Overview<br />

This activity includes a variety of permanent appropriations that are derived from receipt sources other than<br />

recreation fees.<br />

Appropriation: Contribution for Annuity Benefits of the United States <strong>Park</strong> Police<br />

Program Overview<br />

This funding pays the costs of benefit payments to annuitants each year under the pension program for U.S.<br />

<strong>Park</strong> Police (USPP) officers hired prior to January 1, 1984 to the extent the payments exceed deductions<br />

from salaries of active duty employees of the program. As amended in P.L. 85-157, the Annuity Benefits are<br />

collected for Title V retirees. Payments are made to retirees, surviving spouses, and dependents. The USPP<br />

pension program was funded before FY 2002 from appropriations made annually to the <strong>National</strong> <strong>Park</strong><br />

<strong>Service</strong>. Beginning in FY 2002 (P.L. 107-63 (16 U.S.C. 14e)), these payments have been made from funds<br />

warranted to the <strong>National</strong> <strong>Park</strong> <strong>Service</strong> from a permanent, indefinite appropriation at the Treasury<br />

Department. The estimates of $42.506 million for FY 2011 and $43.875 million for FY 2012 are based on<br />

the best available information, including actuarial tables, and projected pay increases, retirements, and costof-living<br />

increases. Costs in this account are expected to increase gradually in the next several years before<br />

eventually declining.<br />
