An Organization Working to Develop the Community through the Promotion <strong>of</strong> its Businesses<br />
It was a fun day for the residents <strong>of</strong> <strong>Rosemead</strong> on Saturday, July 9th, <strong>2011</strong>, when<br />
the City <strong>of</strong> <strong>Rosemead</strong> reopened the first <strong>of</strong> two state <strong>of</strong> the art aquatic centers at Garvey<br />
Park.<br />
The lines were long but everyone was really excited to be able to experience all this<br />
park has to <strong>of</strong>fer. The new water park includes 2 water slides, 2 splash play areas and<br />
a 1,500 square foot lesson pool. The Zone also includes picnic accommodations and a<br />

“Carpe Diem”<br />
Everyone agreed, “It was a blast from the past” on June 30th, when the <strong>Rosemead</strong><br />
<strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> presented their 84th Annual Installation and Awards Dinner.<br />

The Annual Installation and Awards<br />
Banquet happens once a year and is the<br />
night that the <strong>Chamber</strong> installs their new<br />
upcoming group <strong>of</strong> Board <strong>of</strong> Directors,<br />
presents to one deserving individual, the<br />
Herb Hunter Business Person <strong>of</strong> the Year<br />
Award, honors the <strong>Chamber</strong>’s “Business<br />
<strong>of</strong> the Year”, and presents to one <strong>of</strong> their<br />
members the “Ambassador <strong>of</strong> the Year<br />
Award”.<br />
This year’s Title Sponsor for the event<br />
was Athens Services, represented by Gary<br />
Clifford. Table Sponsors included: Brown’s<br />
Jewelry & Loan, CH Auto, City<br />
<strong>of</strong> <strong>Rosemead</strong>, Consolidated<br />

The dinner was held at<br />
the beautiful Doubletree by<br />
Hilton where it has been held<br />
for over 10 years now. It<br />
was a 60’s theme, jeans, tie<br />
die, peace signs, and wild<br />
hair styles. It was the 60’s,<br />
the decade <strong>of</strong> the Vietnam<br />
War, Woodstock, Hippies,<br />
with sayings like “Make love<br />
not war” and “Give peace<br />
a chance”. And the guests<br />
were encouraged to dress the<br />
part. The banquet room was<br />
decorated with memories<br />
from the decade, multi<br />
colored beads hanging in the<br />
doorways, tie-dyed scarves<br />
centered on the table tops<br />
with cute wine flower<br />
vases filled with sunflowers,<br />
multi-coloredWnapkins<br />
and 60’s music playing in<br />
the background. And the<br />
stage was decorated with a<br />
big yellow bus and lots <strong>of</strong><br />
colored physchedelic images<br />
in the background.<br />
The evening started <strong>of</strong>f with President<br />
Erix Oliva, El Monte <strong>Rosemead</strong> Adult<br />
School, conducting a couple trivia quizzes<br />
for the guests. It’s amazing what you<br />
can remember from 40 years ago and<br />
game winners received free drink tickets.<br />
Our guest <strong>of</strong> honor for the evening was<br />
Congresswoman Judy Chu, 32nd District,<br />
who then installed our new Executive<br />
Board <strong>of</strong> Directors.<br />
The rest <strong>of</strong> the evening went <strong>of</strong>f<br />
fabulously, everyone was in such a free<br />

Formed in 1964 as the Service<br />
Corps <strong>of</strong> Retired Executives, the<br />
organization is now known simply as<br />
SCORE.<br />
SCORE is free to all <strong>Chamber</strong><br />
members as a confidential source<br />
<strong>of</strong> small business mentoring and<br />
coaching. SCORE is a nonpr<strong>of</strong>it<br />
association dedicated to entrepreneur<br />
education, growth and success to<br />
small businesses nationwide and<br />
provides services in over 30 locations<br />
across Los Angeles County. More<br />
than 60 SCORE volunteer counselors<br />
(retired business executives) provide<br />
individual mentoring and business<br />
workshops for aspiring entrepreneurs<br />
and small business owners. Business<br />
counseling services are provided at no<br />

