2. INTRODUCTION<br />

A brief introduction was offered by Robert Mudd regarding the <strong>Skywalk</strong> project and the need to<br />

adequately fund improvements, once they are fully designed.<br />

3. REVIEW OF MINUTES<br />

The minutes for the 1/14/09 <strong>Skywalk</strong> meeting were approved by consensus.<br />

4. EAGLE POINT MASTER PLAN<br />

A. Design Development. The topographical survey at Eagle Point (EP) was finalized on<br />

2/09/09 and forwarded to WeJier Architects to begin design development of the EP Master Plan.<br />

Between 2/09/09 and 3/04/09 (18 working days), Weller Architects and JEL & Associates<br />

substantially developed the scheme for the site plan that was approved by the Hualapai Tribal<br />

Council on 11/24/08. Design development to date includes:<br />

. Bus Staging. Development of bus staging zone around Eastlest axis, Spring Fall<br />

Equinox Sunset.<br />

. EP Outlook Plaza, Identification of outlook piaza at intersection of Eastlest axis and<br />

Summer Solstice Sunset axis, similar to orientation evident at Chaco Canyon.<br />

. Access Road. Deveiopment of the primary vehicular access road in the form of a circle<br />

encompassing the Indian Vilage, Amphitheater, <strong>Skywalk</strong> and future GCRC Retail<br />

Cluster. Access road to allow two-way traffc to support fire suppression ingress/egress,<br />

as weJi as special event and administrative functions.<br />

. Pedestrian Circulation. identification of existing Ramada as potential informational kiosk<br />

for visitor orientation. Deveiopment of pathways connecting amenities.<br />

. Vendors. Placement of vendors on primary access leading to <strong>Skywalk</strong>.<br />

. Indian Vilage. Integration of pathway with retail cluster to promote retail activity before<br />

bus pick up and departure.<br />

.:. Power.<br />

. Cummins Assessment of Propane Generators. A letter from Rocky Mountain<br />

Cummins Power Generalion Division was reviewed by the committee. Cummins had<br />

inspected the propane gensets and made recommendations to GCRC on 214/09<br />

regarding the need for a major overhaul of both units. The cost of a new diesel generator<br />

(300KVA sized engine) is approximately $61,000. The cost to overhaul each propane<br />

generator is $50,000. The committee agreed that a new purchase would be more<br />

prudent than attempting to refurbish 15-year old gensets, and that the trade-in value of<br />

the generators should be explored.<br />

. Permanent Utilty Yard Location, Weller Architects and JEL & Associates reviewed the<br />

design development of a utility yard and recommended placing two diesel engine<br />

generators southwest of the <strong>Skywalk</strong> building approximately 1,000 feet near the area of<br />

the proposed sewage treatment plant. This would locate generators away from the<br />

<strong>Skywalk</strong> building and public gathering areas. This would also require larger conductors<br />

between the generator and the buildings. The conductors would be installed in<br />

underground conduits, however, In the future when grid power is extended to the site, the<br />

connection point would be in the area of the generators with no disruption of <strong>Skywalk</strong> or<br />

plaza area activities. Diesel fuel tanks would be located near the engine generators, an<br />

additional reason to keep them remote from the Skyalk area and public gathering areas.<br />

The use of sound attenuation enclosures was discussed to minimize noise impact<br />

throughout EP site. Effective fuel containment systems wil be incorporated in NE<br />

designs to provide protection against fuel spillage at site.<br />

. Considerations of Short-term Utilty Yard Location. During the 1-14-09 <strong>Skywalk</strong><br />

meeting, an alternative for short-term power was discussed. A diesel generator might be<br />

rented that could hook directly to the <strong>Skywalk</strong> building so that the elevator, fire alarm, and<br />

MEP could be tested as soon as possible, unlil such time that gensets and fuel tanks are<br />

configured within the utility yard near the Advantex site. This alternative is functional but<br />

is not eco-sensitlve given the possibilty of a fuel spil in close proximity to the Grand<br />

