Self Satisfaction not Desirable
The 6th verification for recognition of non-executive
unions as per BSNL's Rule, 2012 is scheduled
to take place on 16th April 2013. More than 12
unions have played a very positive role in framing
of new rules. The BSNL employees spread in the
entire country will give their mandate to identify
which are the two unions which should be recognised
by the administration for redressal and settlement
of their grievances. The present recognised
union enjoyed the majority status for last 8 years
but failed to fulfill the aspirations of the workers even
in wage revision and much talked and propagated
promotion scheme. The majority union had been
crying from house top that they will ensure wage
revision to workers with 78.2% IDA fixation benefits
for 5 years periodicity. But the BSNLEU leadership
made an about turn and signed the wage
agreement on 15-1-2010 for 10 years and without
78.2% IDA fixation benefit despite of orders dt. 2-
4-2009 from Govt. of India. This has brought immense
and irreparable loss to the employees. The
non-executive promotion policy is not at all akin to
Executive Scheme. The NEPP is full of
discriminations and exploitations and staff are paying
heavy price for the same. The staff are denied
upgradations in the name of "average entries". The
RMs are attaining stagnation in upgradations and
that is why it is popularly called non-executive
punishment policy. What is worst and distressing
today is that company is in loss for almost
10,000/- crores Rs. Whereas it was in profit of more
than Rs.10,000/- crores in 2004-05 during NFTE's
regime. The recognised union completely failed to
Condolence resolution on: Com. O.P. Gupta’s demise
The Extended National executive Meeting of NFTE BSNL at Ongole (A.P.) on 4th February, 2013
Condole the demise of Com. O.P. Guptaji (08-04-1922 to 06-01-2013) who was the symbol of working
class unity and the tallest leader of NFPTE and NFTE. He was the first Secretary General of
NFTE who successfully led the union to victory in the first even membership verification held in 2002.
He was the main force behind the 3 days nationwide strike on the eve of corporatization in 2000
which ultimately safeguarded the Government pension from consolidated fund of India for lakhs of
employees who had got transferred to BSNL on 01-10-2000. He was a genius and down to earth
Comrade who understood the aspirations and sufferings of the lowest employees. He thought
ahead of everybody and could foresee dangers and suggest proper wage and means to overcome
these. He was the architect of Time bound promotions and restructuring of Cadres. He
was responsible for the regularization of More than one lakh employees on 30-09-2000 on the
eve of corporatization despite ban on recruitment since 1980. The extended executive records
its appreciation for his untiring work during the last 60 years in the service of P & T and BSNL
employees with the almost zeal and commitment. The fitting tribute to the departed leader would
be to work for strengthening the NFTE BSNL and make it the first recognized union in BSNL
after the 6th Membership verification. Com. O.P. Gupta will be remembered by P & T workers
and BSNL employees for ever. The National executive record with proud that Com. Gupta was
the only leader in the country who was jailed for 14 months of rigorous imprisonment just for
signing the strike agreement in 1949. He was man of the masses and loved by even those who
opposed him on some issues. His loss will be felt for ever and is not easy to fill that vacum.
protect the interest of the BSNL. The BSNLEU even
failed to ensure that the materials are available in
the field although they were enjoying the hospitality
of then Minister Shri Raja.
The National Executive of NFTE BSNL met on
4 and 5th February, 2013 at Ongole in these background
and reviewed the issues in real perspective.
The NFTE BSNL has although secured 35%
votes in all the five verification but there is no
place for complacency in the present scenario.
We have to work hard and make sustained efforts
to get Majority Status in the ensuing verification.
The meeting has decided to focus many issues
including settlement of 78.2% IDA fixation
benefit, sufferings in NEPP, wage erosion of DR staff,
Timely notification of all Deptt. Examinations and
promotion etc. but top most priority will be to
defeat and scuttle the attempts of DPE (BRPSE)
to declare BSNL as sick PSU. It is most dangerous
and has to be resisted to avoid sufferings
to staff. The employees will loose everything
once company is declared sick.
The National Executive of NFTE has appealed
to the workers not to be complacent and work hard
to achieve more than 50% votes in the election
scheduled to take place on 16th April to end the
darkness. This is difficult task but not impossible
and can attain the target with the help and cooperation
of alliance partners. The NFTE will continue
alliance and extend all respects and cooperation
to the Unions which stood with us.
