<strong>Mission</strong> Overview<br />

Construction Program Management and Operations contributes to a multitude of areas of the overall<br />

mission of the <strong>National</strong> <strong>Park</strong> <strong>Service</strong>.<br />

Activity Overview<br />

The <strong>National</strong> <strong>Park</strong> <strong>Service</strong> Construction Program is managed in accordance with applicable DOI and <strong>NPS</strong><br />

rules and guidelines, and the <strong>National</strong> Academy of Public Administration’s (NAPA) recommendations in<br />

the Strengthening the <strong>National</strong> <strong>Park</strong> <strong>Service</strong> Construction Program report in 1998 to effectively ensure the<br />

economical use of human and fiscal resources. The Construction program centrally coordinates all major<br />

construction and rehabilitation projects for the <strong>NPS</strong> for the consistent, effective, appropriate, and efficient<br />

construction of visitor and staff facilities at parks around the country. Some of this is accomplished<br />

through the management of several key programs: Line Item Construction, Federal Lands Highways<br />

Program, Management Planning, Recreation Fee projects, and others. The <strong>NPS</strong> provides two central<br />

offices, the Denver <strong>Service</strong> Center and, for the highly specialized needs associated with providing media<br />

such as exhibits and films, the Harpers Ferry Center. The purpose for construction projects can range<br />

widely, but is generally aimed at providing for and improving visitor safety, enjoyment, and access to park<br />

resources. Centralized design, engineering management services, and media support are provided;<br />

contracting and other support services for consultant design and construction management contracts are<br />

administered within this activity.<br />

Construction Program Management: Consistent with <strong>National</strong> Academy of Public Administration report<br />

findings, this office consists of a <strong>Service</strong>wide project management control system to provide accurate<br />

assessments of project status. This oversight function is performed for the Director through a small staff<br />

of project management professionals within the office of the Associate Director, <strong>Park</strong> Planning, Facilities,