Canyon rim (in this case within 30'), impacts to the north rim ledge to support the<br />

configuration of gensets and fuel tanks, noise impact to existing operations, and visibilty<br />

of the ulility yard from the <strong>Skywalk</strong> building. It Is recommended that the permanent<br />

solution be implemented as soon as possible involving the location of the utilty yard<br />

from the facilty, with conduits, conductors, sound abatement measures, and<br />

transformers designed in a manner to power the building and site.<br />

. Permanent Power Provider. JEL & Associates addressed the concept of extending<br />

power along Buck and Doe Road (a strategy that had been discussed at a 2/20/09<br />

Hualapai Tribal Council meeting). The closest sub-station operated by Mohave Electric is<br />

50-miles outside of GCW, constituting an "out-of-service" area. UniSouræ, the power<br />

provider in the immediate vicinity of Meadview and Dolan Springs, has been engaged in<br />

a power distribution feasibilty analysis to connect GCW to the grid. The committee<br />

discussed the possibility of the Hualapai establishing its own tribal utility authority (TUA).<br />

A feasibilty analysis was completed 9/25/07 by the Hualapai Planning and Economic<br />

Development Department regarding the establishment of a TUA.<br />

.:. Water<br />

. 10" Water Line Plans & Profiles. Engineered plans and profies of the 10" water line<br />

and delivery system connecting Eagle Point to the Airport were discussed. AlE is<br />

approximately 75% complete. Weller Architects and JEL & Associates wii develop<br />

constrction documents for TERC review before releasing project for bid. Fire hydrants<br />

within Site Plan have been identified.<br />

. Fire Pump House - Contractor's Submittals and P&D Review 11-30-07. A fire pump<br />

house (FPH) with a diesel powered engine has been purchased and is sitting on site.<br />

The FPH dimensions are 10'8" x 16'8" x 9'0" (approx). It contains a Fire Department<br />

Connection (FDC) and its own diesel fuel storage lank within the FPH. On 11-30-07,<br />

P&D reviewed the Contractor's submitti for the FPH, and made a recommendation to<br />

the Hualapai Tribe for its approval. Included in the submittals were Fire Protection Shop<br />

Drawings, Specifications & Calculalions. The FPH was designed to be within 300'<br />

(approx) from Fire Protection point of connection (POC, I.e. 5' outside of building). Water<br />

storage tanks and piping constituted an integral part of the fire suppression pian as<br />

submitted by the Contractor; however, water tanks have not been ordered, based on the<br />

Owner's instructions as of 11/05/08 to allow for an Eagle Point master planning initiative<br />

to be conducted.<br />

. Suspension of FPH and Water Tank Installation to Allow Utilty Master Planning.<br />

On 9/24/08, GCRC authorized a $275,386 contract with Weller Architects and JEL &<br />

Associates to conduct master planning of Eagle Point. Comprehensive utilty planning<br />

was identified as a critical deliverable. The schematic layout of Eagle Point was adopted<br />

by the Hualapai Council on 11/24/09, and a task force involving GCRC, the Hualapai<br />

Tribe and GCSD representatives met on 12/08/08 to review water delivery options. it<br />

was mutually agreed upon by the meeting participants that the design and construction of<br />

a 10" water line extending from the GCW Airport to Eagle Point provided (a) the most<br />

effective solution for fire delivery purposes, (b) the greatest cost benefi, and (c) a<br />

solulion that would eliminate the incongruent aesthetics of large water tanks and a FPH<br />

being placed near the <strong>Skywalk</strong> facility.<br />

. AlE Development of 10" Water Line. On 1/07/09, GCRC authorized a $17,870 contract<br />

for topographicai surveying of Eagle Point, and on 2/04/09, GCRC authoried a $149,632<br />

contract to develop the plans and profiles of the 10" line. Weller Architects and JEL &<br />

