WorkSafe<br />

C<strong>on</strong>sultati<strong>on</strong> and educati<strong>on</strong> have<br />

been the dominant themes al<strong>on</strong>gside<br />

compliance activities during 2010, as<br />

WorkSafe has been working <strong>on</strong> the<br />

enormous task of harm<strong>on</strong>ising safety<br />

and health legislati<strong>on</strong> across Australia.<br />

This year has seen a further increase<br />

in the popularity of WorkSafe’s<br />

educati<strong>on</strong>al services with maximum<br />

attendance at both the Albany Forum<br />

and the metropolitan Forum.<br />

Thank you to the 2000 attendees at<br />

the WorkSafe 4Thought lunchtime<br />

informati<strong>on</strong> sessi<strong>on</strong>s this year. Local<br />

OSH professi<strong>on</strong>als, interstate OSH<br />

specialists, WorkSafe inspectors,<br />

community educati<strong>on</strong> officers and<br />

WorkSafe staff covered hazards at<br />

work such as; workplace c<strong>on</strong>flict, slips<br />

and trips, manual tasks, heat stress,<br />

noise and guarding.<br />

To meet your demands for more<br />

4Thoughts, we are endeavouring to<br />

increase the number of sessi<strong>on</strong>s we<br />

c<strong>on</strong>duct and to extend the sessi<strong>on</strong>s<br />

into other regi<strong>on</strong>al areas in 2011.<br />

On a c<strong>on</strong>tinuing theme of educati<strong>on</strong>,<br />

Safe Work Australia Week is gaining<br />

momentum. 2010 saw more than 530<br />

As we celebrate the success of Safe Work Australia Week it is<br />

important to recognise excellence and we extend our c<strong>on</strong>gratulati<strong>on</strong>s<br />

to the winners of the 2010 <strong>Safety</strong> Awards; Park Engineering; Salmat<br />

Pty Ltd; Pia Carter; and Danny Nort<strong>on</strong>. All the winners have been<br />

nominated for a Nati<strong>on</strong>al <strong>Safety</strong> Award. I am sure that Western<br />

Australia will again set a high standard at the nati<strong>on</strong>al level and<br />