volunteers, volunteers who have<br />

Every month the <strong>Rosemead</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> Business Caravan<br />
visits one or two <strong>of</strong> our member’s businesses. The purpose <strong>of</strong> the Caravan<br />
is to keep in touch with our members, and to answer any questions or<br />
concerns they may have. If you are a member and would like the Business<br />
Caravan to visit your business, please give us a call at (626) 288-0811 and<br />
we will put you on the schedule.<br />
In July, the <strong>Rosemead</strong> <strong>Chamber</strong> visited Athens Services at 14048<br />
Valley Blvd in the city <strong>of</strong> Industry. Athens Services has been a member <strong>of</strong><br />
the <strong>Chamber</strong> for a little over 2 years now and they are very active in our<br />
<strong>Chamber</strong>. They always sponsor a table or two at the big events and their<br />
Representative, Ed Chen, is now on our board and also is very active.<br />
Athens Services is the company that does the street sweeping in the<br />
City <strong>of</strong> <strong>Rosemead</strong> and we are so glad to have them as a member. Attending<br />
the Business Caravan this month were: City Manager Jeff Allred, Min<br />
Wang, <strong>Chamber</strong> CEO, Jean Hall, City Traffic Commissioner, Amy Wu,<br />

have been proud to be the <strong>of</strong>ficial street sweeping<br />
services provider for the City <strong>of</strong> <strong>Rosemead</strong>.<br />
We take your city’s street sweeping debris, which is <strong>of</strong>ten filled with dirt,<br />
leaves, yard trimmings & paper litter; and mix it with waste from the<br />
<strong>Rosemead</strong> School District, such as wood chips, soiled paper, food waste<br />
& other organic materials. We transfer them from our State-<strong>of</strong>-the-Art<br />
Recycling & Material Recovery Facility (MRF), then haul it to American<br />
Organics, pur “certified organic” composting facility in the high desert,<br />
where we transform waste into a nutrient rich soil amendment/fertilizer,<br />
to help keep <strong>Rosemead</strong> clean and green!<br />
As we have done for several years now,<br />
members <strong>of</strong> the <strong>Rosemead</strong> <strong>Chamber</strong> <strong>of</strong><br />
<strong>Commerce</strong> had the privilege <strong>of</strong> riding in<br />
the City’s 4th <strong>of</strong> July Parade. Thanks to<br />

Bosco Tech Teacher Earns Spot at National<br />
Slavery Seminar<br />
Don Bosco Technical Institute history<br />
instructor Erick Williams has been selected<br />
by the Gilder Lehrman Institute <strong>of</strong> American<br />
History to attend a North American slavery<br />
seminar held at the University <strong>of</strong> Maryland<br />
in College Park, MD, beginning on July<br />
18.<br />
The one-week seminar will be hosted<br />
by Dr. Ira Berlin, Distinguished University<br />
Pr<strong>of</strong>essor at the University <strong>of</strong> Maryland,<br />
and will focus primarily on the development<br />
<strong>of</strong> chattel bondage in mainland North<br />
America from the perspective <strong>of</strong> the larger<br />
Atlantic world. The Institute has provided<br />
prospective attendees with extensive preseminar<br />
reading materials and will include<br />
a visit to the plantation where American<br />
social reformer Frederick Douglass was<br />
enslaved, and to historical Washington,<br />
D.C. landmarks.<br />
“I am getting an opportunity to study<br />
with other historians,” said Williams, who<br />
teaches Advanced Placement U.S. history<br />
and senior-level human geography. “As<br />
a teacher, this experience will make the<br />
facts more concrete when I relay this to my<br />
students.” Williams was selected from a<br />
pool <strong>of</strong> qualified applicants who completed<br />
extensive applications and wrote essays on<br />
their desire to participate.<br />

Festive Walnut Cake<br />
The following recipe was taken from the recipe files <strong>of</strong> Isabel Dinsmoor Putnam.<br />
Isabel Dinsmoor Putnam designed the Dinsmoor Heritage House as a young<br />
woman. She lived in the house most <strong>of</strong> her adult life. The Recipe cards were<br />
dated from the early 1930’s through the 1970’s.<br />
1/2 cup shortening<br />
1-1/4 cup sugar<br />
2 egg yolks<br />
1/3 cup milk<br />
1 tsp. lemon juice<br />
1/3 cup maraschino cherry syrup<br />
5 whole cherries<br />
2 cups cake flour<br />
1/2 tsp. salt<br />
2-1/2 tsp. baking powder<br />
1 (5 oz) bottle <strong>of</strong> maraschino cherries,<br />
chopped fine<br />
1/2 cup walnuts<br />
Cream shortening and sugar. Add<br />
egg yolks. Add milk, lemon juice<br />
and cherry syrup. Sift together flour,<br />
salt and baking powder. Add to sugar<br />
mixture. Add chopped cherries and<br />
walnuts. Bake in two square tine in<br />
375 degree oven 25 minutes. Frost<br />
with boiled icing.* or powered sugar.<br />