Associates will update the <strong>Skywalk</strong> committee on 4/08/09 regarding the water line and<br />

fire suppression planning.<br />

.:. Wastewater<br />

. Grade Analysis. The committee reviewed the grade between the proposed Advantex<br />

wastewater system and the point of discharge north of <strong>Skywalk</strong> facility. An 11' cut would<br />

be necessary to provide gravity fiow from point to point, compared to a sewer foræ main<br />

system requiring a 4' cut. Using a carbide-tipped trencher capable of grinding and<br />

refillng the cut without lateral impact to the surrounding landscape, a 42" ditch would<br />

support the installation of a force main system. The cost difference between an 11' ditch<br />

versus a 4' ditch is significant.<br />

. The short-term solution for IT/telecom capacity at EP involves establishing microwave<br />

connectivity at GCW and mounting a microwave dish on the <strong>Skywalk</strong> Roof Deck. Two<br />

proposals are being considered by GCRC's Board of Directors for microwave services.<br />

.:. Other<br />

. Utilty Corridor. Master planning wil include the development of a 30' utilty corridor<br />

within the EP Master Plan to support <strong>Skywalk</strong> functions. Conduit wil be buried for future<br />

hard-line power and fiber optic extensions to the building<br />

. Exterior Stone, The extemal insulation finish system (EIFS) and stack stone are 99%<br />

complete (HC Ramp in the way); however, the application of exterior faux stone was<br />

discussed per the revised architectural rendition of the <strong>Skywalk</strong> by Dozal Ilustrations. It<br />

was recommended to GCSD during the meeting that several representative panels of<br />

faux stone be constructed, transported to GCW and ailowed to weather over time so that<br />

GCW management may examine which manufactured panel best suits the exterior of the<br />

<strong>Skywalk</strong>.<br />

. Weather Delays. The total working days lost to date amount to 38. Delays include (a)<br />

temperature at 35 degrees or below, (b) rain and/or materials wet, (c) fallng snow and/or<br />

standing snow, and (d) wind (excessive for specialized construction).<br />

. Code Compliance. P&D Consultants stated that the building has been built to code.<br />

Applicable codes include International Building Code (IBC) 2000, Uniform Plumbing Code<br />

(UPC) 2000, Uniform Mechanical Code (UMC) 2000, and National Electric Code (NEC)<br />

2002.<br />

2. INTRODUCTION<br />

A brief Introduction was offered by Robert Mudd regarding the <strong>Skywalk</strong> project and the need to<br />

adequately fund improvements, once they are fully designed.<br />

3, REVIEW OF MINUTES<br />

The minutes for the 1/14/09 <strong>Skywalk</strong> meeting were approved by consensus.<br />

4. EAGLE POINT MASTER PLAN<br />

A, Design Development. The topographical survey at Eagle Point (EP) was finalized on<br />

2/09/09 and forwarded to Weller Architects to begin design development of the EP Master Plan.<br />

Between 2/09/09 and 3/04/09 (18 working days), Weller Architects and JEL & Associates<br />

substantially developed the scheme for the site plan that was approved by the Hualapai Tribal<br />

Council on 11/24/08. Design development to date includes:<br />

. Bus Staging. Development of bus staging zone around EasVWest axis, Spring Fall<br />

Equinox Sunset.<br />

. EP Outlook Plaza. Identification of outlook plaza at intersection of EasVWest axis and<br />

Summer Solstice Sunset axis, similar to orientation evident at Chaco Canyon.<br />

. Access Road. Development of the primary vehicular access road in the form of a circle<br />

encompassing the Indian Vilage, Amphitheater, <strong>Skywalk</strong> and future GCRC Retail<br />

Cluster. Access road to allow two-way traffc to support fire suppression ingress/egress,<br />

as well as special event and administrative functions.<br />

. Pedestrian Circulation. Identification of exlsling Ramada as potential informational kiosk<br />

for visitor orientation. Development of pathways connecting amenities.<br />

. Vendors, Placement of vendors on primary access leading to <strong>Skywalk</strong>.<br />

