An Organization Working to Develop the Community through the Promotion of its Businesses
It was a fun day for the residents of Rosemead on Saturday, July 9th, 2011, when
the City of Rosemead reopened the first of two state of the art aquatic centers at Garvey
Park.
The lines were long but everyone was really excited to be able to experience all this
park has to offer. The new water park includes 2 water slides, 2 splash play areas and
a 1,500 square foot lesson pool. The Zone also includes picnic accommodations and a
Everyone had such a good time at this event.
The Start of a New Year
84th Annual Installation & Awards Banquet
“Carpe Diem”
Everyone agreed, “It was a blast from the past” on June 30th, when the Rosemead
Chamber of Commerce presented their 84th Annual Installation and Awards Dinner.
By Cathy Brehm
The Annual Installation and Awards
Banquet happens once a year and is the
night that the Chamber installs their new
upcoming group of Board of Directors,
presents to one deserving individual, the
Herb Hunter Business Person of the Year
Award, honors the Chamber’s “Business
of the Year”, and presents to one of their
members the “Ambassador of the Year
Award”.
This year’s Title Sponsor for the event
was Athens Services, represented by Gary
Clifford. Table Sponsors included: Brown’s
Jewelry & Loan, CH Auto, City
of Rosemead, Consolidated
Disposal, El Monte Rosemead
Adult School, Holiday Inn
Express, Panda Restaurant
Group, Pacific Alliance Bank,
Pacific Western Bank, Southern
California Edison, Southwest
Management, Wal-Mart, and
Willdan.
The dinner was held at
the beautiful Doubletree by
Hilton where it has been held
for over 10 years now. It
was a 60’s theme, jeans, tie
die, peace signs, and wild
hair styles. It was the 60’s,
the decade of the Vietnam
War, Woodstock, Hippies,
with sayings like “Make love
not war” and “Give peace
a chance”. And the guests
were encouraged to dress the
part. The banquet room was
decorated with memories
from the decade, multi
colored beads hanging in the
doorways, tie-dyed scarves
centered on the table tops
with cute wine flower
vases filled with sunflowers,
multi-coloredWnapkins
and 60’s music playing in
the background. And the
stage was decorated with a
big yellow bus and lots of
colored physchedelic images
in the background.
The evening started off with President
Erix Oliva, El Monte Rosemead Adult
School, conducting a couple trivia quizzes
for the guests. It’s amazing what you
can remember from 40 years ago and
game winners received free drink tickets.
Our guest of honor for the evening was
Congresswoman Judy Chu, 32nd District,
who then installed our new Executive
Board of Directors.
The rest of the evening went off
July Business Caravan
Every month the Rosemead Chamber of Commerce Business Caravan
visits one or two of our member’s businesses. The purpose of the Caravan
is to keep in touch with our members, and to answer any questions or
Caravan to visit your business, please give us a call at (626) 288-0811 and
we will put you on the schedule.
Valley Blvd in the city of Industry. Athens Services has been a member of
the Chamber for a little over 2 years now and they are very active in our
Chamber. They always sponsor a table or two at the big events and their
Representative, Ed Chen, is now on our board and also is very active.
Athens Services is the company that does the street sweeping in the
City of Rosemead and we are so glad to have them as a member. Attending
the Business Caravan this month were: City Manager Jeff Allred, Min
Athens Services is not your typical street
sweeper; we are at the forefront of technological
innovation wich strong investment in recycling
and composting facilities. Since July, 2010, we
have been proud to be the official street sweeping
services provider for the City of Rosemead.
We take your city’s street sweeping debris, which is often filled with dirt,
leaves, yard trimmings & paper litter; and mix it with waste from the
Rosemead School District, such as wood chips, soiled paper, food waste
& other organic materials. We transfer them from our State-of-the-Art
Recycling & Material Recovery Facility (MRF), then haul it to American
Organics, pur “certified organic” composting facility in the high desert,
where we transform waste into a nutrient rich soil amendment/fertilizer,
to help keep Rosemead clean and green!
