from year to year. It should be noted that First Amendment activities are not eligible for reimbursable<br />

funding.<br />

FY 2013 Program Performance<br />

Planned Accomplishments - Basic Operations:<br />

• Provide protection for over 60 million visitors to <strong>NPS</strong> sites in San Francisco, New York, and<br />

Washington, D.C.<br />

• Provide law enforcement and security for an estimated 10,500 permitted events on <strong>NPS</strong> land,<br />

with a particular focus of ensuring the number of significant incidents at large-scale events<br />

remains at a very low level.<br />

• Reduce the number of incidents that pose a serious potential threat to national monuments.<br />

• Provide the appropriate level of patrol force at the <strong>National</strong> Mall Icons through enhanced patrol<br />

techniques and proactive counter-surveillance/intelligence gathering.<br />

• Continue patrol programs that target Driving While Intoxicated violations, reducing automobile<br />

crashes and enhancing visitor safety.<br />

Planned Accomplishments - Overall:<br />

• Reduce the number of incidents that pose a serious potential threat to selected national<br />

monuments. As a result of enhanced patrol coverage and the clarification and better consistency<br />

of reporting criteria, there was a 12 percent reduction in incidents that pose serious threats to the<br />

<strong>National</strong> Mall Icons between FY 2010 and FY 2011.<br />

• Provide a safe environment for persons exercising their First Amendment rights and celebrating<br />

events of national significance.<br />

• Ensure the safety and security of visitors to our national parks.<br />

• Exceed the average national closure rate for Part I cases (especially serious crimes, such as<br />

murder, assault, and rape) by the USPP Criminal Investigators.<br />

• Prevent incidents that result in destruction, damage, or theft of cultural resources on park lands<br />

patrolled by the USPP. An increase in enforcement efforts has resulted in more reported cases<br />

and a concomitant overall decrease in reported damage.<br />

• Contribute to visitor satisfaction and resource protection.<br />
