started harassing people, arrested his
father and confined him for a night in
illegal custody. An investigation
conducted by the MPHRC found that
Hiralul had been illegally picked up by
constables Netram Kishenlal, Rajbhan
Singh and M Sharma in an attempt to put
pressure on his sons. 61
VIII. Atrocities by the armed
opposition groups
Madhya Pradesh is the land of dreaded
dacoits such as Dayaram-Rambabu
Gadariya, Nirbhay Gujjar, Rajjan Gujjar,
Pahalwan Gujjar, Hajrat Rawat, etc. They
continued to rule the Chambal ravines and
the forests nearby. The dreaded Gadariya
gang of dacoits gunned down 13 Gujjars at
Bhanwarpura in Gwalior district in
October 2004.
Extortion and kidnapping are the main
sources of income in the badlands. Six
districts - Gwalior, Shivpuri, Morena,
Bhind, Datiya and Sheopur - alone
witnessed over 450 kidnappings in the past
five years. The dreaded bandits allegedly
have nexus with the police and
politicians. 62
The Naxalites have also been active in
the state. On the night of 8 January 2004, a
group of armed Naxals looted 150 sacks of
paddy, gold and silver jewelry, livestock
and Rs 30,000 from the house of Poonam
Durga, the village headman of Gangalur in
Bijapur district. Durga and his family
members were tied up and assaulted by the
Naxals. 63
