wat op bakterieë en swamme
teer, ‘n groot bydrae tot biologiese stikstof
lewer.
Bemeste stikstof
Tydens plant kan 3 tot 12 kilogram stikstof
goeie resultate lewer. Indien die grond
residuele stikstof hoog is, mag daar nie
bemes word nie. Die goue reël is om ‘n
mengsel van 85 tot 100 kilogram kunsmis
per hektaar by te voeg, ongeag die
samestelling.
DIE BIOLOGIESE BALANS
Indien die 140 kilogram Rhizobium stikstof
en 60 kilogram residuele stikstof in ag
geneem word, benodig die sojabone nog

Sojabone is een van die min gewasse waar die beginsel van biologiese vrugbaarheid in ‘n mate deur
navorsers en produsente erken word. Soygro het die afgelope dekade groot vordering gemaak deur
biologie meer doeltreffend in te span vir die verbetering van grondvrugbaarheid, biologiese siekte- en
aalwurm-onderdrukking, asook die voorkoming van mikro-elementtekorte. Daar kan selfs so ver gegaan
word om te sê dat Soygro se biologiese tegnologie, biotegnologie oorskadu.
Die sojabone links is slegs chemies bemes. Dit het ‘n liggroen kleur en weier om te reageer op
stikstof. Die sojas regs het dieselfde bemesting gekry en is ook geënt tydens plant. Dit is groener
met gesonder welige blare en het 30% hoër opbrengs gelewer.

Waar kom dit vandaan? Ander voordelige
organismes wat op plantreste teer en op
wortels en blare lewe, voldoen aan die res
van die plant se stikstofbehoefte. Dit is dus
uiters belangrik dat die produsent verseker
dat die biologiese balans in stand gehou
word, en dat dit onder geen omstandighede
versteur word nie. Oorbemesting van veral
stikstof en onoordeelkundige chemiese
aalwurmbeheer is die groot sondebokke in
dié verband.
WAT KAN BOERE DOEN?
Die Soygro biologiese program bied ‘n
stel goue reëls wat biologiese stikstof op
die totale plant aanspreek.

Finally good news for Orange River flood farmers

Almost two years after the 2010/11 floods in the Orange River, there is
finally good news for farmers who repaired the protection walls and levees
as emergency works on their properties with own funding or overdrafts.
They will receive payment from the
provincial department of agriculture,
land reform and land affairs on the
basis of what they spent on the re pair
works or according to govern mental
tariffs, whatever the lesser option may be.
Infrastructure, which is regarded as soil
conservation works in terms of the Conservation
of Agricultural Resources Act, 1983, must
however conform to require ments and
specifications set by engineers. The flood was a
terrible ordeal for farmers during December
2010 and January 2011 and was a stark
reminder of the 1988 floods and even floods
of previous years. After the water had
subsided there were severe losses to land and
crops, and in some instances the force of the
water destroyed entire livelihoods. The farmers
had the sympathy of all of South Africa.
For days government officials and
representatives of the farming community
inspected the area. Intense efforts to calculate
the cost followed and while most of the fields
were still under water it was estimated that the
damage amounted to R3,8 billion. This
makes it one of the biggest disasters ever in
South Africa, even compared to the 1988
floods caused by the same river. Eventually the
cost was lower, but still a hair raising R2,76
billion. Recalculations and verification of these
assessments were made by specialised service
providers, appointed by the National Disaster
Management Centre and the final figure
amounted to R1,136 billion.
The difference between the original
estimate and the verification reports was
mainly because crop damage was excluded
from verification; the original sample of
farms/agricultural areas assessed was not
representative; the initial assessment was not
done by engineers or infrastructure specialists
and the inaccurate assessment of insured and
non-insured infrastructure were calculated
incorrectly because of time constraints.

treasury and parliament were approached for
funding through the midterm budget of
October/November 2011. The portion
allocated to agriculture amounted to R1.14b
that will be made available over three
financial years, starting in 2012/13.
Agri SA and officials of daff attend a
briefing on the implementation plan for this
assistance at a meeting on 15 June 2012 in
Upington. It was pointed out at the meeting
that large areas are still not yet back into

graanboerdery ten volle produktief te maak.
Ons verkoop dus ‘n hele, goed beplande
pakket aan ‘n boer,” sê Theron.
Dié benadering is tydens John Deere se
produkbekendstelling by Midrand in
Februarie vanjaar aan boere voorgestel en
te oordeel aan die terugvoer van boere,
word dit baie goed ontvang, sê Theron.
‘n Nuwe produkreeks het ook vroeër

Theron glo dat boere in Suid-Afrika oor
die afgelope tien jaar steeds al hoe meer
doeltreffend en winsgewend boer omdat
hulle by tegnologiese ontwikkelings bybly.

Wees op jou hoede vir die volgende:

Kwanalu land audit:
Results exceed expectations
In 2005 at the National Land Summit
farmers called for a national land audit.
This call was repeated at various events
since 2005, however, little or nothing
has been done to get the ball rolling.
The Kwanalu Board of Governors, realising
the importance of a land audit, decided that
Kwanalu should proceed with such an audit.
The reasons being:
There is no single source of information on
the ownership patterns of agricultural land.
The target of the 30% transfer of whiteowned
agricultural land set out by the
government does not appear to be
measured.
The ability to present a view of how much
of the land is already black owned, is
needed.
Various other land transformation
strategies/policies exist.
The matter has an unknown impact on the
stability of the agricultural sector and
unknown implications for food security in
South Africa.
We further believed that our ability to lobby at
a municipal, provincial and national level is
significantly limited without having a factual
base of information. Furthermore, calls such
as “your land must be limited”, “expropriation
without compensation”, “reopen restitution”,
“buying more land because “only 6% of land
has been transferred”, are mootet all this on
the back of perceptions. It was decided that
to implement the project:
An alternative approach be used to ensure
useful and relevant information is
gathered;
A questionnaire, which details all of the
information required for analysis, be
drawn up;
A questionnaire be linked spatially (by
means of a map) to individual properties
to enable the effective reporting on
ownership patterns, as well as other key
indicators;
All urban areas, traditional authority areas
and conservation areas be excluded;
A standalone data capture form be
created with definitions;
Digital maps for establishing a spatial link
be made available;
Pilot projects had to be run in seven
farmers’ associations;
There should be value-add for farmers’
associations;
Workshops arranged for implementation
should include “live” demonstrations and
hands on use by members; and
Forms, spatial data and relevant
information should be available.

Some very useful lessons were learnt after the Kwanalu land audit project across KwaZulu-Natal had been
implemented, says Sandy La Marque, CEO of Kwanalu. The initial results have been without a doubt worth
every ounce of effort by the members and administration, she says.
