1990 Tina Green nee Jakes has been known to the Local
Authority as a child in her own right since 1990. Social
services were involved for a number of years and initially
began as family support around Tina’s behaviour as a young
child within the home and took the form of behaviour
management and support within the family unit.
At the age of 8 Tina was sexually abused by a cousin who
was 18 years old and who later received a prison sentence
for sexually abusing her on several occasions. Tina received
post abuse therapy.
Tina was subject to a formal statement of Special
Educational Need due to her having some degree of learning
difficulties.
1996 Tina was subject to a further incident of sexual abuse

involving sexually explicit images being taken of her.
Tina’s first child Jason was removed from her care in
January 2000 under an Emergency Protection Order due to
concerns about her parenting. These concerns were around
poor handling and a lack of awareness of developmental and
feeding needs. Following a period of assessment Tina was
found to be unable to consistently provide Jason with care of
an acceptable standard. Jason was made subject of a Care
Order on 24 th of January 2000 and his Maternal
Grandmother Bethany Jakes cares for him on a Residence
Order.
25.04.00 Julie Jamison Psychologist concluded in her report that Mrs
Green had borderline learning difficulties, which were further
compounded by her emotional and behavioural difficulties,
which would significantly affect her parenting capacity.
These difficulties are long standing and have been
addressed by professionals over a number of years.
21.06.02 Tina gave birth to Jean Sibley her second child. Jean was
placed in foster care on an Interim Care Order on 25.06.02.
The Department’s assessment of Tina and her then partner
Gordon Sibley concluded that any child in their care would
be at risk of significant harm and that the prognosis for
