<strong>Mission</strong> Overview<br />

The Environmental Compliance and Review activity supports the <strong>Service</strong>’s mission by contributing to the<br />

protection, restoration, and preservation of natural and cultural resources; the provision of adequate<br />

knowledge to properly manage these resources; and to provide for visitor enjoyment and satisfaction with<br />

the appropriate availability, diversity, and quality of park facilities, services, and recreational opportunities.<br />

Activity Overview<br />

The Environmental Compliance and Review activity provides review and comment on environmental impact<br />

statements, Federal licensing and permitting applications, and other actions which may impact areas of <strong>NPS</strong><br />

jurisdiction and expertise. This activity ensures compliance with the <strong>National</strong> Environmental Policy Act<br />

(NEPA) and other environmental protection mandates. It also provides comments on the effects on<br />

environmental quality resulting from proposed legislation, regulations, guidelines, Executive Orders<br />

regarding wild and scenic rivers, national trails, wilderness, resource management plans and activities from<br />

other agencies, recreation complexes, Federal surplus property or transfers, and related projects and<br />

undertakings.<br />

Justification of 2013 Program Changes<br />

The FY 2013 budget request for the Environmental Compliance and Review program is $434,000 and 4<br />

FTE, with no program changes from FY 2012 Enacted.<br />

Program Overview<br />

The Environmental Compliance and Review activity is the focal point for <strong>NPS</strong> external environmental<br />

review. <strong>NPS</strong> is the major participating bureau in DOI’s Environmental Review Program since the <strong>NPS</strong> has<br />

unique expertise associated with the review of environmental compliance documents that have the<br />

potential to impact outdoor recreation at the Federal, State, and local levels. As a consequence of the<br />

geographic breadth of these park and recreation lands and improvements, it is routinely necessary for the<br />

Department to transmit most environmental documents received from other agencies and bureaus to the<br />

<strong>NPS</strong> for review and preparation of agency comments. This review responsibility makes the <strong>NPS</strong><br />

environmental compliance review program distinct from its counterparts in the other DOI bureaus. Most<br />

DOI-controlled external documents are directed to the <strong>NPS</strong> based on its diverse program responsibilities,<br />

including the Land and Water Conservation Fund, <strong>National</strong> Trails System, <strong>National</strong> Wild and Scenic<br />

Rivers System, Federal Lands Recreation Enhancement Fee Program, Urban <strong>Park</strong> and Recreation<br />

Recovery Program, and Heritage Preservation Program. Typically, 1,500 to 1,800 documents are<br />

submitted to and reviewed by <strong>NPS</strong> each year. The program facilitates <strong>NPS</strong> review and comment on the<br />

potential impacts of agency proposals on <strong>NPS</strong> resources and values, and helps other agencies avoid or<br />

mitigate these impacts.