<strong>Rosemead</strong> Students Named Posse<br />
Scholars<br />

<strong>Rosemead</strong> High School students Janice<br />
Trang, Adrian Rodriguez and Andy Chung<br />
have each been selected by the Posse<br />
Foundation to receive a full scholarship.<br />
Trang and Rodriquez will attend Grinnell<br />
College in Grinnell, Iowa and Chung will<br />
attend the University <strong>of</strong> Wisconsin at<br />
Madison.<br />
“Andy will be the second <strong>Rosemead</strong><br />
High School Posse student attending the<br />
University <strong>of</strong> Wisconsin at Madison.<br />
Carese Rios was selected to attend last<br />
year,” said principal Larry Cecil. “We also<br />
have <strong>Rosemead</strong> graduates Lawrence Chen<br />
attending UCLA and Regina Chagolla who<br />
completed her Master’s at UC Berkeley,<br />
both Posse students.”<br />
This year over 2,500 high school<br />
seniors from the Los Angeles area were<br />
nominated for 80 Posse scholarships.†<br />
Trang, Rodriguez and Chung were selected<br />
through an extensive process including<br />
assessment <strong>of</strong> academic achievement and<br />
a series <strong>of</strong> interviews.<br />
“Posseís incredible partners are<br />
investing time, energy and resources in<br />
the promotion <strong>of</strong> equity in education and<br />
social justice,” said a Posse spokesperson.<br />
“They believe in the intelligence, talent<br />
and dreams <strong>of</strong> young people who might not<br />
always show up on their radar screens, and<br />
are giving them a chance to excel.”<br />
<strong>Rosemead</strong> High School has had seven<br />
graduates in three years receive Posse<br />
scholarships. According to Cecil, the total<br />
value <strong>of</strong> Trang, Rodriguez and Chung’s<br />
scholarships are between $397,000 and<br />
$496,000.<br />
Founded in 1989, Posse identifies public<br />
high school students with extraordinary<br />
academic and leadership potential who<br />
may be overlooked by traditional college<br />
selection processes. Posse extends to these<br />
students the opportunity to pursue personal<br />
and academic excellence by placing them<br />
in supportive, multicultural teams <strong>of</strong> 10<br />
students called posses. These teams are<br />
then prepared, through an intensive<br />
eight-month pre-collegiate training<br />
program, for enrollment at top-tier<br />
universities nationwide. Posse<br />
partner colleges and universities<br />
award Posse scholars four-year,<br />
full-tuition leadership scholarships.<br />
“The Posse Foundation has<br />
designed a recruitment strategy<br />
called the Dynamic Assessment<br />
Process (DAP), an innovative<br />
approach to identifying exceptional<br />
students who might be missed<br />
by traditional college admissions<br />
processes,” added the spokesperson.<br />
“DAP taps into the <strong>of</strong>ten unseen qualities <strong>of</strong><br />
high school students using non-traditional<br />
forums to evaluate students. Interactive<br />
workshops in which students have the<br />
opportunity to work alongside peers to<br />
generate and share ideas have proven to<br />
be an effective means <strong>of</strong> identifying an<br />
alternative set <strong>of</strong> qualities that can predict<br />
academic success in college.”<br />
Nationally, Posse scholars have been<br />
awarded $334 million in scholarships<br />
from Posseís partner institutions and are<br />
persisting and graduating at a rate <strong>of</strong> 90<br />
percentósignificantly above the national<br />
average.<br />

vaccine within 30 days <strong>of</strong> the start <strong>of</strong> school. High school students will also need a<br />
Tdap booster.<br />
Legislation signed last year requires students entering or advancing to grades<br />
seven through twelve in the <strong>2011</strong>–12 school year to be immunized with a tetanusdiptheria-pertussis<br />
vaccine booster called Tdap. The new requirement went into effect<br />
this month and affects all students—current, new, and transfers—in public and private<br />
schools.<br />
Senate Bill 614 (Kehoe/Eng) passed in the last two weeks, gives us, as a school<br />
district, an extra 30 days after classes begin (on <strong>August</strong> 31st) to verify vaccinations<br />
<strong>of</strong> all 7th and 8th grade students. To assist in the efforts to have 100% <strong>of</strong> our students<br />
immunized, we are <strong>of</strong>fering a Tdap Clinic at Muscatel Middle School on <strong>August</strong><br />
30th.<br />
Whooping cough is a highly contagious disease that can be debilitating at any age<br />
and lethal to infants. California’s current pertussis epidemic has killed ten babies and<br />
stricken more than 11,000 people since last year.<br />

