On 2 July 2004, Hasina Akhtar, a 10th
standard student of Government Girls’
High School, Zachaldar, was arrested by
sub-district police officer Altaf Ahmed
Khan and his junior, assistant subinspector
Tanveer Ahmed accusing her of
being involved in the killing of a security
force official. The girl was allegedly
severely tortured in custody and later
admitted to a Srinagar hospital with
“serious multiple injuries.” She was
suffering from lash wounds, broken bones,
and damaged tendons and muscles. 105
Although Major Rehman Hussain was
exonerated from the rape charges of the
wife and 10-year-old daughter of one
Abdul Rasheed Dar in Bader Payeen-I
under Handwara tehsil in Kupwara
district106 and punished for using force with
the intent of outraging their modesty, 107
most cases of violence against women
including rape, went unpunished.
At about 4.30 p.m. on 1 January 2004,
a migrant woman labourer from Bilaspora
in Uttar Pradesh was allegedly raped by a
BSF personnel, Sepoy Ram at Singhpora
village in Baramulla district. 108
On 28 February 2004, a teenaged girl
was allegedly abducted by a militantturned-counter-insurgent
Manzoor Ahmad
Dar from her Tenkpora Sumbal in
Srinagar district and was raped several
times. Two days after the rape, she
reportedly set herself afire. She suffered

80 per cent burn injuries. After battling for
life for eight days at the SHMS Hospital,
the victim succumbed to her injuries on 9
March 2004. In her dying statement
before Ghulam Nabi Shah, Station House
Officer, Sumbal she reportedly stated that
Dar who is also her neighbour had raped
her. 109
On the night of 17 April 2004,
constable Davinder Singh posted in
Thanamandi area of Rajouri district was
reportedly arrested on charges of raping a
10-year-old orphaned girl. He allegedly
brought home the girl, whose parents were
killed by AOGs, promising to marry her
and raped her for two days. 110
On the night of 5 May 2004, the
troops of the Rashtriya Rifles allegedly
molested a woman and beaten up residents
of the Choon village in Budgam district
following an incident of stray firing by
members of an armed opposition group.
The state government ordered an inquiry
into the incident. 111
On 14 May 2004, a jawan belonging
to the 30th Rashtriya Rifles allegedly
forcibly entered into the house of Abdul
Rashid Malik at Marat village on the
Mawar-Handwara road of Kupwara
district and attempted to rape 18-year-old
Rubiya, who was alone at home at that
time. The jawan reportedly grabbed her
but let her go and fled the scene when
people came rushing hearing her scream.
The guilty security man was arrested and a
case was registered against him. 112
