TENDER NOTICE No .Sr.DMM/Agra/Veh.Hiring/11 Date 20-12-2011
Sr. Divisional Electrical Engineer (General) Agra, for and on behalf of president of
President of India, invites sealed open tenders from the contractors/firms having valid for the
following noted work and will be received up to 14.55 Hrs. in the tender box kept in the office of
Sr. DEE/G/AGRA, which will be opened at 15.00 Hrs. on the date(s) mentioned. The form can be
obtained from Sr. Divisional Materials Manager, Agra Cantt on all worked days through cash
payment shown against the work and Rs. 500/- extra if form is required by post. Railway shall not
be responsible for delayed delivery of tender forms by post. Tender for ms will be available 30
days before & up to 11.00 Hrs. on the opening date mentioned therein. In case it happens to be
holiday on opening day, the tenders will be opened on next day at the same time. Cost of the
tender form is not refundable. If any contractor is inter ested to be present at the time of opening of
tender , he may do so at his own expenses. Administration has right to cancel any one or all the
tender s with out assigning any reasons. The tender documents can also be downloaded from
Railway’s website www.ncr.Indian railways.gov.in or goverment of India portal
www.tenders.gov .in and used for quoting, for which the cost of tender documents should be
submitted along with tender in the shape of crossed Demand Draft or Banker ’s Cheque (nonrefundable)
payable at Agra in favour of Sr. Divisional Finance Manager, North Central
Railway, Agra with out which tender form will be rejected. Railway Administration shall not be
responsible for any delay/difficulties/ inaccessibility of the downloading facility for any reason
whatsoever. In case of any discrepancy between the tender documents downloaded from internet
and the master copy available in the office, the later shall prevail and will be binding on the
Tenderer(s). No claim on this account will be entertained. The tenderer shall be required to
deposit earnest money with the tender for the due performance with the stipulation to keep the
offer open till such date as specified in the tender. (Minimum 90 days from the date of opening of
tender) under the conditions of tender . The earnest money should be in cash deposited with
Divisional cashier or in any of the following forms: Deposit receipts, pay orders, demand drafts
duly pledged in favour of Sr. Divisional Finance Manager, North Central Railway, Agra . Failing
which the tenders will be summarily reacted. These forms of earnest money could be either of the
State Banks of India or of any of the nationalized banks. No confirmatory advice from the Reserve
bank of India will necessary. Deposit receipts executed by the scheduled Banks ( other than State
Bank of India and the nationalized banks) should be approved by the Reserve Bank of India for
this purpose. The railways will not, however, accept deposit receipt with out getting in writing the
concurrence of the Reserve bank of India. Tender with invalid earnest money and in shape of
Bank Guarantee will be summarily rejected. Tender submitted against Standing Ear nest Money
will not be accepted.

REGULATIONS FOR TENDERS AND CONTRACT FOR THE
GUIDANCE OF CONTRACTORS FOR vehicle hiring WORKS
Meaning of Terms
In these Regulations for tenders and following terms shall have the Definitions meaning
assigned hereunder except where the contest otherwise required:-
(a) “Railway” shall mean the president of the republic o f India or the administrative Officers of
the North Central Railway or of the successor Railway authorized to deal with any matter
which these present are concerned on his behalf.
(b) “General Manager” shall mean the officer in administrative charge of the whole of Railway
and shall mean and include the General Manager of the successor railway.
(c) “Chief Engineer” shall mean the officer in charge of the Stores Deptt. of N. Central Railway
shall and also include the Engineer in Chief, Chief Engineer (Construction) Chief Signal and
Tele- communication Engineer and shall mean include the Chief Engineer/Engineer in Chief,
Chief Engineer (Construction) and Chief Signal Tele- communication Engineer of the
successor railway.
(d) Engineer shall mean the Division/District Engineer/DEE/G/Agra NCR or the Executive
Engineer in Executive charge o f the work and shall include the superior officer of the
Engineering Deptt. Of the Central Railway i.e. Dy. Chief Engineer /Chief Engineer
(Construction) Engineer in chief Signal and Tele- communication Engineer Dy. Chief Signal
and Tele-communication Engineer and shall mean and include the Engineer of the successor
Railway.
(e) “Engineer’s representative” shall mean the SE/SSE in direct charge o f the work and shall
include any residence engineer or sub Engineer or Sub-Engineer or any Inspector of the Civil
Engineering/Signal/Tele-communication Engineering Deptt, appointed by the Central
Railway and shall mean and include the Engineer’s Representative of the successor Railway.