As we have done for several years now,
members of the Rosemead Chamber of
Commerce had the privilege of riding in
the City’s 4th of July Parade. Thanks to
Joan Hunter, Planning Commissioner, Jean Hall, Traffic
Commissioner, and Victor Ruiz, Planning Commissioner joining
in on all the festivities.
Slavery Seminar
Don Bosco Technical Institute history
instructor Erick Williams has been selected
by the Gilder Lehrman Institute of American
History to attend a North American slavery
seminar held at the University of Maryland
in College Park, MD, beginning on July
18.
The one-week seminar will be hosted
by Dr. Ira Berlin, Distinguished University
Professor at the University of Maryland,
a teacher, this experience will make the
facts more concrete when I relay this to my
students.” Williams was selected from a
pool of qualified applicants who completed
extensive applications and wrote essays on
their desire to participate.
Buy Local Year Round
Supporting local businesses is the BEST decision you can make all year
long! Supporting local retailers and businesses is great for our local
economy in two obvious ways:
1. Money spent locally, stays local
2. Buying locally keeps sales tax revenue in Rosemead.
Spending $100 at a locally-owned business generates about $68 in local
economic spending compared to $43 from spending that same $100 at
a national chain
Local businesses create local jobs. Local businesses tends to have
higher payrolls and often purchase goods and services from other local
businesses including payroll and accounting services. Staff at local
independent businesses tend to work closer to their homes than big box
employees: their income taxes and property taxes then support these
same local communities.
So please remember to Buy Local this spring and all year long for
these great reasons!
1. Money spent locally, stays local
2. Buying locally keeps sales tax revenue in Rosemead
3. Local businesses create and maintain local jobs
4. Local businesses are preportionately more generous to local
charities, schools and community events
5. Buying locally saves you money on gas and travel time and you avoid
shipping and handling fees on catalog and Internet purchases
6. Buying locally supports and retains our neighborhood business
community ontrepreneurs
News from
El Monte Union High School District
Rosemead Students Named Posse
Scholars
by Anne Donofrio-Holter
Rosemead High School students Janice
Trang, Adrian Rodriguez and Andy Chung
have each been selected by the Posse
Foundation to receive a full scholarship.
Trang and Rodriquez will attend Grinnell
College in Grinnell, Iowa and Chung will
attend the University of Wisconsin at
Madison.
“Andy will be the second Rosemead
High School Posse student attending the
University of Wisconsin at Madison.
Carese Rios was selected to attend last
year,” said principal Larry Cecil. “We also
have Rosemead graduates Lawrence Chen
attending UCLA and Regina Chagolla who
completed her Master’s at UC Berkeley,
both Posse students.”
This year over 2,500 high school
seniors from the Los Angeles area were
nominated for 80 Posse scholarships.†
Trang, Rodriguez and Chung were selected
through an extensive process including
assessment of academic achievement and
a series of interviews.
“Posseís incredible partners are
investing time, energy and resources in
the promotion of equity in education and
social justice,” said a Posse spokesperson.
“They believe in the intelligence, talent
and dreams of young people who might not
always show up on their radar screens, and
are giving them a chance to excel.”
Rosemead High School has had seven
graduates in three years receive Posse
scholarships. According to Cecil, the total
value of Trang, Rodriguez and Chung’s
scholarships are between $397,000 and
$496,000.
Founded in 1989, Posse identifies public
high school students with extraordinary
academic and leadership potential who
may be overlooked by traditional college
selection processes. Posse extends to these
students the opportunity to pursue personal
and academic excellence by placing them
in supportive, multicultural teams of 10
students called posses. These teams are
then prepared, through an intensive
eight-month pre-collegiate training
program, for enrollment at top-tier
universities nationwide. Posse
partner colleges and universities
award Posse scholars four-year,
full-tuition leadership scholarships.