NFTE opposes new entity for broadband services
Ongole: The National Federation of Telecom
Employees (NFTE) President Islam Ahamad on
Monday vehemently opposed the reported decision
of the Bharat Sanchar Nigam Ltd.(BSNL) Board
to float a separate company for broadband and
leased circuit services.
Chairing the NFTE extended national executive
committee meeting at the Com. Om Prakash
Gupta Sabhastali here, he said a major portion of
the revenue generated were from the two premier
services.
“If these services are taken away from the BSNL,
its survival will be a big question mark ,” he feared.
NFTE general secretary Chandreshwar Singh
gave a call to the employees to fight against the
BSNL Board’s “unilateral decision” which would turn
the nation's leading telecom company a sick Public
Sector Unit.
Deputy General Secretary C.K.Mathivanan said
the Sam Pitroda Committee’s recommendation suggesting
sharp reduction in existing strength of employees
was hanging like a “Damocles sword.
"We have to unitedly fight against the move to
retire over one lakh employees under the scheme
awaiting clearance from the Union government,"
he added.
Only through the BSNL, better tariff benefit
could be reached to the common people, said its
State secretary Karlapudi Anjaiah.
Private telcos oppose move to bail out BSNL, MTNL
Private mobile operators have raised objections to a proposal to give financial support to Staterun
telecom companies.
The Department of Telecom has sought the Cabinet’s approval for a Rs 20,000-crore bailout
package for Bharat Sanchar Nigam Ltd and Mahanagar Telephone Nigam Ltd. The Department proposes
to waive the one-time spectrum charge and refund money for surrendered broadband spectrum.
BSNL wants to surrender broadband spectrum (2300 Mhz band) in six circles including Karnataka,
Kolkata, Andhra Pradesh, Gujarat and Maharashtra.
If the Cabinet accepts this request, the PSU BSNL, will get a refund of Rs 6,724.51 crore.
BSNL’s finances have taken a turn for the worse with its income declining from Rs 35,812 crore in
2008-09 to Rs 27,934 crore in 2011-12. During this period, the company’s bottomline changed from a
net profit of Rs 574 crore to a loss of Rs 8,851 crore.
A Canard is being spread by BSNLEU that the
78.2% IDA fixation benefit in revision of pay scale
could not be clinched on 15-1-2010 in wage agreement
due to betrayal of NFTE-FNTO ignoring the
fact that both were not at all associated in the negotiations
The wage revision of group 'C' and 'D' staff was
due from 1-1-2007 and the wage committee was
formed by BSNL Management in December, 2006.
Nothing was done from year 2007 to 2009 i.e. upto
3 years and the wage agreement was signed only
on 15-1-2010 with 68.8% IDA benefit although Govt.
of India ordered for 78.2% IDA fixation.
Accept failure with grace
Every one is aware that the BSNLEU Cried from
house top to get wage revision with 78.2% IDA benefit
30% fitment and for periodicity of five years. At
that time also we were called as agents of Management
and Govt. and now betrayal. The NFTE
will never call any one either as betrayer or
agents of Govt. and Management. Workers are
fully aware who have sacrificed their most important
issue - 78.2% IDA - despite orders dt 2-
4-2009 of Govt. of India.
BSNLEU should accept its failure with grace and
tender apology to workers for mortgaging their interest
and inflicting immortal financial loss.
Improvement in Fixed line Fault
Clearance mechanism
BSNL No. 8-23/2012 -PHM Dated 17th Jan.
2013 to All Chief General managers Telecom
Circles/Telecom Districts BSNL
It has been observed that both fault rate and
fault clearance time is high in most of the Circles.
Besides this, the number of repeat faults occurrence
is also very high.
TRAI has recently made regulation on financial
disincentives on not meeting the benchmark for
quality of service parameters in Basic Service. This
regulation has come into effect form 1st January
2013. This office letter dtd 20th November - 2012
regarding this may be referred.
VOTE AT
SERIAL NO. 15
It has also been observed that faults occurring
on Sundays/holidays or on previous day thereto,
are not being attended on such closed holidays.