(f) “Contractor” shall mean the per son firm or capacity whether incorporated or not who enters
in to the contract with the railway and shall include their executors administrators,
Successors and permitted assigns.
(g) “Divisional Superintendent” shall mean the administrative officer in-charge of the Division
of Central Railway for the time being and shall mean and include the divisional
Superintendent o f the successor Railway.
(h) “Tenderer” shall mean the person, the firm of company who tender for the works with a view
to execute the works on contract with the Railway and shall include the divisional
Superintendent o f the successor and permitted assigns.
(i) “Limited tenders” shall mean tenders invited from all o r more contractor s on the approved
list of contractor with the Railway.
(j) “Open tenders” shall mean tenders invited in open and manner and with adequate notice.
(k) “Work” shall mean the work contemplated in the drawing and schedulers set forth in the
tender from the description of contract and required to be executed according to
specifications.
(l) “Specification” shall mean the specification for material & work Central railway issued
under authority of the chief engineer o r as amplified added to or superseded by special
specifications, if any appended to the tender forms.
(m) Schedule of rate “Central Railway” shall mean the schedule of rate issued date the electric of
the chief electrical Engineer fro m time to time.
“Dr awing” shall mean the drawing, plans and tracings or prints o r the annexed to the tender
Forms.

2 . Singular and Plural:- Words imparting the singular number shall also include the plural and vice
verse where the context required.
3. These regulation for tender and contract shall be read in conjunction with the general condition of
contract which are referred to here in and shall be subject to modification adjust and suppression by special
condition of contract and /or special specifications if any to the tender forms.
4. Contract’s Credentials-
a. Contractor who has no t carried out any works so far on this railway should furnishes particulars
regarding:-
b. His position as an independent contractor.
c . His capacity to undertake and carry out works satisfactorily, as vouched for by a responsible office
or firm.
d . His previous experience of works similar to the to be contracted for , in proof o f which original
certificates o r testimonials may be called for and their geniuses verified, if need be, by reference to the
signatories thereof.
e . His knowledge, fro m actual personal investigation o f the resources of the Zone or Zones in which he
offers to work.
f. His ability to supervise the work personally or by competent and duly authorized without agents.
g . His financial position
5. Omissions and discrepancies:- Should a tendered find discrepancies in, or omission from the drawing
or any o f the tender for ms or should he be in doubt as to their meaning, he should at once notify the
authority inviting tenders who may send a written instruction to all tenders. It shall be understood that
every endeavor has been made to avoid amt error which can materially affect the basis of the tender and he
successful tender shall take upon himself and provide for the risk o f any error which may subsequently be
discovered and shall make no subsequent claim on account there of.
6.Earnest money:- The tenders shall also be required to deposit a sum of Rs. 11136.0 to wards earnest
money with the I f his tender is accepted this earnest money will be retained and part security for the due
and faithful fulfillment of the contract in terms of clause 16 of the general condition of contract. The
earnest money of other tenderers shall, save as herein before provided be returned to them, but the
Railway shall not be responsible for any lossor depreciation that may happen there to while in their
possession nor be liable to pay any interest thereon.
7.Care in submission of Tender :-
a.) Before submitting a tender, the tender will be deemed to have satisfied himself by actual inspection
document of the site and locality of the work that all condition liable to be encountered during the
execution of the work or taken into account and that the rates he enters in the tender form is/are
adequate and all inclusive to accord with the provision in clause 37 of the general condition of contract
for the completion of work to the entire satisfaction o f the engineer.
b) When work is tendered for by a fir m or company o f contractor the tender shall be singed by the
individual legally authorised to enter into commitments on their behalf.
The Railway will not be bound by power of attorney granted by the tender er or by change in the
composition o f the firm mad e subsequent to the execution of the contract. It may however recognize such
power o f attorney and change after obtaining proper legal advice, the cost o f which will be chargeable to
contractor.

8.Opening of Tender:-At the advertised time and placed, tenders received for a contract shall be opened
by a tender committee, and where practicable, the name tenderers and rate tendered by them read out at in
presence of such of the intending contractors or their agents as may attend.
9. Right of Rly. to deal with tenders:- The Railway reserves the right o f not to invite tender for any
work o r works or to invite open o r limited tenders, and when tenders are call to accepted a tender in
who le or in part or reject any tender or all tender without assigning reason for any such action.