“The Posse Foundation has
designed a recruitment strategy
called the Dynamic Assessment
Process (DAP), an innovative
approach to identifying exceptional
students who might be missed
by traditional college admissions
processes,” added the spokesperson.
“DAP taps into the often unseen qualities of
high school students using non-traditional
forums to evaluate students. Interactive
workshops in which students have the
opportunity to work alongside peers to
generate and share ideas have proven to
be an effective means of identifying an
alternative set of qualities that can predict
academic success in college.”
Nationally, Posse scholars have been
awarded $334 million in scholarships
from Posseís partner institutions and are
persisting and graduating at a rate of 90
percentósignificantly above the national
average.
“We are extremely proud of Janice,
Adrian and Andy on their selection
as Posse scholars,” said Cecil, “We
wish them much success in their future
endeavors.”
(Alhambra) Assemblyman Mike Eng’s press conference on July 26th, focused on
the above themes and a reminder that the Tdap is a new requirement of registration for
our middle school students. The press conference served as a reminder to our parents
and community that ALL 7th and 8th grade students entering Muscatel will need this
vaccine within 30 days of the start of school. High school students will also need a
Tdap booster.
Legislation signed last year requires students entering or advancing to grades
seven through twelve in the 2011–12 school year to be immunized with a tetanusdiptheria-pertussis
vaccine booster called Tdap. The new requirement went into effect
this month and affects all students—current, new, and transfers—in public and private
schools.
Senate Bill 614 (Kehoe/Eng) passed in the last two weeks, gives us, as a school
district, an extra 30 days after classes begin (on August 31st) to verify vaccinations
of all 7th and 8th grade students. To assist in the efforts to have 100% of our students
immunized, we are offering a Tdap Clinic at Muscatel Middle School on August
30th.
Whooping cough is a highly contagious disease that can be debilitating at any age
and lethal to infants. California’s current pertussis epidemic has killed ten babies and
stricken more than 11,000 people since last year.
For more information on the Tdap clinic, contact our School Nurse Nadine
Wilcox or Muscatel Middle School at 626-287-1139. For more information on
pertussis, please visit the California Department of Education’s Web page at Pertussis
(Whooping Cough) Vaccine Requirement - Health Services & School Nursing.
Frequent Questions and Answers re: Tdap
Q. Is the 30 days calendar days or school days?
A. Calendar days per Assemblyman Mike Eng, Co-Author of the Extension Bill.
Q. Is there a waiver or personal exemption?
A. Dr. Parra, of L.A. Public Health Dept. says that the child not vaccinated will be
excluded from school for 21 days or longer (if there is an outbreak) of any disease.
Q. Are there additional locations to get the Tdap for my children or myself?
A. Yes, you can certainly get the shot through your provider. However, if you cannot,
Arroyo Student Elected State
Treasurer at Annual Boy’s State
Conference
by Anne Donofrio-Holter
Arroyo High School junior Raymond Lu
was elected to the position of state treasurer at
the 74th annual Boy’s State conference held
on the campus of California State University,
Sacramento. His election represents the first
constitutional office held at the conference
by an El Monte Union High School District
student in 20 years, since El Monte Mayor
A n d r e
Q u i n t e r o
was elected
Boy’s State
governor in
for the past
20 years,
Quintero was
in Sacramento
June 22 to
witness Lu’s
election.
“As mayor and a past Boy’s State
delegate, I am thrilled to be here to witness
the election of Raymond as state treasurer,”
said Quintero.”
A work-study program in functional
government sponsored by the American
Legion, Girls and Boys State allows students
to learn how our government runs through
participation and role-playing. Students are
given the opportunity to campaign and run
for various offices during the week-long
program. Upon arrival, students take on the
roles of senators, judges, council members,
attorneys, etc. Current issues are discussed
in group sessions, during the legislative
process, and in mock trials. Participants also
publish a daily newspaper.
Since eighth grade, Lu has run for
several treasury positions in various clubs
and organizations and felt running for the
state treasurer position would be “the most
suitable office.”