This office latter dtd 26th December- 2012 regarding
this may be referred in which it was mentioned
that CMD has directed to develop a mechanism for
attending faults on Sunday and holidays also.
To improve the quality of fault rectification and
providing satisfactory services to the customers,
CMD has desired that the whole fault clearance
process needs to be made more efficient and effective.
The root cause for both fault occurrence
and delay in fault clearance needs to be addressed.
The FRS module of the CDR system be utilized for
this if required.
Following steps may be initiated within 15 days:
1. The fault clearance work needs to be extended
and be ensured between 0700 Hrs to 2100 Hrs.
The existing resources may be realigned and
if required, the field sections may be merged.
2. A mechanism should be developed that faults
are attended on Sundays and holidays also.
3. Regarding reducing repeat faults, it will be now
mandatory that the SDE/JTO should visit on
2nd time fault, DE should visit on 3rd time fault,
DGM on 4th time fault and GM should visit on
5th time fault occurrence on the same telephone/BB/leased
line during the last 30 days
period.
4. Possibilities of preparation of DPS (Daily performance
Sheet) may be explored & implemented
to improve the efficiency of employees
as being practiced in PSU Banks.
A report regarding implementation of above
guidelines may be sent to this office by fax and
BSNL Recognition Rules of Non-
Executives' Unions and Representation
in the Councils Rules, 2012- regarding
No. BSNL/5-2/SR/2012 Dated, the 31 January,
2013 The General Secretary, NFTE BSNL, N.D.
NFTE BSNL letter No. TF-1/1 (H) dated nil
January, 2013
This has reference to NFTE BSNL letter referred
to above on the subject matter under which the
union has raised certain issues and requested for
consideration of the same.
2. At the outset, the union has suggested for
the facility of immunity in transfer to atleast two office
bearers of such unions which secure 2% or
more votes in the verification. You would appreciate
that for grant of the facility of immunity form
transfer to a union with merely 2% votest is too low
and not justified.
3. As regards the demand that the recognised
unions should be treated at par in respect of all
facilities, there is hardly any need to mention that
the Rules already envisage parity/status at equal
footing for all the recognised unions for all purposes,
i.e. negotiations/agreements/deliberations.
4. With reference to the next suggestion that
decisions on issues in the Council meetings should
be on the basis of unanimity in Staff side. In the
regard, it is pointed out that developing unanimity
on the issues would be internal affair of the Staff
side. For the management, the entire Staff side comprising
two or more unions is one collective body.
5. On the issue of office accommodation, it is
mentioned that the present statuesque shall continue
and the position will be reviewed as and when
required.
6. It is believed that the issues raised by NFTE
BSNL are suitably addressed and the union shall
Functioning of BBL vis-à-vis BSNL’s
position
TF-19/1(C) Dated:-30-01-2013, to Chairman
Cum Managing Director, BSNL, New Delhi.
We have come to know that the Broad Band
Limited (BBL) has come into existence and presently
it is under administrative control of Administrator,
USO Fund. It is also learnt that the Broad
Band services and leased lines will be transferred
to BBL. If it so the BSNL will become almost orphan.
We feel it is high time that the BSNL management
should interact with the unions so that the
realities are known. It is also not known if revenues
earned by BBL will come to BSNL or will go elsewhere.
We, therefore, impress upon you to advise the
Director HR/GM(SR) to hold meeting with unions
on the issue so that the pros and cons could be
properly known.
Item (5) of strike agreement signed on 12-
Management relating to superannuation
benefits to BSNL Recruits – Request for
expeditious action for implementation of
the strike agreement.
TF-11/10(b) Dated:-30-01-2013 Shri A.N.Rai
Director (HR) BSNL, New Delhi.
Kindly refer to item (5) of the Strike Agreement
of 12th June, 2012. Almost 8 months have passed
but till date no progress is visible in the matter you
will agree, Sir, that the agreement is for its implementation
and not to put into cold storage.
In course of discussions we mentioned on 12-
06-2012 that there is no rule/methodology to settle
the pension and terminal benefits in respect of D/R
BSNL staff due to which this category of employees
are worried about
their future. We are reasonably
shocked to note
that the management has
not moved into the matter.
