1990 Tina Green nee Jakes has been known to <strong>the</strong> Local<br />

Authority as a child in her own right since 1990. Social<br />

services were involved for a number of years <strong>and</strong> initially<br />

began as family support around Tina’s behaviour as a young<br />

child within <strong>the</strong> home <strong>and</strong> took <strong>the</strong> form of behaviour<br />

management <strong>and</strong> support within <strong>the</strong> family unit.<br />

At <strong>the</strong> age of 8 Tina was sexually abused by a cousin who<br />

was 18 years old <strong>and</strong> who later received a prison sentence<br />

for sexually abusing her on several occasions. Tina received<br />

post abuse <strong>the</strong>rapy.<br />

Tina was subject to a formal statement of Special<br />

Educational Need due to her having some degree of learning<br />

difficulties.<br />

1996 Tina was subject to a fur<strong>the</strong>r incident of sexual abuse<br />

involving sexually explicit images being taken of her.<br />

Tina’s first child Jason was removed from her care in<br />

January 2000 under an Emergency Protection Order due to<br />

concerns about her parenting. These concerns were around<br />

poor h<strong>and</strong>ling <strong>and</strong> a lack of awareness of developmental <strong>and</strong><br />

feeding needs. Following a period of assessment Tina was<br />

found to be unable to consistently provide Jason with care of<br />

an acceptable st<strong>and</strong>ard. Jason was made subject of a Care<br />

Order on 24 th of January 2000 <strong>and</strong> his Maternal<br />

Gr<strong>and</strong>mo<strong>the</strong>r Bethany Jakes cares for him on a Residence<br />

Order.<br />

25.04.00 Julie Jamison Psychologist concluded in her report that Mrs<br />

Green had borderline learning difficulties, which were fur<strong>the</strong>r<br />

compounded by her emotional <strong>and</strong> behavioural difficulties,<br />

which would significantly affect her parenting capacity.<br />

These difficulties are long st<strong>and</strong>ing <strong>and</strong> have been<br />

addressed by professionals over a number of years.<br />

21.06.02 Tina gave birth to Jean Sibley her second child. Jean was<br />

placed in foster care on an Interim Care Order on 25.06.02.<br />

The Department’s assessment of Tina <strong>and</strong> her <strong>the</strong>n partner<br />

Gordon Sibley concluded that any child in <strong>the</strong>ir care would<br />

be at risk of significant harm <strong>and</strong> that <strong>the</strong> prognosis for<br />
