Justification of FY 2013 Program Changes<br />

The FY 2013 budget request for the Environmental Impact Planning and Compliance program is<br />

$4,698,000 and 15 FTE, with no program changes from FY 2012 Enacted.<br />

Component Overview<br />

The Environmental Impact Planning and Compliance program supports parks, regions, and headquarters<br />

offices in the process of completing Environmental Impact Statements (EIS), Environmental Assessments<br />

(EA), and other compliance actions related to the <strong>National</strong> Environmental Policy Act (NEPA) with a priority<br />

emphasis on legislatively or judicially mandated NEPA related compliance. This program also serves as the<br />

focal point for all matters relating to <strong>National</strong> <strong>Park</strong> <strong>Service</strong> NEPA planning and other related environmental<br />

mandates; provides NEPA-related technical assistance and training to parks, regions and WASO offices;<br />

and develops servicewide guidance on matters relating to NEPA planning and other federal resource<br />

protection mandates.<br />

The <strong>National</strong> <strong>Park</strong> Omnibus Management Act of 1998 and the <strong>National</strong> Environmental Policy Act (NEPA)<br />

require park management decisions to be based on a full examination of alternatives and impacts and<br />

opportunities for public involvement. This program enhances the ability of the <strong>National</strong> <strong>Park</strong> <strong>Service</strong> to<br />

conduct legally defensible NEPA analyses that are scientifically based and that facilitate sound decisionmaking.<br />

In order to make NEPA and related compliance activities more efficient an integrated system to<br />

relate funding, planning, compliance and public comment has been developed and is in use for all <strong>NPS</strong><br />

projects. This Planning, Environment, and Public Comment (PEPC) system assures better coordination and<br />

timely completion of compliance through use of one bureau-wide web based system.<br />

FY 2013 Program Performance<br />

• Enhance the ability of the environmental review database (ER2000) to minimize impacts to<br />

<strong>National</strong> <strong>Park</strong> System resources and values through continuous improvements. ER2000 is a webbased<br />

database of <strong>Service</strong>wide environmental reviews which allows parks, regions, and central<br />

offices to access information on other agencies’ projects currently under review by the <strong>NPS</strong>.<br />

• Provide training to <strong>NPS</strong> regions and park units on bureau policies to implement the <strong>National</strong><br />

Environmental Policy Act.<br />

• Continue to provide policy-related technical assistance and manage complex planning and NEPA<br />

compliance projects.<br />