LETTERS TO ADMINISTRATION
We, therefore, urge
upon you to intervene into
the matter so that the
agreement is honoured and rules are evolved for
pensionery and terminal benefits relating to D/R staff.
Extension of 78.2% IDA fixation benefits
to BSNL staff -Settlement regarding.
TF-10/3 Dated:-30-01-2013 to Chairman Cum
Managing Director, BSNL, New Delhi.
Kindly refer to our earlier communication regarding
settlement of the above demand.
You will please recall that an agreement was
arrived at and signed on 12-06-2012 between BSNL
management and unions for extension of 78.2%
IDA fixation benefit to BSNL staff. Sequel to the
clearance by the Board the proposal was sent to
the Administrative Ministry, DOT, for its approval.
We are extremely sorry to state that the DOT is
making quarries after quarries causing deep frustration
and anguish amongst the employees as
BSNL is the only PSU where staff were denied 78.2%
fixation benefit in wage agreement signed on 15-01-
2010 between recognized union and BSNL management.
The agreement dt-12-06-2012 was obviously
to correct the mistake which took place on 15-01-
2010 despite availability of Govt. of India orders of
2nd April, 2009 for 78.2% IDA benefit.
According to information the DOT has again
sought clarification on some points. Our President,
Shri Islam Ahmad, met and apprised you about the
present situation and impressed upon for expeditious
reply to the DOT to avoid delay in settlement.
We are mentioning below the following points for
consideration.
(1) The NFTE is one of the signatories of agreement
of dt-12-06-2012 which is basically for correction
for neutratisation of IDA amounting to 78.2%
as per OPE order dt. 2nd April, 2009.
(2) There will be no change in pay scales although
it is quite likely that some employees may
get .stagnation stage much earlier than expected.
(3) The burden of arrears payment is deferred
and it will be considered only when the PSU attains
sound financial health. Thus the BSNL will
not face huge financial burden as propagated.
Moreover the unions have also agreed in agreement
of 12-06-2012 for savings on some other items
for time being.
(4) There will be some financial burden on DOT
due to enhanced pension. But the DOT has to discharge
its social responsibility. Moreover, the BSNL
has remitted and is depositing also the Pension
contribution in respect of staff including of retired
personnel.
(5) The 78.2% IDA merger (50% IDA merger)
and 30% fitment both are settled issues as per DPE
guidelines. There has been affordability also due
to which 30% fitment in fixation was extended to
the staff. The BSNL’s affordability was well established
on the basis of 2007-08 PBT which was the
criteria fixed by DPE. We very strongly feel that the
subsequent year criteria cannot be evolved at this
stage.
(6) The BSNL cannot be categorized as a sick
company by any criteria and standard.
We, therefore, request you to please look into
the matter so that the reply is sent to the quarries
made by DOT. We will also request you to use your
good offices to impress upon the DOT to cause early
settlement of the matter as BSNL staff can neither
be discriminated nor denied 78.2% IDA fixation
benefit.
Maintenance of Request Register and
repatriation of employees from rural to
Urban areas.
TF-20/3 Dated:-30-01-2013 to Shri A.N. Rai,
Director (HR), BSNL New Delhi
Vide BSNL HQR Letter No.-6-1/2007-Restg, dt-
24-01-2013 orders have been issued for maintenance
of Request Register for repatriation of staff
who are serving in rural side for a very long period.
This is correct step in right direction to curb malpractices
and exploitation of staff at the hands of
vested interest.
However, we are surprised to note that nothing
is mentioned to the effect how long the employees
are required to serve in the rural sector and be away
from their families. After all the officials serving in
the rural and remote areas are the sons/daughters
of the same soil to which others belong and don't
expect atleast blatant discrimination and neglects.
We firmly hold the view that they are not required
to work in rural, places till their retirement or death.
There should be some mechanism for their repatriation
after their request and definite period in the
analogy of executives. We feel that the matter
needs dispassionate consideration.
We, therefore, entreat upon you to kindly consider
the plight of the workers stationed in the rural/remote
places and fixed definite and reasonable
period for their repatriation from rural sector
as per their request.
Instances are also available that the senior
We, therefore, request you to please consider
to exempt the senior staff from posting to hill areas
