police managed to intercept him. He was
taken to the police station, where he was
allegedly beaten up again. Police allegedly
booked Tinku and his brother in a false
Excise Act case and showed recovery of 13
bottles of liquor. On medical examination
of Tinku by doctors at Lok Nayak Hospital,
it was found that there was a severe vision
problem in his right eye. Tinku also had
head injuries. 22 In response to a complaint
by Tinku, a vigilance inquiry was ordered
by East district Deputy Commissioner of
Police but the police allegedly refused to
register a case against their officers. 23
On 14 May 2004, two-factory workers
Vishwanathan and Bodhan were arrested by
the Jehangirpuri Police Station in North
Delhi in connection with the rape of a fiveyear-old
girl in the Kondli area under
Jehanghirpuri police station limits. Both of
them were kept in police custody for some
time, and let off later after sustained
interrogation. On 4 June 2004, the police
allegedly nabbed Vishwanathan again and
interrogated him for the second time.
During the interrogation, a Sub-Inspector,
one Assistant Sub-Inspector and two
Constables started beating him. He was
reportedly first hanged upside down and
then rolled down. When he fell
unconscious, the police officials thought of
sending him to some Government hospital.
But owing to the fear of being exposed,
they finally decided to take him to a private
nursing home, Saroj Hospital on 5 June
2004 under a changed name. 24
On 26 May 2004, Mahesh Sharma, a
polish factory owner of Anand Parbhat

area of West Delhi, was allegedly stopped
by police at the picket carrying out
checking in the area. Following an
argument between Sharma and a constable
Shyam Vir Tyagi, Sharma was beaten up
by the policemen. 25
On 9 July 2004, Anoop Singh, an
Assistant Sub-Inspector of the traffic
department of Delhi Police shot at driver
Surinder Singh for allegedly refusing to
pay bribes. Although Anoop Singh was
suspended and incarcerated for a month
and a half before his bail, he had allegedly
been threatening Surinder for filing a writ
petition seeking compensation for his
injuries. 26
In August 2004, a 16-year-old street
boy alleged that he was forced to indulge
in “oral sex” with another 12-year-old as
“punishment” by some policemen of New
Friends Colony Police station. The victim
alleged that another associate of his was
sodomised. Taking cognizance of the
allegations by the victims, the Delhi Police
reportedly charged one of its officials,
constable Sambhu with sodomy under
section 377 of Indian Penal Code and
suspended him. 27
On 5 September 2004, a Railway
Protection Force (RPF) constable
reportedly addressed as Cobra allegedly
beaten up a 12-year-old boy Sabir at the
Nizamuddin railway station. Cobra
allegedly took off Sabir’s clothes and
beaten him up with the belt. 28
