setback when on 16 September 2004,
Orissa police detained 18 Adivasis near
Govindapali Ghat in Malkangiri district
while they were returning along with 70
others in six vehicles from a public
meeting held in Bhubaneswar. 45 The
Police claimed that they have arrested as
many as 267 Naxalites and their
supporters by June 2004. 46
The Naxalites have been responsible
for violation of humanitarian laws.
On the night of 24 April 2004, the Kui
Shanti Sena leader, Daku Majhi was
reportedly killed by suspected Naxalites of
the People’s War Group. Daku Majhi and
his two brothers, Bandaka and Lunduka,
were traveling on a motorcycle in
Muniguda forest when heavily armed
alleged PWG cadres attacked them. While
Daku was killed, his brothers managed to
escape with bullet injuries. Daku’s body
with a slit throat and numerous bullet
injuries was recovered by police from
Muniguda forest, about five km from
Chandrapur. 47
On 11 December 2004, Tula Madkani,
a Class X student of MV-61 High School
in Krati village under Padiabeda police
station limits in Malkangiri district was
abducted by the Naxalites. Madkani had
allegedly earlier agreed to join the Naxal
camps but later he changed his mind. He
ignored the call by the Naxals to join them
during the observation of martyrs’ day. On
11 December 2004 when Tula was getting
ready to go for tuition, a group of armed
Naxalites came to his house and forcibly
took him away. 48