we wish our winners luck.<br />

On the compliance side of our<br />

activities, proactive enforcement<br />

campaigns have been c<strong>on</strong>ducted in<br />

areas such as horse stables, nurseries<br />

and garden centres, restaurants<br />

and takeaway food outlets, sporting<br />

facilities and pest c<strong>on</strong>trol. The<br />

informati<strong>on</strong> bulletins and specific<br />

checklists c<strong>on</strong>tinue to prove popular<br />

and inspectors have noticed higher<br />

levels of compliance as they provide<br />

the opportunity for businesses to<br />

ensure that they are complying with<br />

the law before inspecti<strong>on</strong>s commence.<br />

Work <strong>Safety</strong><br />

Awards 2010<br />

The very high standard of entries<br />

for the 2010 Work <strong>Safety</strong> Awards<br />

gave the judges a difficult task<br />

choosing the winners.<br />

The award for best safety and<br />

health management system in<br />

the private sector was w<strong>on</strong> by<br />

Park Engineers. Park Engineers<br />

in Welshpool is <strong>on</strong>e of Australia’s<br />

leading steel engineering and<br />

fabricati<strong>on</strong> companies, operating<br />

mainly in the mining and<br />

c<strong>on</strong>structi<strong>on</strong> industries. With input<br />

from employees, the board of<br />

directors and c<strong>on</strong>sultants, Park<br />

Engineering has developed a<br />

comprehensive and integrated<br />

safety and health management<br />

system with a str<strong>on</strong>g emphasis <strong>on</strong><br />

risk management.<br />

The award for best soluti<strong>on</strong> to an<br />

identified workplace safety and<br />

health issue was w<strong>on</strong> by Salmat<br />

mail. An employee of the company<br />

has developed the Armstr<strong>on</strong>g<br />

Lever, a device designed to assist<br />

in assembly of the unit loaders<br />

and reduce back strain. Salmat<br />

quickly recognised the potential of<br />

the Armstr<strong>on</strong>g Lever in reducing<br />

manual handling injuries, and now<br />

utilises it across its operati<strong>on</strong>s.<br />

The award for best individual<br />

c<strong>on</strong>tributi<strong>on</strong> to safety and health<br />

by a pers<strong>on</strong> with no formal<br />

resp<strong>on</strong>sibility for occupati<strong>on</strong>al<br />

safety and health was w<strong>on</strong> by<br />

Pia Carter from the Department<br />

of Fisheries in Broome.<br />

Pia is a newly-elected safety and<br />

health representative. She identified<br />

two risks to workers accessing<br />

a four metre high seawater<br />

storage tank to clean it – the risks<br />

associated with working at heights<br />

and working in c<strong>on</strong>fined spaces.<br />

After c<strong>on</strong>sultati<strong>on</strong> between Pia and<br />

experts and staff, the Department<br />

installed a harness and cable<br />

system to prevent falls, al<strong>on</strong>g with<br />

a system of safety procedures for<br />

working in c<strong>on</strong>fined spaces.<br />

The award for best individual<br />

c<strong>on</strong>tributi<strong>on</strong> to safety and health<br />

by a pers<strong>on</strong> with resp<strong>on</strong>sibility for<br />

occupati<strong>on</strong>al safety and health<br />

was w<strong>on</strong> by Danny Nort<strong>on</strong>. Danny,<br />

a senior electrical engineer with<br />

electrical and project delivery<br />

company Sinclair Knight Merz,<br />

developed an assessment protocol<br />

and procedures to reduce the risks<br />

associated with switchboard arc<br />

flashes that can cause fires.<br />

He has raised awareness <strong>on</strong> this<br />

issue by presenting seminars<br />

throughout Australia, and his work<br />

has helped to ensure a safer work<br />

envir<strong>on</strong>ment for all workers in the<br />

electrical industry.<br />

Each of the WA winners has the<br />

opportunity for their achievements to<br />

be recognised across at the nati<strong>on</strong>al<br />

Safe Work Australia Awards which<br />

will be announced early in March<br />

draft regulati<strong>on</strong>s and codes of<br />

practice between now and April<br />

2011, to ensure the views of Western<br />

Australian businesses are c<strong>on</strong>sidered.<br />

Forum<br />

Comedian and corporate speaker Anh Do,<br />

closed the c<strong>on</strong>ference.<br />

The 2010 Perth WorkSafe Forum was<br />

held <strong>on</strong> 26 October 2010. Of the 550<br />

delegates who attended, some 80 per<br />

cent were elected <strong>Safety</strong> and Health<br />

Representatives.<br />

The keynote speaker, Dr Travis<br />

Kemp, Managing Director and Chief<br />

Psychologist, Teleran Group gave an<br />

interesting and informative address<br />

<strong>on</strong> the psychology of safety. He<br />

emphasised that while safe systems of<br />

work are fundamental to OSH at work,<br />

pers<strong>on</strong>ality plays an important part<br />

in building effective safety cultures.<br />

He provided insight into how safety<br />

messages can be tailored to res<strong>on</strong>ate<br />

with different pers<strong>on</strong>alities and that<br />

people’s attitudes can be changed by<br />

the way in which safety messages are<br />

delivered in workplaces.<br />

WorkSafe Western Australia<br />

Commissi<strong>on</strong>er Nina Lyhne provided<br />

a comprehensive overview of the<br />

harm<strong>on</strong>isati<strong>on</strong> of OSH law and<br />

how the changes to the Act and<br />

regulati<strong>on</strong>s may be used by delegates<br />

as an opportunity to promote OSH<br />

messages in workplaces and improve<br />

safety culture.<br />

Building <strong>on</strong> feedback provided by<br />

delegates at previous c<strong>on</strong>ferences,<br />