10. Executions of Contract document: - The tender whose tender is accepted shall be required to appear
in the office of the Divisional Electrical Engineer (General) Agra North Central Railway as the case may
be in person o r if a firm or corporation, a duly authorised representative so appear and execute the contract
document within seven days after notice that the contract have been awarded to him. Failure to do shall
constitute a breach of the agreement effected by the acceptance of the tender in which case the earnest
money accompanying the tender shall be forfeited by the Railway as liquidated damages for such default
In the event o f any Tenderer who se tender is accepted shall refuse to execute the contract document as
herein before provided the railway may determine that such tenderer has abandoned the contract and
there upon his tender and the acceptance therefore shall be null and avoid and the railway shall be entitled to
forfeit the earnest money as liquidated damages for such default
11. Every contract shall be completed in respected for the document it shall constitute. Non less than 5
copies of the contract document shall be singed by the competent authority and the contract and one copy
given to the contractor.

Conditions of Tender
1. The drawing for t he work can be seen in the Office of Sr.Div. Materials Manager North Central Railways, Agra
2. General conditions of contract and specifications for material and work of the N. Central Railway can be seen
at the Office of Div. Materials Manager North Central Railways, Agra
3. The Tenderer/Tenderers shall quote his/their rates on percent basis above or below or at par with reference to total estimated
schedule cost. The quantities shown in the attached schedule are giving as guide and are approximate only and are subject t o
variation according to the need of Railway. The Railway accepts no responsibility for their accuracy the railway does not
guarantee work under each item of the schedule.
4. The tender containing erasures and alteration of the tender documents are liable to be rejected. Any correction
made by the tender/ Tenderers in his/their entries must be attested by him/them.
5. The Work are required to be completed within a period of 02 Years from the date of issue of acceptance letter.
6. The tender must be accompanied by a sum of Rs . 11136.00 (Rs. Eleven thousand One Hundred Thirty Six Only) earnest
money deposited in cash or in any forms mentioned in the notice failing which the tender will be summarily rejected.The
tender shall hold the offer open till such date as may be specified in the tender. It is understood that the tender document have
been sold/issued t o t he tenderer and t he tenderer is bei ng permitted to tender in consideration of the stipulation on his part that
after submitting his tender, he will not resile from his offer or modify the terms and conditions therefore in a manner not
acceptable to the of the North central Railway. if the tender is accepted the amount of earnest money will
be held as security deposit for the due and faithful fulfillment of the contract. The earnest money of t he unsuccessful Tenderer
will as therei n-before provi ded be returned to the unsuccessful tenderers but the Railway shall not be responsible for any loss
or depreciation that may happen to t he security for the due performance of the stipulation to keep the offer open for the period
specified in the tender document or to the earnest money while in their possession, nor be liable to pay interest thereon.
7. It shall not be obligatory on the said authority to accept the lowest tender and no Tenderer/tenderers shall demand any
explanation for the cause of rejection of his/t heir tender.
8. If the Tenderer deliberately gives/tenderers deliberately give information i n his/t heir tender or creates/create
Circumstances for the acceptance of his/their t ender, the Railway reserves the right to reject such tender at any Stage.
9. If a Tenderer expires after the submission of his tender or after the acceptances of his tender, the Railway shall
deem such tender as cancelled. If a partner of a firm expires after the submission of their tender or after the
acceptance of their tender, the Railway shall deem such tender as cancelled unless the firm retains its character.
10.The earnest money for the due performance of the stipulation to keep t he offer open till the date specified in the tender will
be refunded to the unsuccessful Tenderer Tenderers within a reasonable time The earnest money deposited by the successful
Tenderer/tenderers will be retained towards the security deposit for the due and faithful fulfillment of the contract but shall be
forfeit ed if the contractor fails/contractors fail to execute to agreement bond or start work within a reasonable time (to be
determined by engineer-in-charge) after notification of the acceptance of his/t heir tender.
11. Documents testifying to the Tenderer / Tenderers’ Pervious experience and financial status should be produced when
desired by the Railway.
12.Tenders must be enclosed in sealed covers, super scribed , Hiring of One vehicle Scorpio/Tavera/ Bolero Tata Sumo/ or
equivalent type model not earlier than yr.2010 colour preferably white in good working condition including driver, fuel, crew
and maintenance etc. up to 2500 kms.per month 24 hrs.per day without any holiday or rest for official use of Sr.DMM/AGC
and must be send by registered post to the address of Sr.Divisional Materials Manager ,North Central Railway,Agra , so as
to reach his office not later than 14.55 hrs. up to 08.02.12 or deposited in the special box allotted for the purposes this will be
sealed at 14.55 hrs. on08.02.12 and will be opened at 15.00 hrs. on08.02.12 .those who wish to attended may do so.

