<strong>National</strong> <strong>Park</strong> <strong>Service</strong> FY 2013 Budget Justifications<br />

the <strong>NPS</strong> has provided funding. The financial analysis determined total funding needs for existing and<br />

projected capital, operations, and maintenance costs and evaluated existing and projected revenues and<br />

fund sources necessary to meet those costs. The <strong>NPS</strong> will use the results from the financial analysis to<br />

inform the development of a <strong>Service</strong>wide sustainable funding strategy for <strong>NPS</strong> alternative transportation<br />

systems.<br />

Program Overview<br />

Educational Expenses, Children of Employees, Yellowstone <strong>National</strong> <strong>Park</strong><br />

As authorized by P.L. 80-604 (16 U.S.C. 40c), fees collected from visitors at Yellowstone NP are<br />

deposited in a special fund in sufficient amounts to pay the additional costs of educating children of<br />

employees stationed at Yellowstone NP. Payments are made to reimburse local school districts at this<br />

remote location for their costs of furnishing educational facilities on a pro rata basis and to transport<br />

students.<br />

o For FY 2011, $0.497 million in Recreation Fee receipts were deposited to this account.<br />

o The estimated Recreation Fee receipts to be deposited to this account in FY 2012 and FY 2013<br />

are $0.690 million and $0.711 million, respectively.<br />

Program Overview<br />

Payment for Tax Losses on Land Acquired for Grand Teton <strong>National</strong> <strong>Park</strong><br />

As required by law (16 U.S.C. 406d-3), fees collected from visitors at Grand Teton NP and Yellowstone<br />

NP are provided to the State of Wyoming in amounts sufficient to compensate for tax revenues lost as a<br />

result of Federal acquisitions of land in expanded areas of Grand Teton NP. Amounts may vary because<br />

of tax rate changes; withdrawal of additional lands from the State’s tax rolls because of Federal<br />

acquisition; and gradual reductions by law of the amount due for each tract of land after it is acquired.<br />

o For FY 2011, $19,000 in Recreation Fee receipts were deposited to this account.<br />

o The estimated Recreation Fee receipts to be deposited to this account is $19,000 in both FY<br />

2012 and FY 2013.<br />

FY 2013 Program Performance<br />

In FY 2013, <strong>NPS</strong> anticpates the FLREA<br />

program to:<br />

• Address $78.5 million worth of facilities<br />

and deferred maintenance needs.<br />

• Support enhanced visitor services by<br />

providing $30 million for visitor<br />

programs and services.<br />

• Provide $13.5 million for habitat<br />

restoration.<br />

• Provide $1 million for law enforcement<br />

in public use and recreation areas.<br />

• Contribute to maintaining a high overall<br />

visitor satisfaction level of 97 percent.<br />

In addition to funding worthwhile projects at<br />

parks, the <strong>NPS</strong> will use FLREA to fully<br />

support efficient, effective program<br />

management by using revenues to:<br />

• Support the <strong>National</strong> Recreation<br />

Reservation <strong>Service</strong> (NRRS) and a<br />

centralized Point of Sales System<br />

(POSS).<br />

• Implement new technologies to ensure<br />

financial integrity of collections.<br />

Public Lands Corps (PLC) Program<br />

The <strong>National</strong> <strong>Park</strong> <strong>Service</strong> is dedicated to engaging<br />

America’s youth in developing a life-long awareness of<br />

and commitment to our national park units through<br />

educational, vocational, and volunteer service<br />

opportunities. These opportunities include the Public<br />

Land Corps (PLC) Program which is funded using<br />

recreation fees. The purpose of the PLC program is to<br />

rehabilitate, restore, and enhance facilities and natural<br />

and cultural resources on public lands.<br />

<strong>NPS</strong> provides opportunities to young people 16-25<br />

years of age to gain career experience through<br />

conservation work. The participants in this program also<br />

develop citizenship values and skills through their<br />

service to their communities and the United States.<br />

<strong>NPS</strong> makes extensive use of the PLC program. In FY<br />

2011, the <strong>NPS</strong> allocated about $4.4 million from the<br />

20% fee funds and over $2 million from 80% funds for<br />

180 projects at 100 park units. In FY 2012, the <strong>NPS</strong> will<br />

direct $6.4 million from Rec Fee funds to the PLC<br />

program.