“I think the characteristic that set me
aside from the other candidates going for that
position is my passion in public speaking and
most people who voted for me remembered
my speech,” he said. “My speech mentions
the extremely high tax rate in El Monte and
the financial issues most people face during
this recession. With a little dark humor and
repetitions of my name, my speech delivered
me the second largest marginal†difference in
the general elections.”
Lu, however, did not run for the position
only for the title.
“I actually worked hard to acquire this
office and when I did win the election,
I actually carried out the duties of state
treasurer,” he said. “For the first time in
six years the proposed budget, written by
the treasurer, controller and any appointed
members of the cabinet, actually passed
through the Senate and the Assembly.”
Teachers and administrators nominate
prospective students for the conference and
then select a male and female student based on
their leadership skills, grades, school record,
citizenship, sportsmanship and interest in
current affairs and government. It is hoped
that students attending the conference will
return to school a better leader and a positive
role model for other students.
“During my stay, I had the chance to meet
diverse and interesting people who were all
more than qualified to be representatives of
their respective schools. I went to Boy’s State
very ambitious and very optimistic,” said Lu.
“The experience will stay with me the rest of
my life. The memories and friends I made
are unforgettable. Thank you American
Legion Post 261 for sponsoring me and thank
you Arroyo High School for choosing me as
your 2011 Boy’s State representative.”
“We are obviously extremely proud
of Raymondís accomplishments and
recognition,” said Nick Salerno, El Monte
Union High School District superintendent.
“Raymond is a fine example of the extremely
ROSEMEAD SCHOOL DISTRICT’S NEW BREAKFAST AND LUNCH
PRICES
Effective this school year, breakfast and lunch prices will be raised by .25 cents.
This is being done to comply with the rising price of food under the federal free and
reduced meals. Our paid meal prices have remained low for many years and need to
reflect an increase that is commensurate with our subsidized free/reduced costs.
Mrs. Diane Ezzo, Food Service Director, has sent information to our parents in all
four languages. If you have any questions, please contact the Food Service Department
SUMMER FACILITY BOND PROJECTS & INSTRUCTIONAL PROGRAM
NEWS
Janson School is undergoing interior classroom renovations and electrical projects
this summer, and will continue into the fall. These projects will modernize our
classrooms and also make them more technology friendly. Janson Principal Cardenas
and his 7 Habits Lighthouse Teacher Leaders, Mrs. Ball and Mrs. Krug, returned from
an international global summit on the Leader in Me held at the University of Pittsburg
in Pennsylvania this summer. Our Lighthouse Teams progress in their work at our
other elementary sites with Muscatel Middle School beginning a Leader in Me class
this fall.
Encinita and Savannah Schools are also receiving some lesser renovations this
summer. Exterior doors are being inspected and painted, and school branding projects
are also taking place. Next summer, they will begin the remodel of their interior
classrooms via modernization.
Muscatel Middle School will implement the new 7/8 period schedule in September
that will provide additional support and enrichment for all students.
Shuey School is in search of a new principal, as former principal Mr. Moran,
resigned his position in July to accept an elementary principal assignment in Glendora
Unified School District. Mr. Wharton, retired Muscatel principal, will open Shuey
School for a seamless transition. A principal search is currently underway.
Lastly, there is no Board of Trustees’ meeting in August, so our first Board meeting
will be September 1st. Also, most of our Back to School Nights will take place early
in the school year. Please be on the lookout for the information forthcoming after
school begins. Have a good summer and I look forward to seeing you soon.

Legislative
Government Transparency Legislation Heads
to Senate Floor
Assembly Bill
(AB) 172, a measure
that would bring
needed oversight
over how much
money California
departments spend
on outsourcing
work to private contractors, passed out
of the Senate Appropriations Committee
today on a vote of 5-3.
