INTRODUCTION A brief Introduction was offered by Robert Mudd regarding the Skywalk project and the need to adequately fund improvements, once they are fully designed. 3, REVIEW OF MINUTES The minutes for the 1/14/09 Skywalk meeting were approved by consensus. 4. EAGLE POINT MASTER PLAN A, Design Development. The topographical survey at Eagle Point (EP) was finalized on 2/09/09 and forwarded to Weller Architects to begin design development of the EP Master Plan. Between 2/09/09 and 3/04/09 (18 working days), Weller Architects and JEL & Associates substantially developed the scheme for the site plan that was approved by the Hualapai Tribal Council on 11/24/08. Design development to date includes: . Bus Staging. Development of bus staging zone around EasVWest axis, Spring Fall Equinox Sunset. . EP Outlook Plaza. Identification of outlook plaza at intersection of EasVWest axis and Summer Solstice Sunset axis, similar to orientation evident at Chaco Canyon. . Access Road. Development of the primary vehicular access road in the form of a circle encompassing the Indian Vilage, Amphitheater, Skywalk and future GCRC Retail Cluster. Access road to allow two-way traffc to support fire suppression ingress/egress, as well as special event and administrative functions. . Pedestrian Circulation. Identification of exlsling Ramada as potential informational kiosk for visitor orientation. Development of pathways connecting amenities. . Vendors, Placement of vendors on primary access leading to Skywalk. . Indian Vilage. Integration of pathway with retail cluster to promote retail ac~vity before bus pick up and departure. Future development to potentially be expanded to adapt to descending terrin, achieving a multi-storied building without exceeding height standards. . EP North Rim Outlook Trail. Development of a trail to the northwest of the Skywalk to maximize outlook vistas availabie to the public. . Special Events Plaza. Identification of open-spaced plaza south of Skywalk. . Site Remediation, Consideration of strategies aimed at remediating severely impacted site between the Amphitheater and the Skywalk facilty. Landscape architecture may apply elevation lift, rock work, and indigenous vegetation. . Cul-de-sac, Establishment of 50' radius, compliant with residential zoning standards. Supports fire suppression activities and special event staging. ~ . Parking. A letter from Rocky Mountain Cummins Power Generation Division was reviewed by the committee. Cummins had Inspected the propane gensets and made recommendations to GCRC on 2/4/09 regarding the need for a major overhaul of both units. The cost of a new diesel generator (300KVA sized engine) is approximately $61,000. The cost to overhaul each propane generator is $50,000. The committee agreed that a new purchase would be more prudent than attempting to refurbish 15-year old gensets, and that the trade-in value of the generators should be explored. . Permanent Utilty Yard Location, Weller Architects and JEL & Associates reviewed the design development of a utility yard and recommended placing two diesel engine generators southwest of the Skywalk building approximately 1,000 feet near the area of the proposed sewage treatment plant This would locate generators away from the Skywalk building and public gathering areas. This would also require larger conductors between the generator and the buildings. The conductors would be installed in underground conduits, however, in the future when grid power is extended to the site, the connection point would be in the area of the generators with no disruption of Skywalk or plaza area activities. Diesel fuel tanks would be located near the engine generators, an addiUonal reason to keep them remote from the Skywalk area and public gathering areas. The use of sound attenuation enclosures was discussed to minimize noise impact throughout EP site. Effective fuel containment systems wil be incorporated in AlE designs to provide protection against fuel spilage at site. . Considerations of Short-term Utilty Yard Location, During the 1-14-09 Skywalk meeting, an alternative for short-term power was discussed. A diesel generator might be rented that could hook directly to the Skywalk building so that the elevator, fire alarm, and MEP could be tested as soon as possible, until such time that gensets and fuel tanks are configured within the utility yard near the Advantex site. This alternative is functional but is not eco-sensitive given the possibilty of a fuel spil in close proximity to the Grand Canyon rim (in this case within 30'), impacts to the north rim ledge to support the configuration of gensets and fuel tanks, noise impact to existing operations, and visibilty of the utility yard from the Skywalk building. It is recommended that the permanent solution be implemented as soon as possible involving the location of the utilty yard 2 GCSD010442