. Indian Vilage. Integration of pathway with retail cluster to promote retail ac~vity before<br />

bus pick up and departure.<br />

Amphitheater, Identification of facilty that will provide enclosed space for Nalive<br />

dancers and performers, to keep warm in colder temperatures.<br />

. Retail Cluster. Future development to potentially be expanded to adapt to descending<br />

. EP North Rim Outlook Trail. Development of a trail to the northwest of the <strong>Skywalk</strong> to<br />

maximize outlook vistas availabie to the public.<br />

. Special Events Plaza. Identification of open-spaced plaza south of <strong>Skywalk</strong>.<br />

. Site Remediation, Consideration of strategies aimed at remediating severely impacted<br />

site between the Amphitheater and the <strong>Skywalk</strong> facilty. Landscape architecture may<br />

apply elevation lift, rock work, and indigenous vegetation.<br />

. Cul-de-sac, Establishment of 50' radius, compliant with residential zoning standards.<br />

Supports fire suppression activities and special event staging.<br />

.:. Power.<br />

. Cummins Assessment of Propane Generators. A letter from Rocky Mountain<br />

Cummins Power Generation Division was reviewed by the committee. Cummins had<br />

Inspected the propane gensets and made recommendations to GCRC on 2/4/09<br />

regarding the need for a major overhaul of both units. The cost of a new diesel generator<br />

(300KVA sized engine) is approximately $61,000. The cost to overhaul each propane<br />

generator is $50,000. The committee agreed that a new purchase would be more<br />

prudent than attempting to refurbish 15-year old gensets, and that the trade-in value of<br />

the generators should be explored.<br />

. Permanent Utilty Yard Location, Weller Architects and JEL & Associates reviewed the<br />

design development of a utility yard and recommended placing two diesel engine<br />

generators southwest of the <strong>Skywalk</strong> building approximately 1,000 feet near the area of<br />

the proposed sewage treatment plant This would locate generators away from the<br />

<strong>Skywalk</strong> building and public gathering areas. This would also require larger conductors<br />

between the generator and the buildings. The conductors would be installed in<br />

underground conduits, however, in the future when grid power is extended to the site, the<br />

connection point would be in the area of the generators with no disruption of <strong>Skywalk</strong> or<br />

plaza area activities. Diesel fuel tanks would be located near the engine generators, an<br />

addiUonal reason to keep them remote from the <strong>Skywalk</strong> area and public gathering areas.<br />

The use of sound attenuation enclosures was discussed to minimize noise impact<br />

throughout EP site. Effective fuel containment systems wil be incorporated in AlE<br />

designs to provide protection against fuel spilage at site.<br />

. Considerations of Short-term Utilty Yard Location, During the 1-14-09 <strong>Skywalk</strong><br />

meeting, an alternative for short-term power was discussed. A diesel generator might be<br />

rented that could hook directly to the <strong>Skywalk</strong> building so that the elevator, fire alarm, and<br />

MEP could be tested as soon as possible, until such time that gensets and fuel tanks are<br />

configured within the utility yard near the Advantex site. This alternative is functional but<br />

is not eco-sensitive given the possibilty of a fuel spil in close proximity to the Grand<br />

Canyon rim (in this case within 30'), impacts to the north rim ledge to support the<br />

configuration of gensets and fuel tanks, noise impact to existing operations, and visibilty<br />

of the utility yard from the <strong>Skywalk</strong> building. It is recommended that the permanent<br />

solution be implemented as soon as possible involving the location of the utilty yard<br />

from the facilty, with conduits, conductors, sound abatement measures, and<br />

transformers designed in a manner to power the building and site.<br />

. Permanent Power Provider. JEL & Associates addressed the concept of extending<br />

power along Buck and Doe Road (a strategy that had been discussed at a 2/20109<br />

Huaiapai Tribal Council meeting). The closest sub-station operated by Mohave Eiectric is<br />

