person, outline an assessment of <strong>the</strong> ability <strong>and</strong> willingness to provide <strong>the</strong> child<br />
with a secure environment that facilitates <strong>the</strong>ir full development <strong>and</strong> meets <strong>the</strong>ir<br />
needs. Include <strong>the</strong> care/legal options that have been explored in relation to this<br />
carer <strong>and</strong> <strong>the</strong> reasons why <strong>the</strong> options have been discounted.<br />

Details:<br />
Jane is Tina’s fifth child. Previous Care Proceedings resulted in her first four<br />
children being placed away from her care permanently. There is extensive<br />
historical evidence <strong>and</strong> assessments to suggest <strong>the</strong> Mr <strong>and</strong> Mrs Green are<br />
unable to create a safe <strong>and</strong> stable environment for a child <strong>and</strong> that were Jane to<br />
be left in <strong>the</strong>ir care she would be likely to experience significant harm.<br />
The birth parents have been inconsistent in <strong>the</strong>ir engagement with <strong>the</strong><br />
Department over <strong>the</strong> Pre birth assessment in relation to Jane. They were not at<br />
home on many pre-arranged visits <strong>and</strong> Tina stated that concerns raised in<br />
relation to her o<strong>the</strong>r children were ‘all lies’. Mr <strong>and</strong> Mrs Green have a lack of<br />
underst<strong>and</strong>ing of <strong>the</strong> child protection concerns <strong>and</strong> this increases <strong>the</strong> risk to any<br />
child placed in <strong>the</strong>ir care.<br />
Mrs Green was adamant through most of her pregnancy that she wanted a home<br />
birth despite being advised against this due to <strong>the</strong> health risks. Only in <strong>the</strong> last<br />
weeks of her pregnancy did she agree to a hospital birth. Her attitude to<br />
professional advice re this issue raised concerns about her ability to heed <strong>the</strong><br />
advice of professionals <strong>and</strong> prioritise <strong>the</strong> needs of her child over her own needs.<br />
Julia Jamison Psychologist concurred with <strong>the</strong> Local Authority’s view of Mr <strong>and</strong><br />
Mrs Green. She concluded in her most recent psychological assessment (Feb<br />
08) that <strong>the</strong> risk of placing a child in <strong>the</strong>ir care would be high because of <strong>the</strong>ir<br />
failure to fully recognise <strong>the</strong> limits of <strong>the</strong>ir parenting ability <strong>and</strong> <strong>the</strong> difficulty of<br />
accepting professional advice. In addition she stated it would be impossible to<br />
