the custody on 2 April 2004 after he
overheard some of the AR personnel
saying that he would be taken out and shot
near a culvert between Bongmual and
Keithelmanbi. 54
On 3 April 2004, personnel of the 33rd
Assam Rifles allegedly beat up several
villagers of Keirak village under Kakching
police station in Thoubal district during a
search operation following an attack on
their camp by the PREPAK on 2 April
2004. Three youths identified as Md
Abothe, Md Nahayaima - both residents of
Keirak Muslim Makha Leikai, and Md
Tabhou of Keirak Dam Awang Leikai, had
to be hospitalised at Kakching community
health centre due to the beatings. 55
On 30 April 2004, Manipur State
Human Rights Commission directed the
Manipur DGP to submit his report by 4 May
2004 about the whereabouts of one
Kangjam Menjor alias Irei Singh, who was
allegedly picked up by suspected Central
security forces on 28 April 2004 from
Nambol area in Bishenpur district. In a
complaint with the MSHRC, Kangjam
Ongbi Ibethoi Devi, mother of Menjor of
Uripok Achom Leikai, stated that Menjor
was picked up by Hindi speaking security
personnel from Nambol Phoijing area on
April 28 around 11.30 pm without issuing
any arrest memo. He was also not handed
over to the police station. 56
One Elangbam Nabachandra alias
Naoba of Nagamapal Singjubung Leirak,
Imphal, was reportedly picked up from his
residence by the army personnel without
issuing arrest memo at around 1.30 a.m. on
25 May 2004. The family members
alleged that when they sasked for an arrest
memo, one Manipuri personnel, whose
name tag was written as L Tomba,
threatened to kill all of them. The security
personnel also beaten up both elder and
younger brothers of Nabachandra before
taking him away. Family members
claimed that Nabachandra had no link with
any underground organisation. Hundreds
of Meira Paibis blocked the Nagamapal
Road in protest against the arrest of
Nabachandra. 57
On the night of 18 June 2004, three
persons, including 62-year-old T.
Khamzadou, a Church elder and retired
Government teacher, were allegedly
beaten inside their house at Hebron Veng,
New Lamka by the CRPF personnel. They
were allegedly dragged out from the house
and beaten again on the road even though
they pleaded their innocence. T.
Khamzadou was hit with rifle butts and
kicked with boots in spite of revealing his
identity. 58
On 1 November 2004, Liyakat Ali, a
van driver of Lilong Bazar was allegedly
brutally assaulted by a police havildar of
Thoubal Police Station in front of the
police station for refusing to drink
alchohol during Ramzan. 59
On the night of 15 December 2004, a
combined team of Indian Reserve
Battalion and commandos of Manipur
Police allegedly fired indiscriminately on
a passenger jeep without giving any
warning near YK College at Wangjing in