50-miles outside of GCW, constituting an "out-of-service" area. UniSource, the power<br />

provider in the immediate vicinity of Meadview and Dolan Springs, has been engaged in<br />

a power distribution feasibility analysis to connect GCW to the grid. The committee<br />

discussed the possibilty of the Hualapai establishing its own tribal utilty authority (TUA).<br />

A feasibilty analysis was completed 9/25/07 by the Hualapai Planning and Economic<br />

Development Department regarding the establishment of a TUA.<br />

.:. Water<br />

. 10" Water Line Plans & Profiles, Engineered plans and profiles of the 10" water line<br />

and delivery system connecting Eagle Point to the Airport were discussed. NE is<br />

approximateiy 75% complete. Weller Architects and JEL & Associates wil deveiop<br />

construction documents for TERC review before releasing project for bid. Fire hydrants<br />

within Site Plan have been identified.<br />

. Fire Suppression Pump House. A fire pump house has been purchased and is sittng<br />

on site. It is a diesei powered engine, as opposed to an electric powered engine. The<br />

advantage of the electric powered fire pump is that it may be installed on the Ground<br />

Floor within the building. The 10'x12' diesel fire pump house would need to be located<br />

within 50' of the <strong>Skywalk</strong> (incongruent with the aesthetics of a master planned site) and<br />

would require a diesel tank to support it.<br />

.:. Wastewater<br />

. Grade Analysis, The committee reviewed the grade between the proposed Advantex<br />

wastewater system and the point of discharge north of <strong>Skywalk</strong> facilty. An 11' cut would<br />

be necessary to provide gravity flow from point to point, compared to a sewer force main<br />

system requiring a 4' cut. Using a carbide-tipped trencher capable of grinding and<br />

refillng the cut without lateral impact to the surrounding landscape, a 42" ditch would<br />

support the installation of a force main system. The cost difference between an 11' ditch<br />

versus a 4' ditch is significant.<br />

.:. ITfTelecommunications.<br />

. The short-term solution for ITltelecom capacity at EP involves establishing microwave<br />

connectivity at GCW and mounting a microwave dish on the <strong>Skywalk</strong> Roof Deck. Two<br />

proposals are being considered by GCRC's Board of Directors for microwave services.<br />

.:. Other<br />

. Utilty Corridor. Master planning wil include the development of a 30' utilty corridor<br />

. within the EP Master Plan to support <strong>Skywalk</strong> functions. Conduit wil be buried for future<br />

hard-line power and fiber optic extensions to the building<br />

. Exterior Stone. The external insulation finish system (EIFS) and stack stone are 100%<br />

complete; however, the application of exterior faux stone was discussed per the revised<br />

architectural rendition of the <strong>Skywalk</strong> by Dozal Illustrations. It was recommended to<br />

GCSD during the meeting that several representative panels of faux stone be<br />

constructed, transported to GCW and allowed to weather over time so that GCW<br />

management may examine which manufactured panel best suits the exterior of the<br />

<strong>Skywalk</strong>.<br />

. Weather Delays. The totai working days lost to date amount to 38. Delays include (a)<br />

temperature at 35 degrees or below, (b) rain and/or materials wet, (c) fallng snow and/or<br />

standing snow, and (d) wind (excessive for specialized construction).<br />

B. Skyalk Facilitv - Tenant Improvements (Tis),<br />

. TI Ground Level Entry, M. Johnson brought Ground Floor ADA floor plans to the<br />

meeting and display boards with proposed interior finishes. A copy of P&D's comment<br />

letter addressing Ground Level Entry recommended revisions was distributed to the<br />

(UPC) 2000, Uniform Mechanical Code (UMC) 2000, and National Electric Code (NEC)<br />

2002.<br />

7. CHECKLIST<br />

A. Project Deliverables, GCSD is responsible for the following construction-related deliverables:<br />

. GCSD to identify actual construction costs for (a) Phase i-Glass Bridge <strong>Construction</strong>. GCSD to<br />

disclose construction budget for (b) Phase Ii - Base Sheli construction, and (c) Phase iii - Tenant<br />

improvements for Main Floor and Ground Floor ADA access.<br />
