territorial waters (12 NM), contiguous zone (24 NM), and EEZ (200 NM) are each measured outward
from the baseline (usually mean low-tide line) along the shore. To the south of Guam, the EEZ
does not extend to the full 200 NM due to the proximity of the Federated States of Micronesia.