Authored by Assembly Member Mike
Eng (D–Monterey Park), this measure
specifically provides Californians with
a greater level of state government
transparency by giving taxpayers access
to information such as personal services
contracts that the state enters into, travel
claims, audits of departments and other
indicators of how the public’s money is
being spent. AB 172 would put into law the
provisions of Governor Schwarzenegger’s
Executive Orders of 2009, S-08-09 and S-
20-09, which created the state’s reporting
government in transparency website, www.
transparency.ca.gov.
California has over 13,600 personal
service and consulting contracts that cost
the state $34.7 billion, or $28.7 million a
day. Information about those contracts is
needed to ensure government is working
efficiently and effectively. Information
gained by AB 172 will help us avoid
From the Office of Assembly Member Mike Eng
contracts like the State Court System’s
contract to create a central computer
system for the courts. That project started
in 2002, is still ongoing, and has jumped
from initially costing $260 million to
costing over $1.9 billion.
“AB 172 will ensure that government
remains transparent by requiring
contracting data to be available to the
public through a centralized government
website,” said Assembly Member Eng.
“This will allow the public to hold decision
makers accountable for how they spend
taxpayer dollars.”
Currently, thirty-six states allow the
public online access to tracking how state
government spends their taxpayer dollars
in order to promote transparency and
cost-savings. California’s transparency is
inadequate and compares poorly to other
states. The United States Public Interest
Research Group graded California’s level
of transparency as a D, with twenty-eight
other states scoring higher on their level
of transparency. The California Public
Interest Research Group conducted their
own study and also graded California’s
level of transparency as a D+, with 30
other states scoring higher on their level of
transparency.
AB 172 now moves to the Senate Floor
for consideration.
Interns and Volunteers from the Rosemead
Youth Leadership Center
Plan for the Future
By Shel Segal
The Rosemead Youth Leadership
Center would like to commend Benson
Ma, Youth Training Development
Coordinator and Rosemead native, for
his hard work on successfully recruiting
more interns and volunteers to work at
the center.
Volunteering his own time, Ma
went out into the youth community
on his own and found more
youth like him who want to
give back to the community
while also strengthening the
center’s intern and volunteer
program. Ma is one of the
many volunteers from RYLC,
a division of the M. Janet
Chin Youth Foundation, a
501(c) 3 Educational Public
Charity. RYLC offers
afterschool enrichment
programs to young people in
the community.
Keno Deary, Executive
Director of the center,
commented, “Benson is a
perfect example of what
it means to be a volunteer and take a
project upon yourself, seeing it through
from inception to conclusion, he is to be
praised for seeing a need not being filled
and going after it himself and getting
the job done, no matter the obstacles
involved.”
Ma said he started contacting high
school students and let the word about
the center just snowball from there.
“I contacted the local high schools –
Mark Keppel, San Gabriel, Rosemead,
Gabrielino – and set a date to talk to
their career person to have flyers there
at the schools or to even set up a booth,”
said Ma, who is currently attending East
Los Angeles College with the hopes of
transferring to Cal State Los Angeles.
Once students got the message, they
started contacting him, he said.
“I started getting a lot of emails,
a lot of phone calls, from high school
students ranging from incoming juniors to
graduating seniors,” said Ma, who started
volunteering at the center in April 2009.
The end result was the center was
able to acquire several new interns and
volunteers.
“That was a good foundation for us,”
Ma said. “From there, word of mouth
kicked in. We got even more applications
then. We accepted 25 interns total. In
addition, we have 11 volunteers.
“The program was very successful.”
Based at Temple Intermediate School
in Rosemead, RYLC loves to have
teenage students volunteer and help the
younger kids at the school, Deary said.
“By volunteering, these students learn
responsibility, hard work and discipline, as
well as how to work with others,” he said.
“And they might even get school credit for
it!”
If you know of any students – or adults
– who are interested in becoming an RYLC
“Youth Leader” volunteers, have them
email bma@rylc.org give the center a call
at (626) 789-6579.
Shel Segal is the Communications
Director for the Rosemead Youth
Leadership Center.