13. Non-compliance with any of the conditions set forth therein above is liable to result in the tender
being rejected.
14. The authority for the acceptance o f the tender will rest with the ADRM/AGRA/Engineer-in-
chief/Deputy Chief Engineer/Div isional Super intended/Divisional Engineer/Executive
Engineer , North Central Railway who does not bind himself to accept the lowest or any other
tender not does he undertake to assign reasons for declining to consider any particular tender or
tenders.
15. The successful Tenderer/Tenderers shall be required to execute an Agreement with the President
India acting thought the Deputy Chief Engineer/Divisional Super intendent/Divisional
Engineer /Executive Engineer of the Railway, for carrying out the work according to the
general Conditions of Contract and Specification work and Materials of Central Railway.
16. The tender shall keep the offer open for minimum period of 90 days from the date opening of the
tender within which period the tenderer can not with draw his offer subject to the period bein g
extended further if required by mutual agreement fro m time to time. Any contravention of the
above condition will make the tender liable for forfeiture of his earnest money.
17. Should a tender be retired engineer of the Gazetted rank o r any other Gazetted officer working
before his retirement, whether in the executive or administrative capacity or whether holding a
pension able post or not, in the electrical department o f any of the Railway owned and
administered by the present o f India for the being, or sho uld a tenderer being partnership fir m
have as one of its partner a retired Engineer or retired Gazetted officer as a foresaid, or should a
tenderer being as incorporated company have any such a retired Engineer or retired Gazetted
officer foresaid, at one of his directors or should a tenderer have in his employment any retired
Engineer or retired officer foresaid the full information as to the deu of retirement of such
Engineer or gazetted officer from the said ser vice and in case where such Engineer or officer had
not retired from government service at least two ear prior to date of the submission o f the tender
as to whether permission fo r taking such contract, or, if the contract be a partnership fir m o r an
incorporated, company to became a partner or director as the case may be, or to take
employment under the contract has been obtained by the tender o r the engineer or the officer as
the case maybe from the president o f India o r any officer duly authorize by him in this behalf
shall be clearly state in writing at the time submitting the tender. Tenders without the
information above refer to o r a statement to the effect that no such retired engineer or retired
gazetted officer is no associated the tender, as the case may be shall be rejected.
18. Should a tenderer / contractor being the individual on the list o f approved contractor have a
relative employed in gazetted capacity in the electrical deportment o f North Central Railway o r,
in case of partnership firm or company incorporated under the Indian company law should a
partner o r the relative or the partner or the share holder o r a relative of a share holder be
employed in gazetted capacity in the electrical department of North Central Railway authority
inviting tenders shall be inform o f the fact in the time of submission o f tenders, failing which
tender may be reject, or if such fact subsequently comes to light, the contract may be rescinded
in accordance with the provision in clause 62 of the general condition of contract.
19. Should the railway decide to negotiate with a view to bring down rate the original offer will still
be biding in case nothing materialized out o f the negotiation.

SPECIAL CONDITIONS OF CONTRACT
1. The special condition appointment the condition of tenders and contracts, the General Condition
Contract and the notes appearing under the relevant chapters and sub-chapters of the stander s
schedule o f Rates, 1976 and should be considered a part contract paper. Where the provisions of
these conditions are at variance with the general conditions o f the contract, these special
conditions shall prevail.
1. A .The General Conditions of contract will mean the General Condition o f Contract as
amended and/or corrected from time to time and obtaining at the time o f accepting of the tender
and at the of execution of the agreement mentioned in clause 15 under conditions of tender.It
should be the responsibility of the contractor before submitting his tender and again befo re
entering into said agreement to ascertain all amendment and/or correction made to the said
general conditions o f contract.
2. Railway’s material such as cement, M.S. bars, flats or other sections including tie bars, A.C
sheet with o r with out ridges and accessories, G.I. sheets g lasses o r and other items as are
stipulated in the agreement to be issued of the contractor for the work, either free of char ge or
o n payment as the case may be will be issued to him at the Railway’s depot/goods shed at and
will be used by the contractor for the work in such quantities as are indicated in the schedule or
in revenant specification or drawing o r as approved by the Engineer whose decision hereon shall
be final. Wastage of damage to such material in any manner shall be totally avoided. If any
quantity of the Railway’s material is consumed in excess or wasted or damaged or lost or not
satisfactorily accounted for, in that case, recovery, will be made from the contractor at the
respective market rate o r book r ate whichever charges o n the overall cost of material consumed
in excess or wasted damages, lost or not satisfactorily accounted for in accordance with pares
2327 to 2329 of the India railway’s Code for stores department.