A work-study program in functional<br />
government sponsored by the American<br />
Legion, Girls and Boys State allows students<br />
to learn how our government runs through<br />
participation and role-playing. Students are<br />
given the opportunity to campaign and run<br />
for various <strong>of</strong>fices during the week-long<br />
program. Upon arrival, students take on the<br />
roles <strong>of</strong> senators, judges, council members,<br />
attorneys, etc. Current issues are discussed<br />
in group sessions, during the legislative<br />
process, and in mock trials. Participants also<br />
publish a daily newspaper.<br />
Since eighth grade, Lu has run for<br />
several treasury positions in various clubs<br />
and organizations and felt running for the<br />
state treasurer position would be “the most<br />
suitable <strong>of</strong>fice.”<br />
“I think the characteristic that set me<br />
aside from the other candidates going for that<br />
position is my passion in public speaking and<br />
most people who voted for me remembered<br />
my speech,” he said. “My speech mentions<br />
the extremely high tax rate in El Monte and<br />
the financial issues most people face during<br />
this recession. With a little dark humor and<br />
repetitions <strong>of</strong> my name, my speech delivered<br />
me the second largest marginal†difference in<br />
the general elections.”<br />
Lu, however, did not run for the position<br />
only for the title.<br />
“I actually worked hard to acquire this<br />
<strong>of</strong>fice and when I did win the election,<br />
I actually carried out the duties <strong>of</strong> state<br />
treasurer,” he said. “For the first time in<br />
six years the proposed budget, written by<br />
the treasurer, controller and any appointed<br />
members <strong>of</strong> the cabinet, actually passed<br />
through the Senate and the Assembly.”<br />
Teachers and administrators nominate<br />
prospective students for the conference and<br />
then select a male and female student based on<br />
their leadership skills, grades, school record,<br />
citizenship, sportsmanship and interest in<br />
current affairs and government. It is hoped<br />
that students attending the conference will<br />
return to school a better leader and a positive<br />
role model for other students.<br />
“During my stay, I had the chance to meet<br />
diverse and interesting people who were all<br />
more than qualified to be representatives <strong>of</strong><br />
their respective schools. I went to Boy’s State<br />
very ambitious and very optimistic,” said Lu.<br />
“The experience will stay with me the rest <strong>of</strong><br />
my life. The memories and friends I made<br />
are unforgettable. Thank you American<br />
Legion Post 261 for sponsoring me and thank<br />
you Arroyo High School for choosing me as<br />

SUMMER FACILITY BOND PROJECTS & INSTRUCTIONAL PROGRAM<br />
NEWS<br />
Janson School is undergoing interior classroom renovations and electrical projects<br />
this summer, and will continue into the fall. These projects will modernize our<br />
classrooms and also make them more technology friendly. Janson Principal Cardenas<br />
and his 7 Habits Lighthouse Teacher Leaders, Mrs. Ball and Mrs. Krug, returned from<br />
an international global summit on the Leader in Me held at the University <strong>of</strong> Pittsburg<br />
in Pennsylvania this summer. Our Lighthouse Teams progress in their work at our<br />
other elementary sites with Muscatel Middle School beginning a Leader in Me class<br />
this fall.<br />
Encinita and Savannah Schools are also receiving some lesser renovations this<br />
summer. Exterior doors are being inspected and painted, and school branding projects<br />
are also taking place. Next summer, they will begin the remodel <strong>of</strong> their interior<br />
classrooms via modernization.<br />
Muscatel Middle School will implement the new 7/8 period schedule in September<br />
that will provide additional support and enrichment for all students.<br />
Shuey School is in search <strong>of</strong> a new principal, as former principal Mr. Moran,<br />
resigned his position in July to accept an elementary principal assignment in Glendora<br />
Unified School District. Mr. Wharton, retired Muscatel principal, will open Shuey<br />
School for a seamless transition. A principal search is currently underway.<br />
Lastly, there is no Board <strong>of</strong> Trustees’ meeting in <strong>August</strong>, so our first Board meeting<br />
will be September 1st. Also, most <strong>of</strong> our Back to School Nights will take place early<br />
in the school year. Please be on the lookout for the information forthcoming after<br />

Government Transparency Legislation Heads<br />

(AB) 172, a measure<br />

departments spend<br />
on outsourcing<br />
work to private contractors, passed out<br />
<strong>of</strong> the Senate Appropriations Committee<br />
today on a vote <strong>of</strong> 5-3.<br />
Authored by Assembly Member Mike<br />
Eng (D–Monterey Park), this measure<br />
specifically provides Californians with<br />
a greater level <strong>of</strong> state government<br />
transparency by giving taxpayers access<br />
to information such as personal services<br />
contracts that the state enters into, travel<br />
claims, audits <strong>of</strong> departments and other<br />
indicators <strong>of</strong> how the public’s money is<br />
being spent. AB 172 would put into law the<br />
provisions <strong>of</strong> Governor Schwarzenegger’s<br />
Executive Orders <strong>of</strong> 2009, S-08-09 and S-<br />
20-09, which created the state’s reporting<br />
government in transparency website, www.<br />
transparency.ca.gov.<br />
California has over 13,600 personal<br />
service and consulting contracts that cost<br />
the state $34.7 billion, or $28.7 million a<br />
day. Information about those contracts is<br />
needed to ensure government is working<br />
efficiently and effectively. Information<br />
gained by AB 172 will help us avoid<br />

