Project Description:<br />

This mid-19 th century military fortress contains 6 sides, or Fronts. Each Front is numbered to reference<br />

a specific side of the fortress. The project will install steel shoring along the 600 feet of ocean-facing<br />

exterior wall (scarp) at the upper level of Front 3 and in five upper level gun enclosures, or casemates,<br />

at Front 2. The shoring will tie the water-facing scarp to the interior parade wall. The shoring will be left<br />

in place until Phase 3 (DRTO 149152) masonry stabilization work is completed. The design life for the<br />

shoring is at least 10 years. The shoring will be installed using scaffolding, high-lifts or both with<br />

access from the upper level, parade (fortress interior) and moat. All access measures will be removed<br />

after installation of the shoring.<br />

Project Need/Benefit:<br />

Structural evaluation of Fronts Two and Three, and Bastions one through three, was completed in<br />

2008 and 2010 to determine the stability and associated risk in occupying these areas during a<br />

hurricane event and during stabilization work on the scarp. The structural engineering firm (4SE,<br />

Charleston, S.C.) concluded that shoring would need to be placed in each casemate which would<br />

confine the masonry walls and arches by placing a steel "clamp" from the parade walls to the exterior<br />

scarp. The firm further stated that continued occupancy and use by staff was a serious risk to staff.<br />

The park issued a task order for an additional structural analysis to determine if only individual<br />

casemates or if all of the front must be closed. Since this front contains eight of the 15 housing units<br />

on Garden Key, maintenance work shops, equipment storage and the islands wastewater treatment<br />

plant, closure of any of these spaces will have an immediate and costly impact to park operations and<br />

mission.<br />

All employee occupied housing in Front Three has been vacated and all operations will be relocated<br />

away from Front Three as soon as possible. Options for relocating operations, establishing temporary<br />

facilities or permanent replacement of existing facilities are limited.<br />