3. The co de nos. Descriptions and Rates given in the schedule are based on the standard schedules
o f rates 1976. Any discrepancy notices during the executions of the work, in the working rates,
quantity of the cement etc. Should be rectified by reference to the printed schedule, which be
treated as authoritative & binding on the contractor. The relevant notes applicable to the
respective sub-chapter will apply to the items of the tender schedule and should be considered
as having been incorporation in the contract agreement and binding on the contractor.
4. For any other items not specially shown in the schedule o f rates appended to the tender
document, the Divisional/Executive Engineer will offer rates as shown for the X zone in the
North Central Railway’s standard schedule of rates, 1976 subject to the same percentage
adjustment accepted in the contract being applicable to the additional items.
5. The Railway’s shall not supply fro m its own quota to the contractors controlled commodities
Assistance will, however, be given by recommending to appropriate authorities contractor’s
applications for issue o f import licenses and release of controlled commodities of the Engineer
is satisfied that this material is actually required by the contractors for carrying out the work and
is not available in the country.
6. Variations of costs. – Labour and Material (Escalation clause) - Clause 60 of General conditions
o f contract viz. Variations of costs labour and material and shall not be applicable to this
contract.
7. Period of completions - The Railway expects that resourceful and experienced contractor should
be able to complete the work in all respects within 02 Years after contract is awarded.
8. Maintenance period - The work shall be maintained after completion for a period of NILby the
contractor and he shall make good any defects imperfections shrinkages or faults which may
appear at his own cost.

TERMS & CONDITIONS FOR SUPPLY OF VEHICLE ON MONTHLY
HIRE BASIS TO SR.DMM’s Office /N.C.Rly/Agra.
1. The rate shall be inclusive of all expenditures including fuel, maintenance etc. No additional charges,
in any form, will be admissible, Railway will be concerned only about the operation of the vehicle.
2. The vehicle must be mechanically sound and maintained in good condition . Model should not be
earlier tha n Yr. 2010. Vehicle must have sufficient petrol / diesel to travel 200 kms at any point of
time .
3. The normal daily utilization will be 12 (twelve ) hours.
4. The monthly utilization shall be 2000 Kms in aggregate.
5. The vehicle should report to the officer at 8.00 hrs sharp everyday. However, the officer as per
requirement ma y change the reporting time.
6. Even beyond the specified hours of utilization, the vehicles should be available at short notice in case
of emergency.
7. Fifteen minutes (15’) time shall be allowed both ways for reporting on and off duty for the purpose of
charges.
8. All tax liabilities will be of the vehicle owner and Railway will not, in any way, be concerned with
the same .
9. The rates quoted by the firm (Tenderer ) shall not be revised or altered during the currency of the
contract period.
10. The interior of the vehicle including luggage boot ( Dickey ) must be tidy with neat and clean loose
seat covers and exterior should also be presentable.
11. The vehicle should be accompanied with all relevant and valid documents and per mit to run the
geographical, jurisdiction of Agra Division . Payment of toll tax/ entry tax, if any, within the
geographical jurisdiction of Agra Division will be made by the contractor. Railway administration
will not be liable to make any payment on this account. In case permit is not available, the contractor
will get it on his own.
12. The driver of the vehicle should be well mannered and educate, preferably with the knowledge of
Hindi/ English and should report for duty properly dressed with valid driving license. H e will be
required to maintain a logbook, which will be signed by the officer using the vehicle or any other
persons authorized by him.
13. The vehicle should be provided with sign-plate with ‘ On Govt. of India Service/ Bharat Sarkar
Sewarth’ written on it and should be equipped with fog lights .
14. In the event of brake down of vehicle, contractor will provide alternate suitable equivalent vehicle,
otherwise proportionate amount for whole days will be deducted and penalty up to Rs. 1000/- per day
(One Thousand only) will be imposed.
15. In case of brake down of vehicle en-rout cost of transporting the user officer of the vehicle to his
destination shall be borne by contractor. If he fails to provide the alternate arrangement to transport
the officer, he officer will hire any vehicle to reach the destination and charges paid will be deducted
from contractor’ regular bills in addition to penalty.