three c<strong>on</strong>current sessi<strong>on</strong>s were run<br />

this year which had a hazard specific<br />

focus.<br />

Sessi<strong>on</strong>s included:<br />

• Commissi<strong>on</strong> for Occupati<strong>on</strong>al<br />

<strong>Safety</strong> and Health member,<br />

Barry Chess<strong>on</strong>, who worked in<br />

cooperati<strong>on</strong> with Helen Muccilli<br />

from the Cancer Council to<br />

present a very practical sessi<strong>on</strong> <strong>on</strong><br />

working safely in hot c<strong>on</strong>diti<strong>on</strong>s,<br />

based <strong>on</strong> Commissi<strong>on</strong> and Cancer<br />

Council resources for workplaces.<br />

• Managing fatigue in workplaces<br />

presented by Isobel Boylan,<br />

Psychologist and Director of<br />

Corporate Psychology Services<br />

was both educati<strong>on</strong>al and<br />

entertaining.<br />

• Nanotechnology, a new and<br />

emerging technology was<br />

explored by Dr Gerrard Eddy Jai<br />

Poinern from Murdoch University<br />

in a way that made a complex<br />

subject accessible and interesting<br />

for delegates.<br />

• Dr Renu Burr, Associate Professor<br />

and Postgraduate Program<br />

Director at the University of WA,<br />

added another dimensi<strong>on</strong> to the<br />

psychology of safety explored<br />

by the keynote speaker in her<br />

address <strong>on</strong> mindfulness.<br />

• Stan Sext<strong>on</strong>, Corporate Manager<br />

of <strong>Safety</strong> at the Public Transport<br />

Authority, provided a practical<br />

and entertaining insight into<br />

development of safety culture.<br />

• WorkSafe staff shared their<br />

expertise with delegates, building<br />

<strong>on</strong> sessi<strong>on</strong>s delivered as part of<br />

the 4Thought lunchtime forum<br />

program.<br />

units and instructi<strong>on</strong>s <strong>on</strong> how to use a<br />

fire extinguisher. The topics discussed<br />

in the toolbox meetings generated<br />

positive discussi<strong>on</strong> am<strong>on</strong>gst the<br />

employees and c<strong>on</strong>tractors.<br />

Shire of Ashburt<strong>on</strong><br />

The Shire of Ashburt<strong>on</strong>’s safety events<br />

in 2009 ran for a week. In 2010, the<br />

Shire has dedicated the m<strong>on</strong>th of<br />

October to recognising the importance<br />

of safety, with plans in 2011 to adopt a<br />

year-round safety practice.<br />

Shire officers visited staff in Tom<br />

Price, providing skin cancer checks for<br />

employees, followed by a nutriti<strong>on</strong>al<br />

seminar in Onslow that brought<br />

followed by a nutriti<strong>on</strong>al seminar in Onslow that brought workers toge<br />

living healthy lifestyles. The Shire also visited Paraburdoo and Panna<br />

promote safety awareness in the workplace.<br />

Ausco Modular<br />

As <strong>on</strong>e of Australia’s largest modular<br />

building companies Ausco Modular<br />

has offices throughout the country,<br />

including c<strong>on</strong>structi<strong>on</strong> sites in regi<strong>on</strong>al<br />

areas and corporate offices in capital<br />

cities. Ausco Modular’s O’C<strong>on</strong>nor<br />

branch, dedicated time every day<br />

during Safe Work Australia Week to<br />

raise awareness of important health<br />

and safety issues.<br />

Western Australia Regi<strong>on</strong>al Manager<br />

James Rowd<strong>on</strong> said the key to<br />

generating interest am<strong>on</strong>gst staff was<br />

to create fun, team-focused activities.<br />

“We ran a Five Senses Challenge<br />

over the week, to dem<strong>on</strong>strate the<br />

difficulty of dealing with the side<br />

effects of comm<strong>on</strong> workplace health<br />

and safety issues such as noiseinduced<br />

hearing loss, smelling loss<br />

and visual impairments. It’s a very<br />

simple idea, but very effective.<br />

challenge and we received some<br />

really positive feedback “ he said.<br />

Stockland<br />

Safe Work Week at Stockland WA<br />

involved a different theme <strong>on</strong> each<br />

day, safety at work, safety at home,<br />

wellness at work, nutriti<strong>on</strong> and fitness.<br />

Activities held during the week<br />

included:<br />

• Fire extinguisher training for<br />

both CO and Dry Powder<br />

• Free massages and lunchtime<br />

yoga.<br />

• Cooking MasterClass – Chef Beat<br />

and employees cooked up<br />

situati<strong>on</strong> to educate children about<br />

the importance of implementing<br />

safe practices into their lives.<br />

In 2006, Main Roads first launched<br />

OSHtoberfest as an initiative<br />

to encourage our employees to think<br />

about the aspects of safety and health<br />

that tend to get neglected whilst we<br />

focus <strong>on</strong> high risk activities. Each year<br />

this event has been well supported<br />

and c<strong>on</strong>tinues to grow.<br />

This year, OSHtoberfest aligned with<br />

Safe Work Australia Week. The theme<br />

of OSHtoberfest placed a str<strong>on</strong>g focus<br />

<strong>on</strong> preventative health; encouraging<br />

workers and their families to take<br />

resp<strong>on</strong>sibility for their own wellbeing<br />

both at work and at home.<br />

The wellbeing theme for OSHtober<br />

was clearly dem<strong>on</strong>strated through the<br />

activities, which included:<br />

• Skin Cancer Awareness presented<br />

by the Cancer Council of WA<br />

• Beach and Surf <strong>Safety</strong> presented<br />

by Mike Carter OSH/ER Advisor at<br />

Main Roads<br />

• Remembering Charlie a pers<strong>on</strong>al<br />

story of injury and the importance<br />

of safe systems of work<br />

• Dr Joe maintaining health, and<br />

• A Health and Lifestyle Expo<br />