contracts like the State Court System’s<br />
contract to create a central computer<br />
system for the courts. That project started<br />
in 2002, is still ongoing, and has jumped<br />
from initially costing $260 million to<br />
costing over $1.9 billion.<br />
“AB 172 will ensure that government<br />
remains transparent by requiring<br />
contracting data to be available to the<br />
public through a centralized government<br />
website,” said Assembly Member Eng.<br />
“This will allow the public to hold decision<br />
makers accountable for how they spend<br />
taxpayer dollars.”<br />
Currently, thirty-six states allow the<br />
public online access to tracking how state<br />
government spends their taxpayer dollars<br />
in order to promote transparency and<br />
cost-savings. California’s transparency is<br />
inadequate and compares poorly to other<br />
states. The United States Public Interest<br />
Research Group graded California’s level<br />
<strong>of</strong> transparency as a D, with twenty-eight<br />
other states scoring higher on their level<br />
<strong>of</strong> transparency. The California Public<br />
Interest Research Group conducted their<br />
own study and also graded California’s<br />
level <strong>of</strong> transparency as a D+, with 30<br />
other states scoring higher on their level <strong>of</strong><br />
transparency.<br />
AB 172 now moves to the Senate Floor<br />

Center would like to commend Benson<br />
Ma, Youth Training Development<br />
Coordinator and <strong>Rosemead</strong> native, for<br />
his hard work on successfully recruiting<br />
more interns and volunteers to work at<br />
the center.<br />
Volunteering his own time, Ma<br />
went out into the youth community<br />
on his own and found more<br />
youth like him who want to<br />
give back to the community<br />
while also strengthening the<br />
center’s intern and volunteer<br />
program. Ma is one <strong>of</strong> the<br />
many volunteers from RYLC,<br />
a division <strong>of</strong> the M. Janet<br />
Chin Youth Foundation, a<br />
501(c) 3 Educational Public<br />
Charity. RYLC <strong>of</strong>fers<br />
afterschool enrichment<br />
programs to young people in<br />
the community.<br />
Keno Deary, Executive<br />
Director <strong>of</strong> the center,<br />
commented, “Benson is a<br />
perfect example <strong>of</strong> what<br />
it means to be a volunteer and take a<br />
project upon yourself, seeing it through<br />
from inception to conclusion, he is to be<br />
praised for seeing a need not being filled<br />
and going after it himself and getting<br />
the job done, no matter the obstacles<br />
involved.”<br />
Ma said he started contacting high<br />
school students and let the word about<br />
the center just snowball from there.<br />
“I contacted the local high schools –<br />
Mark Keppel, San Gabriel, <strong>Rosemead</strong>,<br />
Gabrielino – and set a date to talk to<br />
their career person to have flyers there<br />
at the schools or to even set up a booth,”<br />
said Ma, who is currently attending East<br />
Los Angeles College with the hopes <strong>of</strong><br />
transferring to Cal State Los Angeles.<br />
Once students got the message, they<br />
started contacting him, he said.<br />
“I started getting a lot <strong>of</strong> emails,<br />
a lot <strong>of</strong> phone calls, from high school<br />
students ranging from incoming juniors to<br />
graduating seniors,” said Ma, who started<br />
volunteering at the center in April 2009.<br />
The end result was the center was<br />
able to acquire several new interns and<br />
volunteers.<br />
“That was a good foundation for us,”<br />
Ma said. “From there, word <strong>of</strong> mouth<br />
kicked in. We got even more applications<br />
then. We accepted 25 interns total. In<br />
addition, we have 11 volunteers.<br />
“The program was very successful.”<br />
Based at Temple Intermediate School<br />
in <strong>Rosemead</strong>, RYLC loves to have<br />
teenage students volunteer and help the<br />
younger kids at the school, Deary said.<br />
“By volunteering, these students learn<br />
responsibility, hard work and discipline, as<br />
well as how to work with others,” he said.<br />
“And they might even get school credit for<br />
it!”<br />

San Gabriel Mission will celebrate its<br />

festivities at its annual fiesta that is<br />

Labor Day weekend. The fiesta will<br />