16. In case the vehicle does not report for duty on any day of the driver / Vehicle become untraceable at
any point of time, proportionate payment for the day shall be deducted and a penalty up to Rs. 500/-
can also be imposed, in addition.
17. In case of non compliance of any of the conditions, a penalty up to Rs.500/- per condition per day
shall be imposed on defaulting contractor.
18. The firm shall deposit earnest money @ 02% of contract value in the form of DD/FDR/TDR drawn
on any scheduled bank in favour of Sr.DFM/ N.C.Rly. which shall be refundable award on successful
completion of the contract.
19. Payment will be made by Cheque on the basis of monthly billing for which proper record keeping
with counter signatures of user officer has to be maintained by the suppler. Bills will have to
produced to account for payment duly countersigned by user officer or his representative.
20. The contract will be awarded for a period of Two years.
21. The vehicle should be registered as a Commercial vehicle with road transport & contractor should
submit relevant papers of registration of vehicle before starting the work.
22. North Central Railway reserves the right to terminate the contract at any point of time without
assigning any reason for which the balance payment, if any, will release in due course as per normal
procedure.
23. In all matters related to the quality of service, utilization of the vehicles within the agreed terms and
conditions etc., decision of Railway administration will be final and binding.
24. Offerer must give contact No. available at Agra so that he may be contacted round the clock. The
drivers should be provided with a mobile phone by the contractor.

Variation in quantities:
The procedure detailed below shall be adopted for dealing with ;variation in quantities during execution of works
contract:
1.Individual NS items in contracts shall be operated with variation of plus or minus 25% and payment would be made
as per the agreement rate. For this, no finance concurrence would be required.
2.In caser on increase in quantity of on individual item by more than 25% of the agreement quantity is considered
unavoidable, the same shall be got ;executed by floating a fresh tender. If floating a fresh tender for operating that item
is considered not practicable quantity of that item may be operated in excess of125% of the agreement of quantity
subject to the following conditions:
1.Operation of fan item by ;more ;than 125% of the agreement quantity needs the approval of an officer of the ;rank not
less than S-A Grade.
i) Quantities operated in excess of 2125% but upto 140% of the ;agreement quantity of the of the concerned item, shall
be paid at 98% of the rate awarded for that item in that particular tender,
ii) Quantities operated in excess of 140% but up to 150% of the agreement quantity of the concerned item shall be paid
at 96% of the rate awarded for that item in ;that particular tender.
iii)Variation ;in ;quantities of individual terms beyond 150% will be prohibited and would be permitted only in
exceptional unavoidable circumstances with the concurrence of associate finance and shall be paid at 96% of the rate
awarded for that item in that particular tender.
a.The variation in quantities as a per the above formula will apply only ;to the individual items of the contract and not
on the overall contract value.
b.Execution no quantities beyond 150% of the overall agreemental value should not be permitted and, if found
necessary , should be only through fresh tenders or by negotiating with existing with existing contractor, with prior
personal concurrence of FA&CAO( C ) and approval of General Manager.
3)Incase where decrease is involved during execution of contract:
a) The contract signing authority can decrease the items upto 25% of individual item without finance concurrence.
b) B)For decrease beyond 25% for individual items or 25% of contract agreement value, the approval of an officer
not less that rank of SA Grade may be taken. After obtaining ‘No claim certificate ‘from ;the contractor and with
finance concurrence, giving detailed reasons for each such decrease in the quantities.
c) C)It should be certified that the work proposed to be reduced will not required in the some work
d) 4)The limit for varying quantities for minor value items shall be 100%(as against 25% prescribed for other items
)
e) A minor value item for this purpose is defined as an item whose original agreement value isles that 1% of the
total original agreement value.
5. No such quantity variation limit shall apply for foundation items.
6. As far as SOPR items are concerned, thellimitof25% would apply to the value of SOR schedule as whole and not on
individual SOR item. However , in case of NS items, the limit of25% would apply on the individual items irrespective
of the manner quoting the rate(single percentage rate or individual item rate)
7.Fortheternders accepted at Zonal Railways level, variations in the quantities will be approved by the authority in
whose powers revised value of the agreement lies.
8.For tenders accepted by Generl Managers, variations upto125% of the original agreement value may be accepted by
General Manager.
9.Fortenders accepted by Board and Railway Ministers, variations up to 110% of the original agreement value may be
accepted by General Manager.
10,The aspect of invitation of tender with respect to variation, in quantities should be checked and avbiided. In case of
invitation of the tender(both for increase as well as decrease of value of contract agreement), sanction of the competent
authority as per single tender should be obtained.
