Part A – Essential Information<br />
monitor <strong>the</strong> situation safely when <strong>the</strong> birth parents are unable or unwilling to<br />
distinguish factual from non-factual accounts of events.<br />
The Independent Social Worker also agreed with <strong>the</strong> Local Authority assessment<br />
<strong>and</strong> <strong>the</strong> Psychologist. He concluded in his report of Mr <strong>and</strong> Mrs Green (June 08)<br />
that <strong>the</strong>re may have been a change in Tina’s situation to <strong>the</strong> extent that she is<br />
now in a more stable relationship <strong>and</strong> home environment than in <strong>the</strong> past.<br />
However this is not of itself conducive to <strong>the</strong> care <strong>and</strong> welfare of a vulnerable<br />
child. Nei<strong>the</strong>r birth parent acknowledges that <strong>the</strong>ir home or lifestyle presents any<br />
cause for concern <strong>and</strong> <strong>the</strong>y are totally resistant to any advice or guidance. Mr<br />
Green presents a completely unrealistic <strong>and</strong> at times bizarre view of his world<br />
<strong>and</strong> strongly influences Mrs Green.<br />
In addition <strong>the</strong> Independent Social Worker added that whilst Mr <strong>and</strong> Mrs Green<br />
have some sound basic ideas about parenting <strong>and</strong> a <strong>the</strong>oretical knowledge of<br />
care <strong>and</strong> hygiene this is not translated into reality within <strong>the</strong>ir daily lives. A child<br />
in <strong>the</strong>ir care would constantly be at risk of illness or injury. More significantly <strong>the</strong>y<br />
do not present as a couple who are likely to deal with problems in a mutually<br />
supportive way, nor to offer an emotionally warm <strong>and</strong> nurturing environment or to<br />
prioritise <strong>the</strong>ir child’s needs. Most importantly <strong>the</strong>y will not co-operate reliably<br />
with <strong>the</strong> professionals involved with Jane <strong>and</strong> it would be almost impossible to<br />
ensure her welfare.<br />
There is also <strong>the</strong> fact that Mr Green did state that he used to be called Simon<br />
Doe although he denies knowing anything about allegations of abuse.<br />
Allegations were made against Simon Doe in 1997 for indecently assaulting his<br />
7-year old niece. Mr Green is <strong>the</strong>refore an un-assessed risk to Jane.<br />

Details:<br />
On <strong>the</strong> 23.01.08 Ms Jakes stated that she could not care for Jane on a long-term<br />
basis as she had to care for her own family. On <strong>the</strong> 18.07.08 she contacted <strong>the</strong><br />
Department stating that she <strong>and</strong> her partner wanted to be assessed as long-term<br />
carers for Jane. An initial viability assessment was carried out which included a<br />
home visit to <strong>the</strong> couple <strong>and</strong> a visit to <strong>Leicester</strong>shire County Council to view files<br />
relating to Angela’s daughter aged 9.<br />
During <strong>the</strong> initial visit Angela stated that she had changed her mind about putting<br />
herself forward as she didn’t want Jane to be placed outside of <strong>the</strong> family. It<br />
should be noted that she also put herself forward to care for George Jane’s<br />
